Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1.Name of the Organization :

Directorate ofSkill Development-cum-Employment, Odisha, Bhubaneswar.

2.Objective/Purpose of the Public Authority :

As the subject Employment is in the Concurrent List, it is the dual responsibility of the Centre and the State to implement it. Hence, the Central Govt. policies are implemented by all the States and Union Territories as far as Employment Service in concerned. The Primary objective of the Employment Organization is to bridge between the Employers and job- seekers.

Directorate of Skill Development-cum-Employment, Odisha work under the direct supervision of Skill Development and Technical Education Department, Govt. of Odisha. Under Skill Development-cum-Employment there are eighty (80) offices which include thirty Dist. Employment Exchanges, five Special Employment Exchanges, one State Employment Exchange (Professional & Executive), four University Employment Information and Guidance Bureaus, thirty three Employment Sub-Offices and seven Rural Employment Bureaus.

The Employment Exchanges operating in different parts of the State carry out the job of Registration, Submission, Placement, Vocational Guidance, along with Collection and Compilation of Employment Market Information data, Interpretation of Statistical Data and Verification of records of establishments under the provisions of the Employment Exchanges Compulsory Notification of Vacancies Act. 1959 and Rules, 1960.

5.Main Activities/Functions of the Public Authority :

The main functions of the State Directorate are to supervise, co-ordinate and direct the work of Employment Exchange within the State, to collect and maintain Statistical data regarding Employment and unemployment to tap all available sources and explore new avenues of Employment and Self Employment for the job-seekers. Implementation of Placement Linked Training Programme.

6.Organization :

The Employment Exchanges in the State are under the charge of State Director ofSkill Development cum Employment under the  administrative control of the Skill Development & Technical Education Department of Govt. of Odisha.

7.Grievance Redress Mechanism :

The Director, Employment has been re-designated as Director of Skill Development-cum-Employment & CEO, OSDA. The District Skill Development-cum-Employment Officer is also being re-designated as District Skill Development-cum-Employment Officers.

MANUAL-3 

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

Regarding procedure followed in the decision making process it may be stated that all the decisions are taken at the Directorate level as per the prescribed procedure and rules.

Director of Skill Development-cum-Employment is the Head of the Organization who along with Deputy Directors and Dy. Director of Skill Development-cum-Employment carryout inspection of Employment Exchanges separately during a calendar year for proper supervision and accountability for effective implementation of the works and programmes.

The District Skill Development-cum-Employment Officers also take up inspection of their sub-offices and conduct internal inspections on a monthly basis.

Apart from this if required special inspection is also carried out. Zonal meetings are also conducted for better monitoring of plans and programmes as and when required.

Norms for Discharge of Functions

As per the guidelines contained in the National Employment Service Manual Volume I & II, CNV Act.1959, the Executive Instructions and circulars issued from time to time  by the Skill Development & Training Education Department and the Directorate of Employment, the officers and other employees discharge their duties relating to Employment Exchanges.

While discharging the function by the Employees the (1) Employment Exchanges Compulsory Notification of Vacancies Act.1959., Rules 1960. (2) National Employment Service Manual Volume, I & II. (3) Section 34 & 35 of the Persons with Disabilities (Equal opportunities, protection of Rules and full participation) Act.1995 and (4) The Govt. Resolutions procedure on Recruitment of candidates to the Services and posts under CNV Act.1959 (No.7693-IIE-3-28/98 8th June 1999) (5) Executive Instructions on Registration of candidates in Employment Exchange and other circulars are taken the consideration.

Categories of Documents Under Control

Documents like individual record of registration (X-I). Running record of Registration (X-63), documentation of vacancies (X-2), Running record of vacancies (X-64), a running record of Index Cards removed from the Live Register (X-56), running record of applicants guided individually (VG-63), a running record of applicant participating in group discussions. Employers Register etc. are kept in the Employment Exchanges.

The Statistical Return and Reports of the Exchange, VG & EMI Sections are compiled to the Directorate of Skill Development-cum- Employment.

As regards to Establishment, Budget and Account matters, all relevant files and records are maintained at Directorate level. Besides, the service book and personal files of staffs are also maintained in the Directorate as well as the field offices. Promotion and posting matters are meant at the Directorate level.
