Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Objective/purpose of the public authority:

This Directorate looks after the development of quality education of Higher Secondary Schools, Education Teachers' Training, Sanskrit Education, Vocational Education in the State.

2. Mission/Vision Statement of the Public Authority: 

This Directorate is functioning under the Govt. in S & ME Department and concerned with education of Higher Secondary Schools i.e. Class-XI & XII. The mission of the Department is for universalisation of Education with main objective for Enrolment of all children in School. All children to complete schooling and also universal retention. Apart from above it also look after the infrastructural development along with quality education including appointment of teachers and their training.

3. Brief history of the public authority and context of its formation:

About Organisation:

The Directorate of Higher Secondary Education, Odisha was created with a new Directorate vesting as Heads of Department under School & Mass Education Department of Government of Odisha in the year 2016 vide Govt. in G.A Department Order No.15013/AIS Dtd.05.07.2016 and S&ME Dept. Notification No.20419 dt.06.10.2016. Govt. as a policy decision demarcated the +2 / Higher Secondary Education from the academic curriculum of Higher Education Department and transferred those to the administrative control of School & Mass Education Department with effect from 01.03.2017. The Directorate looks into the issues pertaining to Higher Secondary Education in the State. With a view to ensuring proper management of the increased activities in the field of Education, Government have been pleased to decide for creation of three Regional Directorates namely: -

  1. Regional Directorate of Higher Secondary Education, Bhubaneswar
    ii. Regional Directorate of Higher Secondary Education, Berhampur
    iii. Regional Directorate of Higher Secondary Education, Sambalpur

Accordingly, the Directorate of Higher Secondary Education got a separate entity with effect from the aforesaid date with separate Budget, Plan and Staff.

Administrative Hierarchy:

The Directorate of Higher Secondary Education, Odisha is located at the State Head Quarters in the capital city of Bhubaneswar, Unit-V. There are three Regional Directorates of Higher Secondary Education located at Bhubaneswar, Berhampur and Sambalpur along with following type of Higher Secondary Schools (+2 / Junior Colleges) which are spread over the 30 Districts of the State. It functions under the administrative control of the Department of School & Mass Education, Government of Odisha.

Organisation Set Up:

 Under the Directorate of Higher Secondary Education, Odisha, there are 01 post of Director, 01 post of Additional Director, 03 Posts of Joint Director, 03 posts of Deputy Director, 01 post of Asst. Director, 01 post of Finance Officer, 01 post of Law Officer, 01 post of Establishment Officer (OAS), 01 post of Senior Administrative Officer, 01 post of Administrative Officer, 02posts of Establishment Officer, 11 posts of Section Officer, 19 posts of Assistant Section Officer, 08 posts of Junior Assistant, 01 post of Personal Assistant, 01 post of Senior Stenographer, 01 post of Research Assistant, 02post of Data Entry Operator and 14 posts of Peon.

4. Duties of the public authority:

Duties as per the provision of Constitution of India, other relevant Acts/ Rules pertaining to management and Administration of School Education from Class-XI to XII and more precisely to discharge such other duties as per the Govt. Rules of Business. For taking any decision, the Government Rules and Regulation/ Instructions & the Record Manuals are followed scrupulously. It may not be out of place to mention here that the Odisha Education Code, Act/ Manual, O.G.F.R., Odisha Pension Rules, Odisha Service Code, OCS(CC&A) Rules, 1962, Treasury Code, Odisha Govt. Servant Conduct Rule, 1958, GPF(O) Rules, NPS, Books Circulars, RTI Rules & Government Guidelines for Rehabilitation Assistance Scheme are also being followed for better supervision & processing of the related matters effectively for taking decisions.

5. Main activities/ functions of the public authority:

Power and Duties:

The Directorate of Higher Secondary Education, Odisha is declared as Heads of Department delegated with the power of Service condition of Post Graduate Teachers, Grant of permission, recognition and approval of Governing Body, Principal of Non-Govt. Aided Higher Secondary Schools and recommendation of Grant-in-Aid in respect of Teaching & Non-Teaching Staff. Besides being the Prescribed Authority issued the order of Grant of Opening Permission of New HSS, new Stream/Subject, Increase/Decrease of Seats, Shifting Permission, Closure of HSS and Temporary/Permanent Recognition in respect of Higher Secondary School. Grant of Scholarship to top 1000 students securing highest marks in aggregate plus highest score in Mathematics in Annual HSC Examination by means of Pathani Samanta Mathematics Talent Scholarship @Rs.5000/ per annum for two years and Junior Merit Scholarship for 10,000 poor and meritorious students @ Rs.3000 per annum for two years with the ratio among Boys and Girls is 50:50.

The Commissioner-cum-Secretary is the Chairman of the Governing Body of SAMS Society of School & Mass Education Department and The Directorate of Higher Secondary Education, Odisha is the Vice Chairperson delegated with the Students Academic Management System (SAMS) which is an integrated portal provides a common platform for e-admission into various courses at Higher Secondary School across the State.

Further, being Cadre Controlling Authority in respect of Educational Directorates working under Department of School & Mass Education Department and Department of Higher Education. The details of power and function of Cadre Control Authority for Educational Directorates working under Department of School & Mass Education and Department of Higher Education are as follows:

Administrative Authority: Director, Higher Secondary Education, being the Cadre Controlling Authority, will be the administrative head for all Educational Directorates, including the employees of erstwhile Directorate of Higher Education now working under Higher Education Department.

Appointing Authority: Director, Higher Secondary Education, is responsible for Direct Appointment, correct and maintenance of gradation list, vacancy, and promotion of employees with respect to all Directorates, including the employees of erstwhile Directorate of Higher Education working under Higher Education Department.

Only in case of appointment of RA Scheme, Higher Education Department will provide all the information as per the prescribed format with required documents and views to Director, Higher Secondary Education, for further necessary action.

Disciplinary Authority: The Directorate of Higher Education, which was merged with the Department of Higher Education, is hereby empowered with the Disciplinary power and Pension Sanctioning Power of Cadre Controlling Authority, i.e., the Director, Higher Secondary Education, working under the Department of School & Mass Education, Govt. of Odisha, to control the employees who commit negligence in duty, insubordination, misappropriation, disobedience of orders of higher Authority, etc. The action taken by Director, Higher Education, will be communicated to Director, Higher Secondary Education, being the Cadre Controlling Authority for records and further action at their end.

Pension Sanctioning Authority: In pursuance of Government of Odisha, Home Department, Order No 237/Dt.4.1.2021, the power has been delegated to the Heads of Department for sanction of Pensions & sign of pension documents in respect of retiring officer rank of Establishment Officer, Administrative Officer & Senior Administrative Officer. The sanction of Pensions & sign of pension documents for other common cadre employees below the rank of Establishment Officer, Administrative Officer & Senior Administrative Officer may be empowered to the respective Directorates. After the integration of erstwhile Directorate of Higher Education with Higher Education Department, the pension matter of employees of erstwhile Directorate of Higher Education will be sanctioned in Higher Education Department.

 About Students Academic Management System (SAMS):

Besides , the Portal contains various modules like  HSS Profile ,  Infrastructure, Staff position, Financial Position, Daily Students attendance , HPC related data , etc.

The Directorate of Vocational Education established on 1.8.2000 and merged with DHSE(O) on 08.03.2019
