Particulars of Organization, Functions & Duties

ABOUT SIDAC:

“State Institute for Development of Arts & Crafts" (SIDAC) is an organization under Handlooms, Textiles & Handicrafts Department Government of Odisha. registered under societies registration Act XXI of 1860 with its registered office at Handicrafts Complex, Gandamunda, Bhubaneswar.

It has been established in the year of 2004 with an objective to help in creating a conducive environment for promotion, development of the Handicrafts industry for preserving, promoting the cultural heritage of the state and to manage & supervise the State level design centre in order to promote design development, product innovation and product diversification.

Besides it is created to function as an autonomous agency for all round development of Handicraft sector of the state such as: survey and diagnostic study of crafts and craft clusters, capacity building of artisans/ entrepreneurs, cluster development programs, skill upgradation training, organizing design development program, facilitation for export marketing, participation in international level trade fairs, organization of national level exhibitions, enterprise development, revival of languishing craft, craft documentation, establishing common facility center, GI and IPR registration of crafts & artisan welfare.

CENTRE OF EXCELLENCE:-

Ministry of Skill Development. Govt, of India has recognized SIDAC as a Centre of Excellence on 10lil December 2020. Steps have been taken for implementation of different programmes under Centre of Excellence in the field of imparting non-technical training.

INSTITUTIONAL TRAINING(STATE LEVEL)

SIDAC is conducting institutional training programmes in 3 levels of courses i.e. Basic, Higher and Master in 06 nos.of crafts. The intake capacity of the training centre is 10 nos. in each level of section wise. The details of strength in different crafts are as follows:

ONE YEAR CERTIFICATE COURSE IN CRAFT DESIGN:

One year certificate course in craft design is being conducted at SIDAC with an intake capacity of 20 trainees.

FOUR MONTH CRAFT DESIGN COURSE:

SIDAC is organizing 04 month design laid course in Balasore Art and Craft Collecge. Balasore with an intake capacity of 20 trainees.

Online admission process is being adopted for admission into State /District level training courses as well as one year certificate course in craft design.

SKILL TEST PROGRAMME FOR MCMs

SIDAC is conducting skill test of applicants applied for empanelment as Master Crafts Man/Master Crafts Woman with Directorate of Handicrafts. Odisha followed by personal interview .

TRAINERS TRAINING PROGRAMME

On recommendation of Directorate of Handicrafts. 06 days Trainers Training Programme is organized by SIDAC for the eligible MCMs/MCWs.

DESIGN DEVELOPMENT PROGRAMME

SIDAC in collaboration with respective Asst.Director(Handicrafts) is organizing design development programmes in different craft clusters where reputed designers are being engaged for development of new design products basing upon the Market Survey. The intake capacity in each programme is 30 skilled artisans. Two sets of 20 products are developed in this programme. The duration of the market survey period is one month followed by product development for a period of one month.

TOSHALI NATIONAL CRAFTS MELA

On behalf of H.T & H Deptt.Govt.of Odisha, Toshali National Crafts Mela is being organized by SIDAC. In this mela handicrafts artisans from DC(Handicrafts) and weavers from D.C(Handlooms) and of Odisha state artisans and weavers are participating on regular mela basis. This mela is conducted normally from 15lh December to 27th December each year.

SURVEY

Handloom. Textiles & Handicrafts department started a survey in September 2019 to establish the exact number of handicraft artisans presently associated with various identified crafts in the state. The survey was conducted w;th the support of Directorate of Economics and Statistics, Odisha with GPS enabled mobile application developed by Odisha Space Application Centre (OR.SAC). The application is named as “Karigar Record for Upliftment and Tracking of Information” (KRUTI). Survey of Handicrafts artisans has been over in financial year 2021-22.

The manpower engaged by SIDAC. have conducted the survey work which was completed by July-2021.

ODISHA CRAFTS MUSEUM-KALABHOOMI

“Odisha Crafts Museum: Kala Bhoomi” - An institution under Handlooms, Textiles and Handicrafts Department, Govt, of Odisha was established at Shilpi Vihar, Pokhariput, Bhubaneswar and dedicated to the public on 22nd March, 2018. It is managed by State Institute for Development of Arts & Crafts (SIDAC).

“Odisha Crafts Museum: Kala Bhoomi” seeks to showcases Odisha’s rich heritage on a global platform with an objective to preserve the heritage of Handicrafts & Handlooms of Odisha, reviving 'he fading traditions and promote research in this sector. It supports publication of research documents & organises various events such as seminars and talks.

