Brief History of the College:

     In order to cultivate and project Odishan Culture in a befitting manner as well as to produce as many artists in the realm of performing arts, the State Government of Odisha established this model Institution UTKAL SANGEET MAHAVIDYALAYA through Odisha Sangeet Natak Academy in the year 1964. The Government has been pleased to take over the management of the College from 01.01.1982. This college has been affiliated to Council of Higher Secondary Education, Odisha at +2 level during the  year 1985-86 and Utkal University at +3 (B.Mus) and Master's Degree (M.Mus) level during the year. 1985-86 and 1987-88 respectively and now affiliated to Utkal University of Culture Odisha, Bhubaneswar since 1999-2000.

Commencement of Class:

Application for Admission:                                                                                               

   Candidates who seek admission or re-admission to the college shall send self written application in the prescribed form so as to reach the principal within 15 days of the publication of result of the last qualifying examination. Re-admission as such is not granted as a rule.                         

Request for Application Form:              

a) That the students who have passed H.S C Exam. (Matriculation or equivalent) within the age limitation of 18 years to the date of publication or result by Board of Secondary Education Odisha, Cuttack and having no higher educational qualification will be eligible for admission into different classes of + 2,1st year of Utkal Sangeet Mahavidyalaya, Bhubaneswar within six weeks of publication of his/her result. No relaxation of time will be allowed.

b) Necessary forms can be obtained in person from the office of the Principal during office hours on working days on payment of Rs 15/- Form can also be obtained by post on payment of Rs 15/- by Money order only In either case there should be written request. Those who want get the application form by post should enclose a self addressed envelop 10"x 4 ½ " size with postage stamp worth of Rs. 5.00 paise affixed.

Procedure for Filling of Application form for Admission:

The applicant should fill up the form in their own hand writing and send the same to the Principal. Utkal Sangeet Mahavidyalaya in due time.

  1. Attested copy of marklist of the last qualifying examination passed in compartmental case both copies of marklist should be submitted.
  2. Attested copy of SC/ST certificate from a competent authority incase of student belongs to SC/ST.
  3. Money order receipt or money receipt of Rs 15/- issued by Utkal Sangeet Mahavidyala in support of the payment of fee for application form.
  4. Attested copy of school leaving certificate/college leaving certificate.
  5. The Intimation and Index card should be affixed with Rs.5.00 stamp each.

Selection For Admission:

    In selecting candidates for admission, merit character and conduct shall be taken into Consideration. Immediately after the receipt of the application, the selection committee of Utka! Sangeet Mahavidyalaya will scrutinize the application and shall invite the applicants (or an° APTITUDE TEST* for each Department After the "APTITUDE TEST" the names of the selected candidates will be published by the principal.  

 

Intimation:

   Intimation regarding selection for admission will be sent to the candidates by post and the names of the selected candidates will be published in the college notice board. The authority to Utkal Sangeet Mahavidyaiaya will not be held responsible for any kind of postal delay.

Admission:

At the time of admission a candidate must produce the following documents:

  1. C.L.C I S.L.C in Original
  2. Original Mark List from Board' University Examination passed and the Admit Card of the last examination appeared
  3. Three stamp size colored photographs of the candidates.   
  4. Caste Certificate in original (In case of SC/ST)    
  5. Registration No. (University) receipt in Original                         
  6. The new entrants should come along with their respective guardians.
  7. A student once admitted into the Mahavidyaiaya shall not have a right to get re- admission again If he she discontinues for more than one month.

Rule of Admission to Institution +2 (Course):

i)  No. student shall be admitted into an Institution six weeks after the date of re-opening of the Institution or from the date of publication of results of the Annual High School Certificate Examination of the Board of Secondary Education, Odisha which ever is later provided that the council may permit a student two weeks more for admission with late fee of Rs 10.00 .                                          

ii)  A candidate who passes the supplementary High School Certificate Examination of the Board of Secondary Education, Odisha may be admitted to an institution within three weeks after the publication of result provided that the council may extend the date of admission by 10 days with a late fee of Rs 10, 00.

Rules for Admission to Institution +3 B.Mus (Three Year Degree Course):

   No. student shall ordinarily be admitted into a college four weeks after date of the re-opening of the college after summer vacation or s'x weeks of the publication of results of +2 CHSE which ever is later without late fee and two weeks thereafter on payment of late fee.

Residence:

a) Candidates willing to stay with proposed local guardian or private mess seek permission from the Principal every student has to reside either with parent or with local guardian approved by the Principal or in any place attached to the Mahavidyaiaya and recognized by the Principal

b)   Hostel Accommodation: At present two Govt buildings are being used as Gents Hostels and Girls Hostel for students or Utkal Sangeet Mahavidyala a student who is admitted to the mahavidyaiaya has to apply separately to the Principal, Utkal Sangeet Mahavidyaiaya in every session only i.e. from July to May.

