Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aim & Objectives of the Organization:

     According to the decision of the State Govt. this Division deals with Bush Cutting, R&M of Phadies, Collection of KL, PBB. For the above work this division created employment opportunities up to 50,000 People of Jharsuguda District from 15th Feb to 30th Nov. every year. Specially in the unemployed period this Division creates employment opportunities to maintain livelihood to the poorest of the poor.

2. Mission/ Vision:

     This Division provides employment oppertunity to the poor people in Bush Cutting, Repair & Maintenance of Phadi, Collection of K.L. Drying storage, Processing, Binding & Bagging for the month of Feb. to Nov. each year of Jharsuguda, part of Sundargarh and Sambalpur district.

3. Brief History & Background of its establishment:

     Jharsuguda K.L. division has been created vide notification No. 16225/F&AH Dt. 13/12/1972 of the Govt. of Odisha F.F. & A.H. Dept. On nationalization of K.L. & started operation of K.L. with effect from 1973.

4. Allocation of Business:

    This Divisions deals with K.L. trade departmentally with effect from 1973 as assigned by the Govt. of Orisa, F.F. & A.H. department vide notification No. 2714/F&AH, Dt. 27-02-1973.

5. Duties to be performed to achieve the Mission:

     All the department staff as well as seasonal staff have been assigned to do their duties to achieve the target & mission for performing their duties to the best interest of K.L. trade.

6. Details of Services rendered:

     The K.L. operational work has been started with effect from Jan., 1973 and continuing till date. Hence this Division has rendered 50 K.L. operational seasons.

7. Citizens' Interaction:

     Inter-action is being conducted at Phadi or village , Section, Range and Division with the stake holder as & when required.

9. Working Hours both for Office and Public:

     Working hours both for office and public is 10.00 A.M. to 5.30 P.M. with lunch break 1.30 P.M. to 2.00 P.M. every day excluding Govt. holidays as notified by Govt. of Odisha from time to time.

10. Public Interaction, if any:

     Public interaction is being conducted at Phadi or village , Section, Range and Division with the stake holder as & when required.

11. Grievance Redress mechanism:

     Grievance is dealt with on every Wednesday from 12 noon to 1 P.M. in Grievance cell.

Duties

Deputy Conservator of Forest, (Kendu Leaf) shall organize his Office, Range Offices under him, ensure appointment of necessary staff (Non-gazetted) at various levels including the work-charged staff in time.

He shall prepare a work scheduled for the Division and look to the timely implementation of work like inspection of Phadies, preparation of estimates for their repair and construction, coppicing operations, collection of quality leaves in different Phadies, processing, bagging, storage, and disposal of the same as per work schedule and Agreement with Odisha Forest Corporation Ltd.

He shall remain responsible for production of quality leaves stipulated for each of the unit of his division and shall also take steps to increase production.

He shall look to the proper maintenance of cash and stock accounts at different levels in the prescribed Registration and forms and ensure submission of prescribed returns and report in time.

He shall have control and supervision over expenditure having regard to commercial nature of the scheme.

He shall establish harmony and good relationship with the Territorial Staff and the employees of the Odisha Forest Development Corporation Ltd.

He shall have extensive touring to supervise the work of the subordinate staff mainly in Phadies, processing centers as may be prescribed.

He shall inspect every month at least 50 percent of the Phadies during collection season and 50 percent of the processing and binding centers at the time of processing in his division.

Duties

He shall inspect every month 50% of the Phadies during collection season and 50% of the processing and binding work in the Division or in the Ranges under his charge with the approval of the Deputy Conservator of Forests (Kendu Leaves).

He shall check all coppicing operation in the Ranges under his charges.

All duties which are discharged by Deputy Conservator of forests in the Division shall also be discharged by the Assistant Conservator of Forests in the Ranges in his Charge.

He shall assist the Deputy Conservation of forest (Kendu Leaves) in all matters and be responsible for proper Discharge of duties assigned to him by the Deputy Conservation of Forest.