This museum showcases the tradition of rich handloom and handicrafts craftsmanship of the state. The museum celebrates the craftsmanship of our artisans by putting on display their breath-taking masterpieces. The museum stretches across approximately 12.68 acres and is divided into two blocks (Handlooms & Handicrafts), a display area & live section. The display area consists of galleries while the live section is equipped with an Open-Air Theatre as well as separate workshop zones. It has been made in the style of a traditional house such as the laterite stone, which can still be seen in some of the oldest monuments around the state. The museum artefacts have been collected from each and every corner of the state.

At present nine galleries are open to visitors namely, Terracotta Gallery, Traditional Painting Gallery, Stone & Wood Carving Gallery, Metal Crafts Gallery, Natural Material Crafts Gallery, Pre-Weaving Technique Gallery, Tribal Crafts Gallery, Handloom & Modern Gallery and Crafts of Shree Jagannatha Culture Gallery. One gallery is under construction i.e. Dance Costume Gallery. The AV Room in the museum organises screening of movies on different crafts practised across the state. There is a souvenir shop well equipped with handicrafts/handloom products for public/visitors/tourist etc.

Duties

The Chairman shall preside over the meetings of the Executive Committee and the General Body of the Society. He/ she shall review at periodical intervals the work and progress of the Society with a view to ensure that the objectives of the Society are properly carried out. All the executive powers of the Society shall vest with the Chairman. He/she may delegate any of the executive powers to the Member Secretary of the Society who shall function under the administrative control of the Chairman.

Duties Shall represent the Society in all matters and to sign and execute all deeds and documents on behalf of the Society and to sue and to be sued on behalf of the Society.To execute all policies and directions given by the General Body and to attend all statutory requirements imposed on the Society. He/she is to convene meeting of the General Body / Executive Committee/ Extra emergency meeting with the approval of the Chairman of the Society, prepare minutes of these meetings and circulate them to all members of the Society. Co-ordinate, supervise and execute various activities and programs of the Society. Discharge such other functions as may be assigned to him from time to time, by the Chairman/ Vice Chairman/ Executive Committee and General body.

Power Exercise administration over the staff of Odisha Crafts Museum and plan out for man power requirement. Maintain financial discipline as prescribed in the financial rules to be adopted by Odisha Crafts Museum.
Duties Will assist Member Secretary in discharging day to day activities.  Carry forward the objectives of Odisha Crafts Museum i.e., promotion and development of Odisha Crafts Museum.  Formulate and implement projects, organise workshop, seminars, awareness/ training programme, exhibitions, events, etc. by sourcing funds. Prepare budget, coordinating with Government, non-Government offices and other organizations including Banks, Financial institutions etc.  Monitor and evaluate programmes /projects entrusted to Odisha Crafts Museum including furnishing of reports and returns as required under the guidelines and implementing its plans and programmes. Manner of Execution of Subsidy Programmes

SANKALP- KENDRAPARA PROJECT:

The SANKALP Kendrapara project is a pilot project under the national mandate and is being executed by MSDE, State Institute for Development of Arts & Crafts (SIDAC), H.T & H Deptt., Govt, of Odisha, and District Administration, Kendrapara, Odisha. The fully-funded project by Ministry of MSDE, Govt, of India, focuses on the execution of comprehensive interventions across the Golden Grass (natural fibre) cluster in Kendrapara district, Odisha for the women artisans of Golden Grass Craft. The impact numbers are 3128 artisans across 35 villages over a span of 2 years.

The project has been developed to enhance the existing value chain by intervening at critical points either with skill assistance or the incorporation of a new framework. The skilling and intervention areas of the project have been divided info­craft skilling, design and quality skilling, entrepreneurship skilling, soft skilling, marketing interventions, technology interventions, exposure & infrastructure.

The craft skilling includes- Basic, Intermediate & Advance skilling out of which the intermediate & advance craft skilling has been completed & basic skilling is going on.

Partners under the project for various deliverables are IIT Kanpur-Technology partner, IIM Sambalpur-Evaluation Partner, M/s.Kadam, Koikata-Design & Quality partner, M/s.The Orange Bulletin- Brand and marketing partner, M/s.XIMB-Baseline survey partner and M/s.KIIT-TBI-Entrepreneurship Development partner.

Workshops such as Conscious Production and Sustainability, Financial Understandings Brand Feedback and Interactions have been conducted under the project. Retail exposure visit for artisans has been completed. Buyer-Seller Meet and Exhibitions are being conducted in Bhubaneswar, Bangalore, Delhi. Sixty Women entrepreneurs are to be developed under the Entrepreneurship Development Programme.

For marketing of the golden grass products the brand name kSWA’ (Sankalp Women Artisans) has been developed.

The construction work of the Common Facility Centre(CFC) at Jajanga has been completed.
