FIRE SERVICES

BACKGROUND

The Fire services are not well organized in India. In recent years, the requirements for fire safety cover have increased manifold whereas the development of Fire Service has not made much headway. The setting up of Industrial Plants at a fast pace with extensive use of hazardous materials and the construction of larger and taller buildings have multiplied the problems of fire fighting. The fire hazards are no longer confined to big cities and manufacturing centers only. Vast quantities of hazardous commodities are daily moved by different modes of transport all across the country posing complicated fire rescue problems. If the objective of ensuring safety of life and property in urban and rural areas is to be achieved, then a complete over-hauling of fire service organization is called for. The fire services need to be organized properly with adequate infrastructure and equipment for keeping pace with advancement of technology and economic growth.

4. ROLE OF FIRE SERVICES IN INDIA:

Role of Fire Service in India broadly is extinguishing fire and protecting life and property in case of fire. Fire Service role has changed dramatically in the last few years. Some changes were influenced by external forces, while the impetus for others was the organization itself. All these changes have increased the risk of the profession. The fire service now responds to hazardous material incidents, advanced emergency medical situations, high angle rescue and confined space rescue incidents, trench and collapse operations, underwater rescue and more. It has been said that “when the experts panic, they call the fire department." In the immediate aftermath of any disaster coordinated search and rescue efforts are critical to saving lives and property. Past experience has shown that in the exigencies of disasters, whether it be a large scale or comparatively smaller ones the armed forces are frequently called upon to assist the civil authorities. However, the mobilization and deployment of armed forces for search and rescue delays response time which is critical for the survival of disaster victims. It is necessary that districts and States should have their own arrangements for carrying out search and rescue operations immediately after a disaster. Enhancement of search and rescue capabilities of the State and districts for quick response will save lives. This can be achieved with the minimum of additional cost by developing the Fire Services as multi hazard response units.

5. Grievance & Redressal Mechanism :

The grievance of public is heard on every Monday (if it is not a holiday) by the Fire Officer Southern Range, Berhampur for the Fire Service personals posted in Southern Range Fire Stations / Establishment.

6. Working Hours both for Office & Public:

Normal working hours both for office and public, except Sundays and public holidays is normally from 10.00 A.M to 05.30 P.M.

Fire Officer, Southern Range, Berhampur

1. Administrative Control of all Fire Stations under Southern Range Berhampur.

2. In order to maintain efficiency and for the good upkeep of the equipment and appliances, he shall inspect all Fire Stations at least once in a Calender year and furnish his inspection reports to Fire Service Directorate. During inspection he shall also conduct tactical exercises. In the inspection note, the Fire Officer should record his comments on the functioning of the Fire stations, note the level of discipline, the morale of members of the force, the condition of the vehicle/equipment and give a clear picture of the working of the Station and record his views also.

3. He should also visit Fire Stations preferably by surprise. He should attend serious & major fire calls, if required to examine the cause of fire as well as test the efficiency with which the Fire Brigade operated and suggest measures to remove deficiencies or lacuna if any. He shall also transact all other business concerning his duties and his office and those allotted to him by his superior officers.

4. He should inspect the Fire Service appliances at range level. He will supervise the working of the Range workshop functioning under his control.

5. He shall ensure the proper receipt, custody and issue of all items of appliances, equipments, stores and other valuable articles supplied on Govt, account and prompt disposal under proper authority of all condemned and unserviceable articles.

6. He should inspect his office once a year.

7. He should exercise control over expenditure of Government funds.

8. He shall head the transfer committee of Division/Range for transfer of fire service personnel the rank of FMr LFM, FMD, Dr. Hav, within the range.

9. The Fire Officers shall be drawing-cum-Disbursing Officer and Officer-In-Charge Accounts. Apart from supervision of work of the accounts section, the working of reserve office, Fire Service Workshop, Clothing and G.P stores are also closely supervised by them. They are to ensure that the vehicles, appliances and other firefighting equipments at Hdqrs, and in Ranges are properly stored and not allowed to deteriorate by negligent or improper use or storage affecting life and efficiency of appliances and equipments. They are to inspect Fire Stations also as per Annual Programme approved by Fire Officer.

10. He will ensure the Fire Prevention activities within the range.

1. Overall control of all kinds of Operational Duties as per direction of the Director General  & to guide the Officers & Staffs during emergency calls as per requirement.

Deputy Fire Officer

1. The Deputy Fire Officers at Circle shall supervise the functioning of fire stations within their circle. They will inspect/visit the Fire Stations within the circles once in a calendar year on approval of concern range Fire Officer. He should attend/supervise the emergency call if necessary. He may mobilize man power and appliances from his circle for helping major emergency calls where additional support is require. He will ensure the fire prevention activities within the Circle.

1. To attend all major and serious call and other emergency calls.

2. To supervise any assigned duties as per direction of Range Fire Officer.

Fitter Station Officer, Southern Range Workshop

1. A Fire Service Range Workshop will function under the control of Range Fire Officer. It will be headed by a Technical Officer not below the rank of Fitter Station Officer (Technical). The function of Fire Service range workshop will be alike Fire Service Southern Range Workshop. Director General of Fire Service may add or assigned further technical repair works of different appliances and equipment as per the need.

2. The discipline control and effective supervision of the range workshop staff posted under him.

3. Whenever it is found      necessary that the repairs of the Fire Service vehicles at remote Stations should be attended to by the workshop Staff, the Fitter Station Officer (Technical) with the necessary staff should proceed to such Stations with the necessary tools and equipment attend to such repairs as per orders of competent authority. On his return he should submit a detailed report of the work attended to by him.

4. He will attend to the repairs of any vehicles /pump /appliances on instructions from competent Officer. He will not leave the garage during working hours without permission of the authorities.

5. He will maintain such registers as will be ordered from time to time by competent authority.

6. Southern Range Workshop will monitor that the electrical repairs of vehicles and pumps, welding and lathe work, Blacksmith work, Carpenter work, Painting and denting work, repair of boat & OBM and other repairs of equipment and appliances, etc.

7. Work distribution will be done by the competent authority of the Southern Range Workshop.

Reserve Section Reserve Station Officer-I (Administration)

Force Management, Service Management, Recruitment(Fresh & Under Rehabilitation Assistance Scheme), Reward & Punishment, Retirement & Pension, Leave, D.O Publish, D.O book Maintenance & communication orders, Other such duties assigned by Fire Officer as during exigency.

Reserve Section Reserve Station Officer-II (Store and Appliances Maintenance)

Repair of vehicle/pumps/equipments, Repair of electronic gadgets like computer system/printers/Xerox machines etc. Purchase of spare parts, OC items, equipments. Preparation of POL bills of CR (stock & committee entry), Maintenance of M.V.M.P statements of different Fire Stations/posts, Deposit of MV Tax, Disaster Response, Right to Information Act., Casual Leave register Maintenance, Mobilization of vehicles/equipments during F.P duty & other emergency, Management of mechanic staffs for repair work.
