1) Brief History of the Public Authority:
The Khurda Road-Bolangir New B.G. Rail Link Project got its approval in the year 1993. The Project aims at connecting Western Odisha with Eastern Odisha by providing the rail link and thereby bridging the gap. The distance of the rail link from Khurda Road to Bolangir is 289 Kms covering 6 districts namely Khurda, Puri, Nayagarh, Boudh, Sonepur and Bolanigr. The foundation stone of the project was laid down by the Hon'bie Minister Railways during June, 2001.
For acquisition of land for the project, 3 officers are being functioning at Khurda Nayagarh and Bolangir under the administrative control of the Commerce and Transport (Transport) Department, Govt. of Odisha. The Special Land Acquisition Officer, Khurda Road-Bolangir New B.G. Rail Link Project Khurda is the controlling authority lDDO. The Land Acquisition Zone Office, Khurda Road-Bolangir New B.G. Rail Link Project, Bolangir is functioning in a private rented building at Kadam Para, Bolangir (Near Saraswati Sishu Mandir, Bolangir) P.O./Dist-Bolangir, Pin-767001. This office is presently looking after the land acquisition work of the Project in Bolangir District independently. From railways side, the Deputy Chief Engineer (Con.), East Coast Railway, Khurda Road is the requisitioning authority for acquisition of land for the project.
In the process of acquisition of land, Notification U/s 4 (1) and Declaration U/s 6(1) are being published in 2 local news papers as well as the Odisha Gazette as per the provisions of Land Acquisition Act. People are at a liberty to ask for any query or submit grievance in simple plain paper application before the Land Acquisition Zone Officer. These are attended to immediately.
In Bolangir district, the length of the rail link is 22 Kms. covering 15 villages viz.

The office of the Land Acquisition Zone Officer Khurda Road-Balangir New B.G. Rail Link Project Balangir is functioning under the administrative control of Commerce and Transport (Transport) Department Govt. of Odisha. its establishment is being dealt by the Special Land Acquisition Officer, Khurda Road-Balangir New B.G. Rail Link Project, Khurda who is the controlling authority. The function of the office is to acquire private land for the project. Presently, the office has undertaken Land Acquisition work in Balangir district.

Procedure Followed in Decision Making Process

1) What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made)
The procedure followed in the decision making process including channels supervision and accountability is as per the provisions of L.A. Act and related Govt. Executive instructions. The L.A. works are routed through the A.D.M./ Collector, Balangir, R.D.C. (ND), Sambalpur, Commerce and Transport (Transport) Dept. and the Revenue and Disaster Management Dept. The direct supervising authority is the Special Land Acquisition Officer, Khurda while others are higher Govt. authorities in the hierarchy.

Note: Public notices inviting objections if any are given U/S 9 of L.A. Act. The land loosers are also at liberty to file objections Ws 18 of L.A. Act. Copies of Notification U/s 4 (1) and Declaration U/s 6 (1) of L.A. Act are also served at important public places such as in the concerned village, Gram Panchayat, Tahasil office and Sub-Collector Office for wide circulation among people.
These are also published in two local news papers as well as the official Odisha Gazettee.

Note: The office expenses borne out of available 5% L.A. contingencies. The controlling officer at Khurda prepares the budget for the office. L.A. compensation is paid by the office to the Land loosens. Till now Rs.1,55,38,845/- has been paid towards L.A. Compensation.
