Introduction

The RTI cell of Berhampur University aims to provide clarity of information to the citizens of India, to contain corruption and to hold Governments, and their instrumentalities accountable to governed. Basically, it coordinates all the works related to the implementation of RTI Act, 2005. The functions of the RTI cell are as follows:

Glimpse of the Organization

Berhampur University was established on 2nd January 1967 by the Odisha Act 21 of 1966 as an affiliating university. The land area of the University is 250.670 Ac. The seven districts currently under the jurisdiction of the University are Ganjam, Gajapati, Kandhamal, Koraput, Rayagada, Nowrangpur and Malkangiri with over 173 affiliated colleges, five of them being granted autonomous status by UGC and the Lingaraj Law College, Berhampur as the only constituent college of the University.

The University started with one Post-Graduate Department of Labour and Social Welfare (later renamed as Industrial Relations and Personnel Management) in 1967. Subsequently, another 19 regular departments and self-finance courses were established in phases. They are: Botany, Business Administration, Chemistry, Commerce, Computer Science, Economics, Electronic Science & Technology, English, History, Home Science, Journalism and Mass Communication, Law, Linguistics, Marine Sciences, Mathematics, Odia, Physics, Political Science, Zoology. In October 2021, the Khallikote University has been amalgamated with Berhampur University and the Syndicate of the University created four new P.G. Departments, namely, P.G. Department of Biotechnology, P.G. Department of Library & Information Science, P.G. Department of Tourism & Travel Studies and P.G. Department of Environment Studies. These teaching departments offer various courses at the diploma and post-graduate level and also carry out Ph.D.& D.Litt. programs. The University offers courses on self-financing mode in Pharmacy, Education and Finance.

The University has been receiving financial assistance from various funding agencies the UGC, BARC, MoES, DST, INCOIS, MoEF&CC, NDDB etc. to undertake major research projects. The Library of the University is also getting digital resources, in addition to the existing 1,48,711 print books, 830 titles of back volumes of journals, 2,891 statistical handbooks, 2,616 reports, 593 Census Reports and 2,693 Ph.D. Theses. It is also subscribing 30 current journals. Apart from print journals, library users access about 1,60,997 e-books, 21,564 online journals, 2.5 million theses, 68,161 academic videos, etc. through ProQuest database provided by the Government of Odisha through Inter-University Library Consortia for study and research.

Vision:

The University seeks to take long strides in harnessing the outcome of teaching and research in various fields by way of ensuring inclusive growth and thereby to prove itself to be a centre of excellence in the domain of higher education. It further envisions taking up the social responsibility towards the total uplift of the weaker section of people of the region by providing quality education in consonance with the motto of the university, i.e. "Tamaso ma Jyotirgamaya" which means "from darkness to light may I go" / "from ignorance to wisdom may I move".

Mission

 

Main activities / functions of the Public Authority

The public authority is mainly concerned with students’ activities. It imparts education at the Post Graduate level. It is also involved in the conduct of examination and award of Post Graduate degrees to all students enrolled in the departments of the public authority. It also regulates the administrative and academic functioning of all the colleges affiliated to it and located in the southern part of the State of Odisha.

List of Services being provided by the Public Authority

The public authority is involved in imparting education at the PG Level and research. This includes conduct of examination and issue of degrees. It is also involved in conduct of examination and issue of degrees at the undergraduate level i.e. to students enrolled in the colleges affiliated to Berhampur University.

Citizens Interaction

This is basically the expectation of the public authority from the public for enhancing its effectiveness and efficiency.Stakeholders of Berhampur University include its teaching and non-teaching staff, students, parents, members of the various bodies of the University, industry, affiliated institutions, the State Government, as well as members of the general public. As an educational institution, the University has in place a series of processes related to delivery of education, conduct of examination, award of degrees, etc. The University encourages regular interface with the stakeholders with a view to understand their grievances, if any, which, in turn, will assist the University in taking measures that will enhance the effectiveness of its processes.

Grievance Redressal Mechanism

Any student or any employee of the University or affiliated College/Institution shall first approach the competent authority of the University, mentioned in the relevant provisions of the Act, Statutes, Ordinances, Regulations or the Rules, as the case may be, for redressal of any grievances that he or she may have. It is only when the competent authority has not been able to redress the grievance that an Appeal shall lie with the Vice Chancellor who shall take appropriate action in keeping with the provisions of the Act, Statutes, Ordinances, Rules and regulations of the University.

The Governor of Odisha is the Chancellor of the University. The Chancellor is the Head of the University. The authorities of the University are 

The executive authority vests in the Vice-Chancellor. The Vice-Chancellor presides at the meetings of the authorities. The Registrar is the head of the University Office and is Secretary to the Syndicate and Academic Council.

Purchase Section

1. Carries out all the purchases of the university by issuing purchase orders to suppliers as per policies and procedures which acts as evidence that the transactions are authorized.

2. Also dealing with post purchase processes like processing of bills for release of payment in favour of the supplier.

3. Handle the mechanical operations of procurement: obtaining quotations, ordering, expediting, preparing comparative statement and making adjustments.

4. Follow the progress of an order from time to time it is issued until the supplies are received or the service is performed satisfactorily.

5. Follows the Odisha University Accounts Manual (1987) and Finance Department Office Memorandum Vide no. 4939/F dated 13/02/2012 according to syndicate resolution no. 252 dated 12/04/2016.

Universityauthority recommends facilitating the students with a main objective is to provide financial assistance to meritorious students on the basis of request from an individual. A good number of National and StateLevel Government Schemes are provided for students education like PRERANA Scholarshipfor preparing SC/ST and other backward classes students for higher education, E Medhabruti Scholarship Scheme, Vyasakabi Fakirmohan Bhasabruti Scholarship Scheme, Gopabandhu Sikhya Sahayata Yojana, etc.

On the basis of request from an individual, university authority recommends to facilitate the travelers like students, sports persons, scouts, guides, etc.to avail Indian Railway concession as per the rule to provide travel support to visit their hometown, carry out academic activities like educational tours, industrial training, internship programme, etc.
