Introduction:
Nabakrushna Choudhury Centre for Development Studies (NCDS) has been established by the State Government in the Higher Education Department in collaboration with the Indian Council of Social Science Research (ICSSR), New Delhi under the Ministry of HRD, Government of India to undertake, aid, promote and coordinate research in social sciences and socio-economic problems of developing societies with special reference to the problems of socio-economic development of India and state of Odisha. This Centre has been registered under the Societies Registration Act XXI of 1860 on 30th March 1987.

Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Objectives/Purpose of the Public Authority
a. To undertake, aid, promote and coordinate research in social sciences and socio-economic problems of developing societies with special reference to the problems of socio-economic development of India and the State of Odisha.
b. To provide, on request, academic and professional assistance to the Departments and agencies of the Government of India and Government of Odisha and to agencies, institutions and personnel engaged in research in social sciences or any activity related to socio-economic development.
c. To provide, on request, advisory and consultancy service to the Government of India, the Government of Odisha and other State Government and Union Territory Administrations or any of their agencies, Universities and other educational institutions and organizations business trade or industry.
d. To act as a clearing house of ideas and information on research in social sciences with special reference to the problems of socio-economic development of Odisha and the neighboring regions and to maintain a data bank.
e. To collaborate with the Universities and particularly the Universities established in the state of Odisha, other academic: institutions and organizations in India or abroad in such manner as may be necessary for the promotion of the objectives of the Centre.
f. To institute fellowships and award scholarships in furthermore of research in social sciences.
g. To provide programmes of advanced training to teachers in Universities, Colleges and other institutions of higher learning with a view to improving the quality of teaching and research in social sciences.
h. To develop close working relations in teaching and research in social sciences with the Universities and Colleges, especially with those in the state of Odisha.
i. To prepare, print and publish papers, journals, reports and books in furtherance of the objectives of the Centre and the promotion of social research.
j. To secure and accept endowments, grant-in-aid, donations or gifts mutually agreed terms and conditions.
k. To acquire by gift, purchase, lease or other any property movable or immovable, this may be necessary or convenient for the purchase of the Centre and to construct, alter and maintain any building or buildings for the purpose of the Centre.
l. To draw, make, accept, endorse, discount and negotiate Government of India and other promissory notes, bills of exchange, cheques and other negotiable instruments.
m. To invest the funds of the Centre in such securities or in such manner as may be expedient and to sell or transfer such investments.
n. To take over and acquire by purchase, gift or otherwise from the Government of India, State Governments or any other public or private bodies or private individuals, movable and immovable properties or other funds together with any attendant obligations and engagements not inconsistent with the objectives of the Centre.
o. To borrow funds with or without security, for the purpose of the Centre from the Government of India, Government of Odisha and banks or offices of such terms and conditions as may be mutually agreed upon.
p. To transfer the movable and immovable properties of the Centre by sale, mortgage, gifts, etc. for furthering the objectives of the Centre.
q. To undertake all such lawful acts and things as may be auxiliary, incidental or ancillary to the furtherance of the aforesaid objectives of the Centre- and generally to undertake all such activities and programmes as may assist in promoting research in social sciences in India and in the State of Odisha. ANNEXURE-1 Director's Power Duties & Responsibilities (5) Rule 12 and 13 of the Bylaw vests the following powers with the Director: i) The Director shall be whole time officer of the Center and shall be the chief executive and academic officer of the Centre. The Board of Governors shall assign such other power duties and responsibilities as it would deem necessary to time to time. ii) It shall be the duty of the Director to promote coordinate and exercise supervision and control over all research, training and other academic activities undertaken by the Centre. He shall also be responsible for the general superintendence, direction and control of the officers of the Centre and maintenance of discipline in the Centre. iii) The Director shall function under the direction & guidance of the Board. He shall be answerable to the Board. It shall be his duty to ensure faithful observance of the decision of the Board, the Rules & Regulation. He shall place all academic matters before the Board for their information, approval, along with the observations of the faculty committee. if there is any. iv) The Director shall submit to the Board the budget estimates for ensuing year together with memorandum of annual plan of the Centre two months before the close of the faculty year. He may also submit revised budget estimate when necessary. v) The Director shall be responsible for planning and implementing the research, teaching and other academic programme of the Centre. In all these matters shall take into consideration the resolutions of the faculty committee if there is any. vi) Reviewing of the progress of research activities at the Centre at least once in every six months. vii) Recommending to the Board names of academicians to be invited as Honorary Professors and Honorary fellows of center. viii) Making arrangements for conduct of examinations and publication of results, as may be necessary. ix) Ensuring maintenance of proper accounts. x) Recruiting and appointing staff as may be authorized by the Board. Temporary research supporting staff on research schemes can be filled up by the Director, (with the approval of Chairman) without prior approval of the Board of Governors for a maximum period of 30 days in one spell. He may also fill up class-TV and class-III posts if the posts have been sanctioned by the Board (Resolution of 10th meeting of the Board held on 24.6.96) Temporary posts like Investigator in Research projects can be filled up by the Director for a period of maximum of 3 0 days in one spell which will be subsequently placed before the Board for information. xi) Publishing annual report of the working of the Centre including a statement of audited accounts and the report of the auditor. xii) Talking such actions as may be necessary for the purpose of implementing the decision of the Board. xiii) Ensuring sound and beneficial management of the properties and funds of the Centre. xiv) He shall sign all contracts and agreements on behalf of the Centre as authorized by the Board. xv) Director shall exercise the authority to take disciplinary action and impose penalty on (B, C & D grade) administrative1 staff and supporting academic staff below the rank of lecturer and research associates. [Delegated by the Board u/r, 5 and 4 (ii) & 20 (iv) of the Bylaw in their resolution of the 7th meeting held on 14.9.91] .While taking the disciplinary action the Director shall follow the principle of natural justice and the procedures and formalities. xvi) The Director shall ensure financial regularity and propriety of the Centre. The Bank account of the Centre shall be maintained in the name of the Director. He shall supervise and review all financial transactions whenever he desires, at least once in every three months. He shall ensure annual auditing & accounts of the Centre through such agency as would be decided by the Board of Governors.

For taking decision in a particular matter first of all a proposal is prepared and sent to the appropriate committee for an elaborate discussion. The recommendations of the committee will be sent to the Director, Chief Executive of the Institution who placed it before the Board of Governors for a final decision.