Duties

He shall remain responsible for timely execution of all work in his Range according to work schedule.

He shall ensure completion of repairs and construction of Phadies and godowns by 15th March each year.

He shall make funds available to the Foresters for purchasing Kendu Leaves and disbursing the wages of labourers engaged at the Phadies.

He shall ensure completion of repairs and construction of Phadies and godowns by 15th March each year all disburse salary and wages of staff.

He shall supervise purchase of leaves and check each Phadi once every two days, during Collection season.

He shall supervise binding and processing centers once every two days during the periods of processing and binding.

He shall arrange transport of kendu leaf bags to the Central Godown.

He shall collect reports on Daily Purchase of Kendu Leaves (KL Form No. 1) and Daily Report (K.L. Form No. 2) of each 'Phadi' and submit the Daily Progress Report of the Range in K.L. Form No. 3 to the Deputy Conservator of Forests.

He shall submit Daily Progress of bagging and dispatch to the Deputy Conservator of Forests daily.

He shall submit all other forms and returns prescribed in KL Manual.

He shall render accounts to the Divisional Deputy Conservator of Forests (KL) for the sum advanced to him.

He shall maintain all prescribed Registers and ensure maintenance of all Register/ Returns at the level of Phadies and submit extracts of them punctually to proper quarters.

He shall take adequate steps for achieving the stipulated production and also take steps to increase production in his Range.

He shall ensure production of quality leaves in the proportion envisaged in the Agreement with the Odisha Forest Development Corporation Ltd. He shall also ensure production of processed bags according to quality classes stipulated in the Agreement.

He shall ensure timely operations of coppicing, repair and construction of Phadies, collection, processing, binding, bagging storage, transport and disposal of Kendu Leaves in his Range as per work schedule and Agreement with Odisha Forest Development Corporation Ltd.

He shall be responsible for overall expenditure in his Range and ensure economy in expenditure having regard to the commercial nature of the scheme.

He shall be responsible for construction and maintenance of Phadies and godowns under his charge.

He shall assist the Unit Officer in all matters like copicing of Kendu Leaf bushes, collection, processing, bagging, Transport and disposal of leaves as per work schedule and Agreement with Odisha Forest Development Corporation Ltd.

He shall see to the proper maintenance of Cash and Stock Accounts of the Phadies in the prescribed registers and forms.

Forest Guard shall help the Range Officer and the forester in the matter of repair and Construction of Phadies and Recruitment of labour.

The Forest Guard shall assist the Forester at the binding centers and Phadis for proper binding of the leaves collected as per the prescribed quality classes.

The Forest Guard in charge of Central Godowns shall be responsible for proper storage and up-keep of the stock stored therein. He shall also be alert against fire and pilferage of the stock stored in the Central Godowns.

The forest Guard shall also be responsible for any other specific duties that may by assigned to him by the Range Officer and the Forester.

   When a letter is received in divisional office by the Section Officer, immediately he passes the same to the Divisional Forest Officer for perusal and return. Particulars of Arrangement in Formulation of Policy

At the outset of every K.L. crop year, a scheme (APO - Annual Plan of Operation) is prepared taking to the account prevous years achievement on production and potentility of Division.  In the Scheme the details of last three to five years is reflected for finalisation of the target for the current crop year. The scheme prepared is submitted to the higher quarter for necessary approval. On receipt of the target from the higher quarter based on scheme prepared different K.L. operations, Bush Cutting, Repair & Maintenance, Engagement of Seasonal Staff etc. are carried out for the crop year.

1. A Division Level Welfare Trust Board is constituated under the chairmanship of DFO with DWO of the District and SDFO/ ACF of the Division as member to settle the Claims applications for dofferent benefits extended to Pluckers, Binders and Sesaonal staff as decided by Govt. from time to time. 

2. Puchase committee is formed at Division Level for purchase of Ofiice Articles as and when required.

3. Screening committee is formed at Division level for sanction of financial upgradation under RACP/MACP.

4. Division Level selection committee is formed for selection of eligible Seasonal Staff for promotion.
