Introduction

  1. In order to promote transparency and accountability in the working of every public authority and to empower the citizens to secure access to information under the control of each public authority, the Government of India have enacted "The Right to Information Act, 2005", (RTI Act) which came into force on 15.06.2005. In accordance with the provisions of section 4(1) (b) of this Act,  OISIP, JICA, OWSSB, Cuttack has brought out this manual for information and guidance of the general public.
  2. The purpose of this manual is to inform the general public about the organizational set-up of this office, the functions and duties of its officers and employees, records and documents available with this office.
  3. This manual is meant for the general public and it provides information about the schemes, projects and programme being implemented by the , OISIP, JICA, OWSSB, Cuttack.
  4. The , OISIP, JICA, OWSSB, Cuttack is declared as "Public Authority" as per definition in Section-2(h) and 4 of RTI Act-2005. The details of officers designated as APIO, PIO and FAA under section 5 of RTI Act-2005 are envisaged in Mannual-16.
  5. A person requiring any information under the Act may contact the Public Information Officer (PIO) &, Asst. Public Information Officer (APIO) or can apply online.
  6. The procedure and fee structure for getting information are as under:
  1. a) A request for obtaining information under sub-section (1) of section 6 of the RTI Act shall be made in writing or through electronic means either in person or by post / online to the Public Information Officer mentioned in Manual-16 and must be accompanied by an application fee of Rs.10/- by cash or by demand draft or banker's cheque in favour of Chief Engineer O/o the EIC, OISIP, JICA, OWSSB, Cuttack.

 For providing the information under sub-section (5) of section 7 of the RTI Act, 2005 the request shall be made as at (a) above and the fee, as below should be paid as per the mode at (a) above.

  1. For information provided in diskette or floppy, at Rs. 50/- (fifty) per diskette or floppy; and
  2. For information provided in printed form, at the price fixed for such publication.
  3. Persons below the poverty line are exempted from the payment of fee mentioned in point-6 above for seeking information under the Right to Information Act, 2005. The list of persons below poverty line approved by the Gram Panchayat and local bodies will be the basis for claiming this concession. An extract of the list, duly certified, will be sufficient to avail this concession.

Allocation of Business:

The Engineer-in-Chief is exercising his administrative and financial powers as per OPWD code as well as OWSSB Act and regulation and its amendment from time to time and providing technical guidance to the PMUs for the preparation of Detailed Project Report for Sewerage, STP and Drainage schemes etc. as well as implementation of the project work.

Duties to be performed to achieve the mission:

preparation of detailed project report in respect of new sewerage project proposals basing on survey and investigation and in accordance with the standards and guidelines of Central Public Health and Environmental Engineering Organization (CPHEEO) manuals published by Ministry of UD, Govt. of India as well as guidelines of financing institution, whenever required for submitting to the State Govt. and Govt. of India for obtaining statutory clearance before implementation of the projects.

Ongoing Sewerage, Drainage & STP projects executed by the Board through OISIP are to be completed and handed over to the competent authority for operation and maintenance.

Proper supervision and providing technical guidance to Project Engineers of concerned PMUs of the ongoing sewerage projects for its completion as well as utilization of funds of State and Govt. of lndia

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

This OISIP as a part of the H & UD Department, Government of Odisha and follows the procedures laid down in the various Rules, Codes, Manuals , Instructions of the Government such as Odisha Government Financial Rules, Odisha Public Works Department Code, Odisha Government Service Rules, Water Works Rule, Urban Water Policy-2013,Right to Information Act & Rules, 2005, CPHEEO Manual on Water Supply & Sewerage etc

Channels of Supervision and Accountability:

The schemes executed by the department are provided in the annual schedule to expenditure of the State Govt. The members of the Legislative Assembly prioritize the execution of schemes.

All the proposals are funded under different programmes, after obtaining the consent and concurrence of planning and Co-ordination Department as well as Finance Deppt. After a scheme is approved under any programme, Administrative Approval is accorded by competent authorities provided in OPWD Code. The detailed estimates of such schemes are prepared and Technically Sanctioned by appropriate/competent authority, after which the execution of works are taken up as per the instructions laid down in the OPWD code. Normally the execution of work is carried out through contractors after tendering process. The main material such as CI pipes, DI pipes MS pipes, CI valves & special, PVC tanks etc procured through tenders/rate contracts. Chemicals are procured from Reputed Manufactures/Authorized Distributors/Recognized Dealers having ISI/ISO/EPM Certification either through rate contracts or through tendring.

 At present there is no formal mechanism to seek consultation/ participation of public in formulation of policies of this department. The suggestions and views on policy matters and programmes received from the public/ Non-Governmental Organizations are given due weight age by this department in formulating policies and programmes. The recommendations/observations made by the Public Accounts Committee/ Public Undertakings Committee/ Assurance Committee/ Petitions Committee, etc. of the Legislative Assembly are also considered by this Department.

  3. Frequency of Meetings: Meeting on the sewerage projects undertaken by the OISIP for execution of works are conducted whenever required by the Authority. The date, time and place of the meeting shall be fixed by the Chairman or in this absence, by the Vice-Chairman.
