With the advent of the Internet in India in the late 1990s , Organisations and individuals started identifying ways and means of automating their key process. e-Procurement(Electronic Procurement) is one such area, where the internet is instrumental in automating the purchase process, thereby significantly reducing cost and time. With the purpose to enhance transparency in governance especially with regard to procurement and tendering it was realised to shift to electronic mode. This was initiated on first priority because of day-to-day increasing instances and complaints of mal-practices in the process of procurement and tendering. The basic aspect behind e-Procuring/e-Tendering was to minimise the individual interaction between the Officers & Bidders and vendor & buyer. To fulfill the objective of e-Procurement in the four Engineering Departments of the State, Government of Odisha have constituted the “State Procurement Cell” under the administrative control of Works Department with EIC(Civil) Odisha as the Chief Procurement Officer vide Works Department O.M. No. 8904 dtd.06.05.2008.
MANUAL-1 Particulars of Organization, Functions and Duties [Section-4(1) (b) (i)] 1. Aims & Objectives of the Organization: With the objective of supervision of the full roll out of the e-Procurement in four Engineering Departments and PSUs, Government has constituted the State Procurement Cell under the administrative control of Works Department with EIC (Civil) Odisha as the Chief Procurement Officer. A 'State Procurement Cell' has been established the chairmanship of the E I C (Civil) with officers from Law, Finance, IT and Engineering Departments as members to act as an umbrella organization to sustain, manage, and carry forward the changes. A help desk has been made operational to give the tender related technical solution to the Officers and Bidders.
