1. Objective/ Purpose of the Public Authority:

District Treasury Office, Nayagarh.

2. Mission/ Vision Statement of the Public Authority:

   Its main mission is to safeguard proper accounting of Govt. money & payment through particular Govt. Head of Account and to ensure that right amount must be paid to right persons.

3. Brief History of the Public Authority and Context of its Formation:

   District Treasury Cuttack was established in the year 1994. Presently it has 75 nos.  DDOs, & 576 nos. of pension holders drawing pension from this Treasury.

4. Duties/ Main Activities/ Functions of the Public Authority and list of Services being provided by the Public Authority:

   It performs all its duties as per the guide lines given in Odisha Treasury Code Volume I. The main activities and service rendered are as follows:

a) Disbursement of Pension to the Pensioners:

   The Treasury Officer, Nayagarh and all the staffs of take utmost care of all the pensioners and ensures that all senior citizens of our state return as early as possible after getting their pension without facing any problem. Any problem of the pensioners, are dealt quickly and settled immediately.

b) Passing Bills of DDOs:

   Pay Bills of the DDOs are entertained immediately and steps are taken to pass the bills as soon as possible mostly within the stipulated period. Sometimes bills of urgent nature are passed on the same day also.

c) Passing cheques of administration.

d) Passing challans.

e) Maintaining accounts of both receipt and disbursement.

f) Maintaining Personal Ledger Accounts.

g) Accounting & safe custody of valuables.

h) Also monitoring activities of all sub-treasuries working under it.

5. Arrangements and Methods made for seeking Public Participation/ Public Grievance Resolution:

   Office of the District Treasury Officer, Nayagarh is always opened for the public to hear their grievances and settle them immediately. He is personally very keen to resolve the problems of public as soon as possible. All Additional Treasury Officers and other staffs of the treasury also involve themselves to settle the problems of the public with consultation with Treasury Officer.

He is in overall control of District Treasury, Cuttack. He is responsible to the Collector for smooth working of treasury, custodian of stamps & valuables kept in treasury. He approves the bills passed by dealing clerks and accountants. He is responsible for accounts of treasury.

He approves the bills passed by dealing clerks and accountants.. He helps Treasury Officer for smooth functioning of the treasury with other staffs. He hears the grievances of public and settle it immediately with consultation with Treasury Officer. In addition, he performs the tasks assigned by Treasury Officer as and when required.

All types of bills forwarded by dealing clerks are put up to Officers for approval after passing through the accountants only. They are also responsible to the Treasury Officer for all activities.

Procedure Followed in Decision Making Process

1. What is the Procedure followed to take a decision for various matters?

     The Highest Decision making authority is Finance Department of Govt. of Odisha. However, some powers have been delegated to Director of Treasuries & Inspection and Treasury Officer for taking certain decisions at his level for smooth management of Treasury work.

2) What are the documented procedures/ laid down procedure/ defined Criteria/ Rules to arrive at a particular decision for important matter? What are different levels through which a decision process moves?

     For important matter, decisions are taken in consultation with DTI (O), Bhubaneswar and, if necessary, Finance Department, Govt. of Odisha.

3) What are the arrangements to communicate the decision to the Public?

     Decisions are communicated to the public by all sources of communication available by the Officer. It may be by written or by electro media.

4) Who are the Officers at various levels whose opinions are sought for the process of decision making?

     Treasury Officer, DTI (O), Bhubaneswar, Finance Department, Odisha.

5) Who is the Final Authority that waits the decision?

     Finance Department of Govt. of Odisha is the Final Authority.
