Particulars of Organization, Functions & Duties

[Section-4(1)(b)(i)]

1.         Objective / purpose of the Public Authority

Implementation and management of works related to construction of Lower Indra Irrigation Project in the district of Nuapada and Lower Suktel Irrigation Project in the district of Bolangir to provide irrigation to drought affected areas in Nuapada, Bolangir and Sonepur Districts.

2.         Mission/Vision Statement of public authority

For creation of irrigation potential of 13,500 Ha. in Nuapada district. 16.400 Ha. in Bolangir district by the Lower Indra Irrigation Project and 29.146 Ha. in Bolangir district, 2.684 I la. in Sonepur district b\ the Lower Suktel Irrigation Project.

3.         Brief History of the public authority and context of its formation.

The office of the Chief Engineer. Lower Indra & Lower Suktel Project was created by way of re-deployment vide Department of Water Resources letter No.26155 dated 12.7.2001 with headquarters at Nuapada.

4.         Duties of the public authority

To carry out survey & Planning implementation and management of construction of both projects as stated above along with their canal system.

5.          Main activities / function of the public authority.

Construction of Spillway, Earth Dam. Dykes and Canal System. To take technical decision on Design, Planning of construction activities.

6.         List of services being provided by the public authority with a brief write-upon them.

7.         Expectation   of the public authority from the public for enhancing its effectiveness and efficiency.

8.         Arrangement & methods made for seeking public participation/contribution.

Approval of deviation including sanction of extra item substituted items, extra quantity etc. involving financial implication more than Rs.50,000/- subject to condition that the deviation is 10% excess or less of the contract, relative position remains unchanged and there is no deviation more than 5% excess in the item in which the tendered rate is more than 25% excess over the estimated.
