Powers & Duties of Officers & Employees

OFFICE BEARERS OF THE STATE BOARD

  1. Chairman: (1) The Chief Minister, Odisha shall hold the office of the Chairman of the State Board.
  2. The Chairman shall administer, direct and supervise the affairs of the State Board.
  3. The Minister/Minister of State, Sports & Youth Services, Odisha shall be the Co- Chairman of the State Board. He shall discharge all the functions of the Chairman, during the absence of the Chairman and as per delegation made from time to time.
  4. Executive Chair Person: To be nominated
  5. Executive Vice-Chairman : The Secretary to Government of Odisha Department of Sports & Youth Services shall function as the Vice-Chairman of the State Board, ex-officio. The day to day management of the State Board shall be supervised by Vice-Chairman, with the assistance of the Member Secretary.
  6. Member Secretary: (1) The Director, Sports & Youth Services, Odisha shall be the Member Secretary of the State Board.
  7. The Member Secretary shall –

(a)      Subject to the overall supervision of the Chairman, the Working Chairman and the Vice-Chairman, act as the Executive Officer of the State Board for the purpose of administration, direction and management of all its affairs.

(b)     Represent the State Board in all matters and sue or be sued on its behalf in matters of litigation;

(c)      Be in charge of the funds and other assets of the State Board.

(d)     Be deemed to be the appointing authority in respect of all the employees of the State Board.

(e)      Convene the meetings of the various bodies of the State Board and record the minutes thereof; and

(f)      Perform such other functions as may be assigned to him, from time to time by the Vice-Chairman.

  1. Joint Secretary: (1) The Joint/Deputy Secretary to Government or any other functionary may be nominated to act as the Jt. Secretary of the State Board, from time to time.
  2. The Joint Secretary of the State Board shall –

(a)      Assist the Vice-Chairman and the Member Secretary in all matters.

(b)     Be in charge of the funds, accounts, records and documents of the State Board and

(c)      Exercise such powers and perform such functions as may be delegated to him by the Vice-Chairman from time to time.

 With a view to restructuring the Odisha State Youth Welfare Board to pursue the overall object of promotion of Welfare of the youth in the spheres of creativity, adventure, socio-cultural  service and other constructive activities and in super session of all the earlier rules and instructions, the following rules are hereby framed, namely;

 THE ORISSA STATE YOUTH WELFARE BOARD RULES, 1996

PRELIMINARY

  1. SHORT TITLE : These rules shall be called the Odisha State Youth Welfare Board Rules , 1996, hereinafter referred to as the rules.
  2. DEFINITIONS : In these rules, unless the context signifies otherwise:-
  • “Academy” means the Odisha State Academy of Adventure and Martial Arts ;
  • “District Councils” means the District councils” mentioned in rule 14;
  • “Executive Board” means the Executive Board of the Odisha State Youth Welfare Board.
  • “General Council” means the General Council of the State Board
  • “Government” means the State Government of Odisha in the Department of Sports & Youth Services.
  • “Martial Arts” means various genres of Martial Arts of Odisha including Ghumura, Paika Akhada, Ranapa, Banati, Chhau and Birabaja; and
  • “State Board” means the Odisha State Youth Welfare Board;

 

OBJECTIVES OF THE STATE BOARD

 

