Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Objective/ Purpose of the Public Authority:

   Baripada Sub-Divisional Office has been created as a unit of administration for effective administration, Law & Order, implementation of various progressive revenue legislations, monitoring collection of land revenue, implementation of various social welfare measures taken up by the Govt., administration of emergent relief in case of natural calamities & to ensure food security to the beneficiaries under targeted P.D.S. & making consumer aware of their rights. Besides, this Office has to monitor & ensure effective implementation of Odisha Gram Panchayats Act & Rules.

2. Mission/ Vision Statement of the Public Authority:

   Baripada Sub-Divisional Office has been created as a unit of administration for effective administration, Law & Order, implementation of various progressive revenue legislations, monitoring collection of land revenue, implementation of various social welfare measures taken up by the Govt., administration of emergent relief in case of natural calamities & to ensure food security to the beneficiaries under targeted P.D.S. & making consumer aware of their rights. 3. Brief History of the Public Authority & Context of its Formation:

   Office of the Sub-Collector, Baripada (Erst while Sub-Divisional Officer) started functioning at Puri w.e.f 01.08.1963. After creation of two new districts i.e Khurda and Nayagarh, this Sub-Division comprises the whole district with 11 Blocks.

4. Duties of Public Authority:

   The office functions under total control of Sub-Collector & Sub-Divisional Magistrate, Puri who is in over all charge of the Office, Dy. Collector, Revenue, Sub-Collector's Office, Baripada has been ordered to deal with the matters relating to Revenue, Election, Establishment, Social Welfare, Preventive Sections, Certificate Cases, Emergency Sections etc. All matters relating to P.D.S. & essential commodities are to be dealt by Asst. Civil Supplies Officer working in Sub-Divisional Office. Papers relating to sanction of MBPY, NFBS etc. are being processed directly in the office of Sub-Collector, where as papers relating to Gram Panchayat Acts and Rules are being processed through S.D.P.O.

5. Main Activities/ Functions of Public Authority:

   To monitor Law and order situation of the Sub-Division and thus to maintain public peace and tranquility. Supervision of proper functioning of PDS. Monitor effective implementation of different schemes under social welfare head in the Sub-Division, to monitor collection of Land revenues and effective implementation of Revenue legislations, to ensure effective implementation of Odisha Gram Panchayat Acts and Rules.

6. List of Services being provided by the Public Authority:

(a) Ensure maintenance of Law & Order in the Sub-Division.
(b) Ensure supply of Essential Commodities & check black marketing & hoarding of such commodities from the hands of unscrupulous traders & making consumers aware of their rights.
(c) Issue of Certified Copies of criminal & revenue appeal cases including old R.O.R. copies & voter lists.
(d) Issue of Solvency Certificate.
(e) Issue of Photo Identity Cards.
(f) Administration of justice under provisions of Cr. P.C.
(g) Sanction of OAP, ODP, NOAP, SOAP, MRCP, NFBS, etc.
(h) To encourage people for savings through Small Savings instruments because of higher rate of interest.

7. Expectation of the Public Authority from the Public for Enhancing its Effectiveness and its Efficiency:

   Proactive participation in all Govt. runs programmes. They should inform the public authority about the grass root problems timely. They should not to do fault finding only rather act as catalyst. Further, they should applause the good works done and admit it openly.

8. Arrangements and Methods made for Seeking Public Participation:

   During tours to different Blocks  & Tahasils for supervision & monitoring of implementation of various development programmes, collection of land revenue & related matters. Publics/ citizens are contacted to asses if they are being benefited by the poverty alleviation programmes, supply of essential commodities, developmental schemes & land reforms measures including house site for the homesteadless persons & agricultural land for landless persons implemented by the Govt. or otherwise especially by the poor rural ST/ SCs.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

   Decision making process is mainly based on specified Acts and Rules and provisions laid there in, followed by due enquiries and inspections.

2. What are the documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?

   A decision on an important matter related to Civil Supplies dealt in the following manner:

   On receipt of any application the matter is put up before the Sub-Collector within 3 days. If required field inspections are made & if it relates to complain against any retailer & Sub-wholesale, whole-seller, storage-agent, etc. Necessary inquiry through raid checks are made and appropriate action taken. In case of detection of irregularities cases under E.C. Act are booked against the delinquents & FIR submitted to the Collector within 24 hours & PR is submitted in appropriate authorities much before the stipulated period of six months.

3. What are the Arrangements to communicate the decision to the Public?

   Supply of certified copies on application with proper fees, regarding court matters orders are being pronounced in open court. All parties in a case have a free access to all the proceedings of the case free of cost.

4. Who are the Officers at various levels whose opinions are sought for the process of decision making?

   Field functionaries such as BDO/ Tahasildar/ Addl. Tahasildar/ CDPO/ IIC/ SDPO/ ACSO and other line department officers.

5. Who is the Final Authority that waits the decision?

   Collector & D.M is the final Authority to wait the decision.