    Eligibility for admission into the Hostels is considered on the basis of marks good conduct and distance from home. A boarder who does not follow the rules of the Hostels is liable for suspension from the Hostels at any moment of time without assigning any reason.

There is an NSS unit in the college. Any student can be a member of NSS by a written application.

Exemptions from Tuftion Fee and Admission Fee:

a) Students belong to Schedule Castes/Schedule Tribes are exempted from payment of tuition fee and admission fee on production of caste certificate from a competent authority.

b) Women students of all categories upto the B. Mus are exempted from payment. Of tuition fees. They will however, pay the other fees prescribed.

c) Blind students reading in different college of the state are exempted from payment of monthly tuition fees and the hostel seat rent (CO. No. 25531-IV-E-A-346/77/EYS, dated the 25th July 1977.

Default Fines:

Default fines, should be levied at Government college according to the following rules. The Principal may, however relax rule (i) at his discretion.

(i) Upto the end of the month a student should be required to pay a default fine of the fifteen paise for each day delay excluding the day of which the college office is closed (Sunday or Holidays) which may intervene between the fixed for fee collection and that on which he pays his dues) (C.O.No 248-P, dated 14th June 1929).

(ii) If a student fails to pay his dues before the end of the month, his name shall be struck off. If he is readmitted he shall be required to pay in addition to his dues for the month at the end of which his name was struck, off the usual admission fee equal to the ordinary monthly fee of each class In exception, cases, the principal my excuse the re-admission fee (Article 126 of the Odisha Education code.)

16. The entrances to this college shout remember that Utkal Sangeet; Mahavidyalaya is one of its kind in the whole state Students should bear in mind that discipline and hardwrok are expected from them.

17. Students of Mahavidyalaya are required to attend 75% of all classes subject wise. Attendances in all classes are calculated monthwise.Names and roll nos. of defaulting students are struck off the rolls at next month.

18. 50% of admitted students of Mahavidyala are awarded monthly stipend of Rs 200/- Admitted students have to apply for the stipend separately with income certificate from the concerned Tahasildar.

19.  Out of the sanctioned strength, seats are reserved for SC/ST/Handicapped students as per the decision of the Government of Odisha. The Principal reserves the right for selection of the candidates for admission.

20. A regular student of the Mahavidyalaya can not as such be a member of any registries club association of Institution or participate in Programmes without the knowledge to the Principal Utkal Sangeet Mahavidyalaya.

21. All correspondence and enquiry in connection with admission should be made to the Principal by designation and not by name.

 Interpretation:

   Principal's decision with regard to anything not covered in this prospectus with regard to any dispute arising out of (he interpretation of any clause is final subject to instructions of the Directorate of Culture and regulations of the University concerned.

Activities :-2008-09 

   Apart from regular academic activities the Mahavidyalaya have arranged the following programme during the last financial ear 2008/09 

1. Sangeetayana is a monthly cultural programme on every second Saturday and Sunday by the students and staff of UTKAL SANGEET MAHAVIDYALAYA on behalf of Deptt. of Culture during the said period as many as 10 monthly programme has been organized.

2. Seminar (Held from 21 01.2009 to 24.01.2009)

  4. On Hindustani Vocal( Composition)

3. Meet the legend Programme 

Eminent and elderly artist in the field dance/drama/music are invited and their life time contribution has been documented. Two eminent artistes 1) Sri. Asim Basu and 2) Sri. Gopi Krishna Behera.

4. Annual festival of Dance, Drama and Music "Jayadev Samaroha -2009" was organized for three days on the 3rd, 4th & 5th of March 2009 in the Mahavidyalaya Facade.

5. "Bharat Muni Jayanti" a special programme on Magha Punima every year is held. This year it was held on 21st March 2009.

6. A seven day Drama festival   started on 27th March   on the occasion "Viswa Natya Dibash" and continued upto 02.04.2009.

7. Our staff and students of repertory group have presented Several Programmes, in festival like Kharavela Mahotsav, Beach festival and many others

8. On behalf of Mahavidyalaya, as many as 50 students presented special group songs on Jayi Raj Guru on the occasion of "Choral Singing festival" organized by Central Sangeet Naatyak Akademi, New Delhi

9. College magazine for the year 2008-09 "Hansdhvani" has been published with articles from   teachers & students

10.The UGC has approved our XI Budget of Rs.14, 100,000/- for books, journals, equipments and other developmental works.

An amount of Rs. 90, 21,000/- (Non-Plan) and Rs. 17, 73,000/- (State Plan) has been provided   till date during the current financial year 2008-09 as budgetary provision of this Mahavidyalaya.

