Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Brief History & Background of its Organization:
Rural Works Division, Gajapati, Parlakhemundi  under Rural Development Department, Government of Odisha has been created from 10.06.1991. Rural works Division, Gajapati, Parlakhemundi  under Rural Development Department, Government of Odisha has been jurisdiction under 02 (Two) assembly constituency i.e., Parlakhemundi, Mohana of Mohana of Gajapati District. It looks after the repair maintenance, Improvement, Construction of Rural Roads, bridges and Culverts under R.D. Department in rural Areas. It takes construction and repair works of Government Building situated in rural areas and borne in the book of Rural Development organisation as per availability of funds.
There are 36 nos. of roads having length of 466.347 Km out of which BT-353.50 Km, WBM-66.664 Km, WBM-13.052 Km, Earthen-23.959 Km, Cement Concrete-9.192Km, Small CD-1294nos and  bridges-13 nos. There are many small bridges and culvert works were taken up to give all weather road facilities for Development of the Socio-Economic condition of the rural people.

2. Mission/ Vision:
To improve, construct, repair and restoration of these roads, buildings, bridges and culverts, this division receives funds from different sources i.e. State Plan, Non-Plan, NABARD, MPLAD/ MLALAD and PMGSY. According to the availability of the funds in a year the works are taken up accordingly on priority basis to give benefit to the Rural Public. There are 365nos. of Non-Residential building having plinth area 65128.34 sqm and 297 nos. of Residential buildings having plinth area 23903.19 sqm. It takes construction and repair works of minor and major bridge works. Under RIDF 6 Nos. of major  bridges were completed under RIDF assistance.

3. Aim & Objectives of the Organization:
For construction of bridges and improvement of roads under NABARD, proposals have been submitted. To get NABARD Assistance bridge and road proposal for 14 nos. have been submitted to proper quarter. After their approval and receipt of funds works will be taken up.

Pradhan Mantri Gram Sadak Yojana (PMGSY):
Rural works Division, Gajapati has taken up PMGSY from 2000-2001. The aim of the programme is to give connectivity to the unconnected habitation having population more than 1000 and more than 500. There are nine blocks under Gajapati District. Under the jurisdiction of the Rural Works Division, Gajapati.

   The work under PMGSY of this Division in Phase-I to Phase-V and ADB Batch-I & works have been completed. Out of 13 packages in Phase-VII, 6nos. packages completed 5nos work in progress and 2nos of package not taken up due to forest problem. Under Batch-II out of 8 packages, 6 packages were in progress. During 2009-10 under Phase-VIII, Phase-VIII (Addl.) and Batch-IV all work in PMGSY were in progress except 3nos because of non responsive of tender.

   The Procedure can be described both in narrative form & through Flow Process Chart. In Narrative Form the stages through which a proposal passes, the levels at which it gets examined & the final authority to which it has to go for approcal may be explained.
