Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1) Aim and Objectives of the Organization:

i) To protect & conserve the forests and wildlife for maintenance of ecological balance.
ii) To enrich the forest crop in the forest area by way of taking up plantations and other silvicultural operations.
iii) To enforce law relating to forests, wildlife and environment.
iv) To involve people in protection and management of forests and wildlife.
v) To manage forests for obtaining sustained yield of forest produce required for domestic and industrial use.
vi) To impart technical guidance to public for raising their forest crop.
vii) Preservation of biodiversity.
viii) To develop the forest as a source of livelihood to the nearby people.
ix) To enrich the forest in moisture conservation to mitigate the drought.

2) Mission/ Vision:

     To protect the forests and wildlife within the jurisdiction of the Division by enforcing laws relating to forests and wildlife. Enrich forests as per the guidelines of national forest policy, so that at least 1/3rd of the total geographical area remains under forest cover for maintenance of ecological balance

3) Brief History & Background of its Establishment:

The Khariar Forest Division was created on 21st October, 1959, as per the Government of Odisha Notification No. 36434 dated 7th October 1959, which it comprised of Nuapada Sub-Division of Kalahandi District and Padampur Sub-division of Sambalpur District. During the year1989, 600 Sq. KM .area of Khariar Forest Division was declared as Sunabeda wild Life Sanctuary and subsequently the area was transferred to the administrative control of Sunabeda Wild Life Division. Due to re-organisation of Forest Department during 2003, 2517 Sq.Km. area of Padampur Range of Padampur Sub-Division of newly created Bargarh District was transferred to the newly created Bargarh Forest Division with effect from 1.10.2003. Thus after reorganisation of Forest Department, Khariar Division is coterminous with Nuapada District excluding portion of Sunabeda Wild Life Division.

4) Duties of the Public Authority:

i. Divisional Forest Officer:

     He is responsible for proper management of Forest and Financial Transaction in the Division. He is also responsible for Implementation of Working Plan Prescription, Submission of Report and Return to the Higher Authority and the administrative control relating to Protection of forest.

ii. Asst. Conservator of Forests:

    To assist the Divisional Forest Officer in supervision in the Division.

iii. Range Officer:

    Responsible for protection, execution of departmental works, maintaining discipline among the sub-ordinate staff, collection of revenue etc. in the Range.

iv. Forester:

    Responsible for protection & management of forest, execution of departmental works in the Section.

v. Forest Guard:

    Responsible for protection and management of forest in Beat.

5) Main Activities/ Functions of the Public Authority:

i) To protect the Forests and wildlife within the jurisdiction.
ii) General management of Forests including soil & moisture conservation to protect soil erosion.
iii) Encouraging people to participate in forest management as well as to protect Forest theft and fire.

6) List of Services being provided by the Public Authority with a brief write-up on them:

i) Protection of Forest Crop and Wildlife within forest area under its control.
ii) Protection of Forest Crop under the control of Revenue Department.
iii) Enforcement of legal provisions of Special Acts like Odisha Forest Act 1972, Wildlife Protection Act 1972, Forest Conservation Act 1980, Environment (Protection) Act 1986, Odisha Forest Produce (Control of Trade) Act 1981, Mines and Minerals (Development and Regulation) Act 1957, Odisha Saw Mills and saw Pits (Control) Act 1990, Water (Prevention and Control of Pollutions) Act 1974 and rules framed there under for protection of forests, wildlife and environment.
iv) Enriching the existing forest crop by taking up plantations and other Silvicultural operations.
v) Prevention of soil erosion and conserve moisture in the soil by taking different Soil & Moisture Conservation methods.

vi. Motivate and impart technical knowledge to public to take up tree plantation of forest species in their own land.
vii. Supply planting material to public to take up tree plantation of forest species according to current schemes and availability of funds.
viii. Motivate public to protect forests for Conservation of Biodiversity and enlighten them about different awards instituted by Government for outstanding contribution in the Field for Protection & Enrichment of forests.
ix. Interact with villagers of forest fringe village and motivate them to constitute Vana Samrakshana Samiti to protect the forest area assigned to them for Joint Forest Management so that the forests are protected and managed effectively.
x. Development of forest roads so that not only the forests are managed effectively, but also village connectivity is available to interior tribal villages.
xi. Development of water bodies for the benefit of wild animals and villagers living nearby.
xii. By engaging tribal people living in most inaccessible pockets in different forestry operations, we provide employment and food security to the neglected tribes.

7) Expectation of the Public Authority from the Public for enhancing its Effectiveness and Efficiency:

     The department expect from public to keep good rapport with Forest officials in the matter of forest management. They should protect forests from biotic interference and adopt scientific method for extraction of Minor Forest Produce Collection. They should also inform to forest officials in the matter of forest smugglings and cooperate to curb it. 

8) Arrangements and methods made for seeking Public Participation/ Contribution:

     Extension activities are being carried out to create awareness among the people regarding environmental conservation. Action is being taken to associate the people in protection and management of forest by formation of Vana Samrakshyan Samiti. Massive awareness campaign is being taken up to protect the forest from fire and other biotic interference viz. grazing & illicit felling. People are also associated in enforcement of law against the forest offenders. The organization encourages people in tree planting and maintenance of natural forest.

9) Mechanism available for monitoring the Service Delivery and Public Grievance Resolution:

     Redressal of Public Grievance is given top priority in the Division Office. All grievance applications are received and disposed off in every Saturday by the Divisional Forest Officer. Apart from that one hour is fixed to attend the public grievance every day at Division office. The Range Officers are instructed to give top priority towards public grievances and all efforts are made to solve the problem.

Duties

He is responsible for proper management of forests in the Division. He is responsible for protection of the forests as well as for implementation of afforestation programmes and JFM programmes in his Division. He will look after enforcement of all Forest Acts and Rules and proper utilization of the forest resources within the Division. He will coordinate with all branches of District administration and implement various development programmes in his Divisions. He will look after the management of forest personnel belonging to his Division. He will function as the DDO for his Division and will be responsible for the proper utilization of budget allocations for his Division. He is also the Wildlife Warden in his Division and manage the wildlife and their habitat within his Division.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1) What are the documented procedures/ laid down procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?

     Letters, applications initially received by the Head Clerk and sent to the section concerned through Divisional Forest Officer and receipt section. Draft reply of PUCs put up to Divisional Forest Officer by dealing asst. and finally fair copy of draft put up to Divisional Forest Officer for his signature. There after the same are sent to issue section for dispatch.

2) What are the arrangements to communicate the decision to the Public?

     Communication of decisions to public are made through volunteer disclosure by displaying the same in notice board of the Divisional Forest Office and Range Offices.
