Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]

1. Aims and Objectives of the Organisation: The Social Security & Empowerment of Persons with Disabilities Department was created in the year 2015 after bifurcation of W&CD Department and started functioning as a separate Department w.e.f. 01.07. 2015. The Department is working for rehabilitation, empowerment and mainstreaming of the vulnerable groups of the society i.e. PwDs, Transgenders, Senior Citizens, Beggars & Lepers, Widows and elderly Women etc.. |

These are the aims and objectives of the Departmental- (i)Rehabilitation, Empowerment and Mainstreaming of PwDs, Senior Citizens, Transgenders, Beggars and Lepers, Widows and elderly Women etc. (ii) To formulate policies, schemes and to implement the same at District, Block, G.P Level through various implementing agencies for the welfare of above population. (iii) Sanction and disbursement of Social Security Pension to the Older People’, Widows, PwDs, Cured Leprosy Patients, Aids Patients, Widows of Aids Patients and Women 30 years and above to ensure their Social Security. (iv) Convergence with different Departments to extend the benefit of different welfare schemes of Government to the above category of population. |

Brief history of the Public Authority & Context of its formation:
Social Security and Empowerment of Persons with Disabilities Department was created on 01.07.2015 after bifurcation form W&CD Department and started functioning as an independent Department of the State Government
Duties, main activities/functions:
The Department has an elaborate field formation with the District Social Security Officer (DSSO) to assist the Collector in each District and a Sub-divisional Social Security Officer (SSSO) in every sub-division. Besides this, there are Block Social Security Officers (BSSOs) at the Block Administration level to implement the social security programmes.

There are various kinds of services rendered to the concerned persons.These are as basically social as well as economical, which makes them feel as an important part of the society & in orderly improves their livelihood.

Arrangements and methods made for seeking public participation /contribution
Meetings, workshops, discussions and deliberation at all levels are held with different Departments and Civil Society for better convergence of ' different programme of the Department.
Mechanism available for monitoring the service delivery and public grievance resolution:
Official business in the Department is performed strictly as per guidelines provided in the Odisha Secretariat Instructions and other related circulars, instructions , guidelines issued from time to time. Every Section in the Department manned by a supervising officer to ensure timely delivery of services. Periodical reviews are made to watch performance of the section.

Working hours of the office:
Normal working hour of the Department is 10.00 A.M. to 5:30 P.M. with usual lunch break as per Govt, of Odisha Notification on all working days.