OBJECTS

  1. The Odisha State Youth Welfare Board, with headquarters at Bhubaneswar shall pursue the following objects namely;
  • Encouragement of positive human values, spirit of socio-cultural services, aesthetic appreciation, artistic tests, positive imagination and creativity amongst the youth;
  • Promotion of excellence of the youth in sports and art, sculpture, literature, music, dance and other creative arts
  • Establishment and management of the Odisha State Academy of Adventure and Martial Arts and promotion of the spirit of adventure and valour amongst the youth.
  • Establishment and management of Yuva Kalyan Bhawan at the State head quarters.
  • Promotion of the spirit of national integration through inter-state cultural interaction and other measures.
  • Administration of State Youth Award Scheme, State Youth Festival, Adventure programmes, Youth Camps, Youth Training, Assistance to Voluntary Organisations and other Youth Welfare Schemes of Government and release of grants to various institutions and voluntary organizations working for youth welfare;
  • Implementation and monitoring of Government of India Schemes including National Youth Festival, National Youth Awards, Youth Hostels and Schemes for assistance to voluntary organizations engaged in youth welfare programmes;.
  • Monitoring and coordination of matters relating to National Services Schemes and Nehru Yuva Kendra Sangathan;
  • Organization of various programmes involving the youth in seminars, conference, exhibitions, dance programmes, music concerts, poets meets, cultural exchange programmes etc.
  • Interaction and collaboration in youth-oriented programmes with the Indian Council Relations, National Sahitya Akademi, National Sangeet Natak Akademi, National Lalit Kala Akademi, National School of Drama, Eastern Zonal Cultural Centre and other National and Zonal organizations;
  • Collaboration with the Odisha Council of Sports, Odisha Sangeet Natak Akademi, Odisha Sahitya Akademi, Odisha Lalit Kala Akademi, District Councils and other organizations in youth-oriented programmes; and
  • Undertaking any other projects or schemes or programmes having a bearing on the overall objects of the State Board.

 

The State Board may get associated with reputed National and International bodies and may also collaborate with various organizations for the purpose of implementation of its overall objects or for specific projects, schemes or programmes;

  1. Bodies of the State Board:

  • No act or proceedings of the State Board shall be invalid merely by reason of the existence of vacancies or any defects in the Constitution of its bodies.

  1. Organizations which contribute Rupees five lakhs or more to the State Board for patronage of Youth Welfare shall be corporate members, to be represented in the General Council by the Chairman or the Managing Director of the organization concerned.
  2. The General Council shall meet at least once a year ordinarily. In the Annual Meeting of the General Council (a) the Annual Report and the Annual Audited Statement of Accounts approved by the Executive Board shall be presented and (b) the suggestions of the Individual members in the context of various programme, schemes and projects for promotion of youth welfare shall be recorded.

  1. The Executive Board may meet as often as necessary, ordinarily once in three months to transact its business. The transaction of business may also be made by circulation of notes.
  2. The Executive authority to Plan, execute, administer, monitor and review the activities of the State Board shall be vested in the Executive Board.
  3. Without prejudice to the generality of the provision in sub-rule (3) the Executive Board shall approve the Annual Report and the Annual Audited Financial Statement of the Stat Board.
  4. The Executive Board may constitute such Committees (associating specified members of the General Council and or other experts) and formulate such regulations of executive guidelines as may be considered necessary, from time to time, to further the objects of the State Board.
  5. The Executive Board may delegate le such powers and functions to be exercised and performed by such functionaries as may be considered necessary, from time to time.

ACADEMY OF ADVENTURE & MARTIAL ARTS

  1. Academy (1) The Odisha State Academy of Adventure & Martial Arts (incorporating the Kalinga Adventure Centre) shall be a constituent body of the State Board and shall comprise the following members;

  1. The Academy shall undertake various programmes, schemes and projects for promotion of (i) various genres of Martial Arts and (ii) adventure activities including trekking, rock climbing, cycling, yachting, rafting, kayaking, surfing, sailing, motor-boating, gliding and ballooning. For this purpose, collaborative ventures shall be undertaken with the support of the Odisha Council of Sports, the Odisha Sangeet Natak Akademi and other organizations.

