Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims & Objectives of the Organization:

The Zilla Parishad, Malkangiri has traditionally been the principal organ at the District level to oversee the implementation of different Anti Poverty Alleviation Programmes. Eradication of rural poverty through successful implementation of different Anti Poverty Schemes of the Ministry of Rural Development as well as State sponsored plan is the Aim of this organization.

2. Mission/ Vision:

Ameliorate the economic condition of the poor in rural areas by implementing the Scheme/ Programs of Government and by involving the people as well as PRIs representative in the District.

3. History & Background of its Establishment:

 Malkangiri District came in to existence with effect from 2nd of October 1992 after being bifurcated from the earstwhile Koraput District as per Notification No. 49137/ R dated 1.10.1992 of Government of Odisha in Revenue and Excise Department, B.B.S.R, Odisha, Malkangiri District lies between 17 45 N to 18 40 N latitude and 81 22 E to 82 25 E longitude and at a height of 641" (Feet) from the sea level. DRDA, Malkangiri has registered under Society Registration Act.1860 bearing No. 04 for the 1992-93.
  
Malkangiri District is bounded by Andhra Pradesh and Chattisgarh in the East Malkangiri is bounded by Koraput (a Portion) of Odisha, Visakapattanam and East Godavari District of Andhra Pradesh. In the west Malkangiri is bounded by Bastar District of Chattisgarh in the North Malkangiri is bounded by Koraput District of Odisha. In the South Malkangiri is bounded by East Godavari and khammam District of Andhra Pradesh.

4. Duties to be performed to achieve the Mission:

Implementation of all types of Rural Development Schemes of Ministry of R.D of Government  of India ,P.R.& D.W Department,GoO and MLALAD/ MPLAD/DPF/SDP/SCA/15th CFC/5th SFC/ Biju KBK.

5. Details of Services Rendered:

Food security through wage employment, Self employment, Dwelling houses, rural connectivity, Marketing facility, Creation of Irrigation potentiality.

6. Citizens' Interaction:

DISHA committee Meeting and all Panchayati Raj instructions (PRIs) representative are involved.

During the course of their regular tours to different work sites of the block, the officers keep in touch with the General Public and try to collect information regarding payment of wages/ or any illegality of execution work in that area and Public grievance are received on Saturday  from 10.00 A.M to 5.00 P,M by C.E.O

7. Grievance Redressal Mechanism:

The Public Grievances are received on Saturday from 10.00 AM to 5.00 PM by Collector-cum-C.E.O with assisted by the Project Director and District Level Officers.

9. Administrative Set Up:

The Governing Body of Zilla Parishad, Malkangiri which is at the apex of the Administrative hierarchy, has been reconstituted under the Chairmanship of the President, Zilla Parishad. The Collector and District Magistrate is functioning as Ex-Officio Chief Executive Officer of DRDA/ Zilla Parishad. The Chief Devlopment is the Executive Officer of Zilla Parishad.  The Zilla Parshad meets regularly to discuss various important issues and take decisions.

CDO-cum-EO,ZP is in over all charges, activities of Zilla Parishad responsible for interaction with the District/ State administration as well as with the Govt. of India. He is in-charge of establishment consisting of Zilla Parishad staff and officers and BDOs in the district

Financial

He is the drawing and disbursing officer of the Zilla Parishad staff and officers. He is competent to issue cheque of Rs.1.00 lakh in respect of Bank account and full power for Treasury account(PL A/C) as DDO.

Statutory

CDO-cum-EO,ZP performed as the Secretary of the Zilla Parishad.

Others

CDO-cum-EO,ZP is the Vice Chairman of DSMS. CDO-cum-EO,ZP is authorized to sanction the expenditure in respect of subsidy, turnkey etc of OREDA (RE) Cell in full with reference to Letter. No. 3364/OREDA dt.14.9.05. The CDO-cum-EO,ZP shall make Supervision for OREDA works.

