Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Aims & Objectives of the Organization:
Ensuring tax compliance and tax collection commensurate with the provision of the GST Act which has been recently introduced. Ensuring a tax friendly environment for better tax compliance by making tax administration transparent, prompt and proactive.
The Additional Commissioner of CT & GST , Territorial Range, Sambalpur is designated as Appellate Authority and Deputy Commissioner CT & GST is designated as Public Information Officer of this Range.
2.Mission/Vision:
The Commercial Tax Department with a vision to achieve excellence in the Formulation and Implementation of different taxes administered by it works for the following mission collection of taxes in a transparent, fair and efficient manner facilitation of trade and commerce by simplification of the procedure encouragement of voluntary compliance by building mutual trust, prevention of Tax Evasion and frauds making the Tax Administration more transparent, prompt, efficient and accountable to the stakeholders.
3. Brief History & Context of its Formation:
The CT & GST Office, Territorial Range, Sambalpur is headed by the Additional Commissioner of CT & GST. The area of a Territorial Range is determined by factors such as the density of trade and industry, the complexity of issues handled, and the quantum of revenue receipts. The jurisdictional area of the CT & GST Territorial Range, Sambalpur comprises five districts and six circles. Each Circle is headed by either a Joint Commissioner or a Deputy Commissioner, depending on the jurisdictional area and the volume of revenue receipts.
4. Duties of the Public Authority:
Revision of Appeal cases under OVAT, OET & CST Act. Further with introduction of GST w.e.f. 01.07.2017 the provision of SGST, CGST, IGST & GST (Compensation to States) Act are being administered under the control of Additional Commissioner of CT & GST, Territorial Range, Sambalpur.
5.Main Activities & Functions:
The principal functions comprise disposal of appeal cases and revision cases under OVAT, OET & CST Act. Further recently with introduction of GST Act (Goods and Services Tax Act) w.e.f. 01.07.2017, the administration of the provisions of the said Act has also been entrusted to this Range.
6. Datails of Service Rendered:

7. Working Hours both for Office & Public:
This Office starts at about 10.00 A.M. and closed at 5.30 P.M. with Lunch Break of 1 hour in the Day Office and in Morning starts at about 7.00 A.M. without Lunch Break and closed at 1.00 P.M.
