Particulars of Organization, Functions & Duties

1. Brief History of the Public Authority:

     The Odisha State Bureau of Text Book Preparation and production, Bhubaneswar was established by the Govt. of Odisha on 11 th March, 1970 (under the societies Registration Act, 1860) to implement the programme of production of the University level books in Odia and to facilitate smooth change over in the medium of instruction in Higher Education from English to Odia. The main objectives of the Bureau is to

a) To aid and promote advancement of education in general.
b)
To produce text books, hand-books for teachers, work books for pupil and other educational literature useful for furthernance of teaching or learning in educational institutions and for producing books for higher education in the regional language of Odisha.
c)
To encourage and procure expert authors having knowledge and experience to write text books in Odia or translate authentic books in Odia on various subject suited to the requirments of the curricular and syllabi prescribed by Government or other appropriate authority in that behalf for various course of education and to apply for and obtain the approval or sanction of Government or other appropriate authority there to.
d)
To undertake research in text book production and ancillary aids and education literature concerning the various methods of education and aids for education and otherwise directed towards securing improvement in the general educational standard.
e)
To frame, develop and recommend to government and other appropriate authorities curricula and syllabi for the purpose of improvement in the general educational standard.
f)
To establish a libraries to facilitate research in general and in curricula, syllabi and text book production in particular.
g)
To stock, utilise and account for the gift paper received through Government of India or the Government of Odisha.
h)
To implement any scheme for free supply of books.
i)
This organisation has one Board of Governors committee and one Executive Committee, one Purchase committee and one Sub-Committee.
ii)
The Hon'ble Minister, Higher Education, Odisha is the President and the Commissioner-cum-Secretary is the Vice Presidents of the above Committees.

Powers & Duties of Officers & Employees

Power & Duties

There shall be a Director of the Bureau who shall be appointed by the Government. He shall be paid his salary and allowances from the funds of the Bureau. Salary and allowances and other conditions of service of the Director shall be such as may be determined by the Government. Unless Govt. appoints another person to hold the office of the Secretary, the Director shall be the Ex-officio Secretary of the bureau.

Subject to any order that may be passed by the Board of Governors, the Director of the Bureau shall be responsible for proper execution of the activities and work under taken by the Bureau and the directions of the Board of Goverons. The Director may prescribe the duties of all officers and staff of the Bureau and shall exercise such supervision and disciplinary control as may be necessary subject to the rules and bye-laws that may be framed by the Board of Governors. It shall be the duty of the Director to coordinate and exercise general supervision over all activities of the Bureau. Director of the Bureau may, with the concurrence of the Board of Governors, delegate any of his powers and functions to any other officer or authority appointed or established under these rules.

Director of the bureau shall be the Chief Drawing and disbursing officer of the Bureau and shall sanction for payments, travelling allowances bills of the members of the various authorities of the Bureau and pay bills of the officers and staff of the Bureau.

Power & Duties

The secretary of the Bureau shall be appointed by the Govt. to look after the management and affairs of the Bureau and under the supervision of the president and the directions of the Board of Goveronrs and shall attend to all general correspondence. He shall be paid his salary and allowances and other conditions of the service of the Secretary shall as determined by the government . The secretary shall keep or cause to be kept proper minutes of the proceedings of the meetings of the member of the Bureau and the Board of Governors shall do every thing necessary to give effect to the Resolution passed by the Board of Governors. The secretary shall keep one cause to kept all records of the bureau at a place to be determined by the Board. He will look after office administrative and financial management of the Bureau.