FUNDS OF THE STATE BOARD

 

  1. Funds of the State Board: (1) the  funds of the State Board shall consist of the following;
  • Amount allotted or grants sanctioned by Government of India, State Government and other organizations in the public, corporate or private sectors.
  • Donations, bequests or other transfers made by organizations or individuals
  • Advertisement – charges
  • Income from the investments, assets, programme and publications of the State Board and
  • Other miscellaneous receipts.
  1. The funds of the State Board shall be paid into the credit of the State Board in one or more accounts, in the State Bank of India and/ or any other Banks. Such of the funds may be invested in long term or medium term or short term deposits as may be decided from time to time.
  2. State Level Youth Hostel Committee : (1) The Executive Board shall function as the State Level Youth Hostel Committee, with a view to supervising the management of Youth Hostels and strengthening the youth hostel movement in the State.
  3. The meetings of the State Level Youth Hostel Committee shall be held from time to time, concurrently with the meetings of the Executive Board.

 

DISTRICT COUNCILS

 

  1. District Councils (1) There shall be a District Council of Youth Welfare in every district, comprising the following members;

  1. The Chairman may co-opt any functionary or person as special invitee ( women and social worker) is member of the District council.
  2. The District Council for Promotion of Youth Welfare shall also function as the local Management Committee of the Youth Hostels within the District. The Secretary, Odisha State Branch of the Youth Hostel Association of India shall be invited to the meetings of the local Management Committee.

 

YOUTH FESTIVAL AND STATE AWARDS

 

  1. Youth Festival : (1) The Executive Board shall organize the District Level Youth Cultural Festival and the State Level Youth Cultural Festival in collaboration with the District Councils, the Odisha Sangeet Natak Akademi, the Odisha Council of Sports and other organizations.
  2. The Selection of young artists for participation in the National Youth Festival shall be made on the basis of the youth festivals organized as per sub-rule (1)
  3. State Awards : The Executive Board shall finalize the State Awards for voluntary Socio-cultural organizations and individual youth engaged in socio-cultural welfare and State Youth Awards for individual excellence in (a) Oddissi Dance (b) Oddissi Music (c) Visual Arts (d) Poetry and (e) Fiction/Creative Essay.
  4. National Youth Award: The Executive Board shall finalize the recommendations for the National Youth Awards as per the guidelines of Government of India.

 

PROJECT APPRAISAL COMMITTEE

 

  1. Project Appraisal Committee : (1) The Project Appraisal Committee shall comprise the (a) Director of Youth Services, Odisha (Chairman) (b) Director of Culture, Odisha (c) Director of Tourism, Odisha (d) Secretaries of Odisha Sahitya Akademi, Odisha, Sangeet Natak Akademi and Odisha Lalit Kala Akademi (e) Jt/Deputy Secretary to Government, Sports & Youth Services Department and (f) representatives of Finance Department and Planning and Coordination Department.
  2. The Project Appraisal Committee shall finalize the Project proposals of voluntary cultural organizations for recommendation to Government of India for assistance under various schemes of Youth Welfare Provided that the Chairman of the Committee with the approval of the Secretary to Government, Sports & Youth Services Department, Odisha may forward any project proposal to Government of India and place the matter before the Committee for ratification.
  3. The Project Appraisal Committee shall scrutinize the applications of various institutions and voluntary socio-cultural organizations for sanction of grants under various youth welfare schemes administered by the State. The recommendations of the Committee for considering and approval of the Chairman of the State Board for sanction of grants.

 

GENERAL

 

  1. Audit: (1) The accounts of the State Board (including its Constituent Bodies) shall be audited annually by a reputed firm of Chartered Accountants.
  2. The Auditors appointed by the Government of India and/ or State Government shall be competent to audit the accounts in respect of the grants in favour of the State Board.
  3. Interpretation and Amendment : (1) If any question arises relating to the interpretation of any of the provisions of these rules, the matter shall be referred to the Executive Board.
  4. The Executive Board may propose amendments to any of the provisions of these rules with the support of not less than two-thirds of the members present in a meeting specially convened for the purpose and the amendments shall be notified if the same are approved by the State Government. The State Government may amend any of the provisions of these rules after consultation with the Executive Board.