Duties

The CDO-cum-EO,ZP should make 15 days intensive tour in block area and cover all the blocks in a month. During visit he will check cash books of block/G.P., stock register of food grain and cement of block/ G.P. and stock register of cheque and saving bank accounts of Block/G.P

He will check construction of projects estimated cost of which is more than Rs. 2.00lakh

He will also visit at least 10 Self Help Groups assisted under SGSY and 10 Self Help Groups who have received micro credit and graduating to be covered under SGSY Scheme

He should visit at least 5 Gram Panchayat in a month. While visiting the G.Ps, he should visit 25% of the works executed under the G.Ps and the G.P.cash book and stock registers of food grain and cement

He will chair the Block Level SGSY Committee and Block Level Bank Coordination Committee on fixed dates and review the progress of implementation of SGSY, sanction of Micro Credit and disbursement of revolving funds to SHGs and their economic activities

He will keep an eye on all adverse reports on implementation of different schemes through DRDA coming in print/ electronic media and submit a report to this Deptt. Within a week. He will provide information/other stakeholders as required under Right to Information Act, 2005

The Programme Manager (Finance) will be the head of the Accounts Section of the Zilla Parishad

He will issue cheques to the blocks and Panchayat within 3 days on receipt of the allotment from Government of India

He will ensure that the bill in respect of State share is submitted to the Treasury on the same day the sanction order is received and pursue in Treasury for its early drawl

He will be responsible for compliance of CAG report, AR and IR

He will update the Savings bank Accounts at the end of each month and reconcile the same with Zilla Parishad cash book and block cash books

To maintain the register of subsidy separately block-wise and beneficiaries wise and to keep watch on expenditure in different blocks against the ceiling

To keep watch on adjustment/ recovery of advances

To screen all proposals for receipt of installments of Government of India funds under various anti poverty programmes and to check that the proposals are in order. He will be responsible for implementation of BETAN & PAMIS in Zilla Parishad and blocks

Programme Manager(Technical)

Powers and Duties

The Programme Manager (Tech) shall be overall in-charge of all technical matters dealt in   Zilla Parishad relating to engineering and works activities. He should be responsible for efficient and expeditious execution and management of such works in Zilla Parishad.

He should be responsible for preparation of plans & estimates for all works to be executed in the Zilla Parishad as well as technical sanction as per the power delegated. Any error noticed in the sanctioned plans and any variation in the conditions at site, the sanctioned plans and estimates, should be promptly set right by him or brought to the notice of higher authorities to get the defects remedied depending o the powers delegated before the actual execution of work as the case may be

He shall check all ongoing and completed projects the estimated cost of which is above Rs.2.00 lakh. He will conduct tour for 15 days in a month

He will verify the work records and check, the estimates of all the projects and put his signature during tour

He will ensure that the food grain issued from the block and G.P. go downs are issued as per requirement to the Village Level Leader and the food grains are distributed to the labourers as prescribed

He will also ensure that the muster rolls are prepared correctly and copy provided to public as required under law

He will watch the receipt and expenditure under all the schemes. He will be responsible for submitting the proposal for SGSY, IAY, NREGA and  by 31st October. He will obtain information from blocks and prepare consolidated report for the district under all the schemes

He will provide all relevant information on the implementation of different programmes through DRDA to the public under orders of Collector/ PD

He will responsible for implementation of Rural Soft and Priya Soft in the DRDA

Powers and Duties

He will conduct tour at least 15 days in a month and visit 30 Gram Panchayats in the district. Also he should visit all the Gram Panchayats at least twice in a year
During his visit, he will check the cash book and food grain register of the G.P. He will ensure that these two registers are maintained up to date

He will see that all monthly reports of the Gram Panchayats are submitted to the Panchayat Samiti and the district office regularly

He will be responsible for up to date maintenance of assets registers of the Gram Panchayats

He will ensure that the IAY beneficiaries selected in Palli Sabha/ Grama Sabha correctly as per procedure