 Achievement of Utkal Sangeet Mahavidyalaya, Bhubaneswar

   The Utkal Sangeet Mahavidyalaya, Bhubaneswar was established in the year 1964 by the Odisha Sangeet Natak Academy, Bhubaneswar in the State Capital of Odisha. The State Government has been pleased to take over the management of this Mahavidyalaya from 01.01.1982 under the Administrative Control of the Department of Tourism & Culture (Culture), Government of Odisha till to date. Very first time the College has been affiliated at B. Music Course to Utkal University, Vanivihar, and Bhubaneswar during the Academic session 1982-83 and affiliated at M.Mus.  Level to Utkal University, Vanivihar during academic session 1984-85.

   The Utkal Sangeet Mahavidyalaya, Bhubaneswar is only Government College has been imparting education in the field of Music, Dance and Drama from +2 level to Under Graduate level in 10 independent subjects like (1) Odissi Vocal (2) Hindustani Vocal (3) Odissi Dance (4) Chhow Dance (5) Odissi Pakhwaj (6) Tabla (7) Flute (8) H.Violin (9) Sitar and (10) Drama. In addition to this some compulsory subjects like English, Alt. English, M.I.L. (O/S/H), B.F.C (History) & Yoga, economics, Environmental education are taught to the to the students upto Graduation level.

   The Mahavidyalaya has been affiliated to the Council of Higher Secondary Education, Odessa, Bhubaneswar at + 2 level and Utkal University of Culture at Degree and Master Degree level. The Degree of the college is equivalents to B.A of any Indian University. The main intention of the institution is to create more and more qualified artists and disseminate Odishan Culture in a systematic manner without tampering any quality.

As per University Act. of Odisha a new University named Utkal University of Culture set up in Odisha during Academic session 1999-2000 under Administrative Control of Deptt- Culture, Govt. of Odisha, in result of which this Mahavidyalaya became dis-affiliated to Utkal University, and automatically got affiliation at degree and master degree level to Utkal University of Culture, Odisha as per norms and condition laid down in the said act.

For restructuring of post graduate deptt. of Utkal University of Culture, Odessa, Bhubaneswar the Govt. in Deptt. of Culture, Odessa, Bhubaneswar have been pleased to transfer the P.G. Deptt. Now functioning in Utkal Sangeet Mahavidyalaya, Bhubaneswar to Utkal University of Culture from the academic year 2006-07.

Permanent affiliation was given by University during session 1990-91. This Mahavidyalaya is also recognized under section 2(f) and fit to receive central assistance under section 12 (B) of UGC Act., 1956 since the management taken over by the Govt. i.e. 1982. This Mahavidyalaya is also recognized with IEQA (Institutional Eligibility for Quality Assessment) status by NAAC (National Assessment and Accreditation Council).

The Bachelor Degree Certificate given to the passed out students at degree level is equivalent to B.A. of any University of the Country. The college has proposed for award of Autonomous Status in its favour during 10th Plan period and Govt. in Culture Department as well as Utkal University of Culture have submitted No Objection Certificate (NOC) to University Grants Commission, Govt. of India, New Delhi for the purpose.

The Utkal Sangeet Mahavidyalaya is only college of the state of Odisha in its kind, who is solely and wholly responsible for dynamic and innovative growth of academic system in the performing Arts (Music, Dance and Drama).

There are 64 nos of sanctioned posts both in teaching and non-teaching side which were as follows; (1) Principal-01, (2) Senior Lecturer-03 (3) Lecturer-20 (4) Asst. Repertory Unit of Utkal Sanqeet Mahavidvalava, Bhubaneswar

There were 464 nos. of students who were continuing their education in the Mahavidyalaya from + 2 to Graduation Level during the year, 2008-09.

The Mahavidyalaya has two hostels, One for Girls and one for Boys. The College has accommodated 135 girls and 115 nos. of boys according to the merit and distance basis respectively.

Mahavidyalaya has been organizing a Monthly Cultural programme being presented by the staff and students of this Mahavidyalaya named as "SANGEETAYAN" in the evening of 2ndSaturday of each month in the Rabindra Mandap, Bhubaneswar to create the scope for practical developments of the students extending their auditorium support for their practical achievement. Utkal Sangeet Maha Vidyalaya's hostels present their annual programmes in each semester of the year. This kind of programmes gives finishing touch to the students acumen.

The College publishes monthly wall magazine through out the calendar year. College publishes its yearly college magazine "Hamsadhvani", besides that, the Boys Hostel also publishes an annual magazine "KUTAP" and wall magazines are done by both boys and girls hostel, the wall magazine of the girls hostel is called "Prerana".

The Mahavidyalaya publishes a college calendar furnishing details of the college activities.
