Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

         Higher Education Department plays a very significant role for human resource Development of the State. The Department looks after education at Higher Secondary (+2), Degree (+3) and P.G. levels of education. It also provides Vocational Education to prepare students for self-employment. It promotes professional education which includes Legal Studies, Computer Application, Business Management and several other Professional courses in Government as well as private institutions. Globalization, rapid industrialization and fast changing Socio-economic need have generated unprecedented demand for highly skilled and professional manpower. In the fitness of things emphasis has been laid on quality in education and primary is given to the professional education. Production of quality textbooks and reference books for Different client groups of Higher Education is also one of the functions of this Department. This also deals with a number of research and specialized institutions Like Nabakrushna Choudhury Centre for Development Studies, Institute of Life Sciences etc. for furthering the cause of higher studies and research in the State.

         In the inception Education Department was a single organization, which was dealing with both School level education and college level education. With the Increase in number of educational institutions of School level as well as college level, it was felt necessary to bifurcate the Education Department into primary and secondary education as one Department and Higher Education as another Department in order to have proper control over the institutions and to lessen the workload on a single Department. This gave rise to formation of the Higher Education Department after splitting of Education & Youth Services Department in 1992.

         Establishment of Universities and Government Colleges (both Jr. and Degree Colleges, giving recognition to the private colleges, recruitment of teaching and non-teaching staff of Government Colleges, infrastructure development of the Government Colleges, allowing grant-in-aid to the non-Government Colleges, making of various rules and regulations for the colleges to have control and administration over them etc. are the main functions/activities of this Department.

Procedure Followed in Decision Making Process

     [Section-4 (1) (b) (iii)]

A. The procedure followed to take a decision for various matters has been laid down in the Odisha Secretariat Instructions and Rules of Business in detail. To take a Decisions in certain matter different rules/regulation framed in the Department are Followed:

B. Letters, applications, files etc. are received in the Central Diary & Distribution Section, then sent to the concerned Branch Officers and Branch Officers send to the sections concerned. The Sections Officers mark the letter/applications/file in the name of dealing Assistants working under them. The dealing assistants receive the Letter/applications/files from the diarist, process them in files examine them as per the Existing rules/regulations/guidelines/instruction and put up to their Section Office Then the Section Officers put up them to their higher officers such as Under Secretary, Deputy Secretary, Joint Secretary, Additional Secretary, Special Secretary and finally to Commissioner-cum-Secretary for orders. Certain matters where Government approval is required are paid to the Hon'ble Minister of the Department/Chief Minister through the Secretary of the Department.

C.  Decision of the Government is communicated to the Public through circular, Notifications, letters, press and electronic media.

D. For the process of decision making opinions of Deputy Secretary, Joint Secretary, Additional Secretary and Special Secretary are taken. Commissioner-cum- Secretary is the final authority that makes the decision barring certain matters, which require the approval of Hon'ble Minister/Chief Minister.

The Act extends to the whole State of Odisha it has come in to force with effect from 15.11.1988 the provision laid down under this Act contain establishment and incorporation of University officers Teachers and authorities of university the chancellor's right appointment of Vice- Chancellor Register .Comptroller of Finance, constitution of senate of syndicate, academic Council and it powers, Registration of collage teacher and graduates. Admission of educational institution and collage exclusion of collage from privilege of University, Termination of privilege granted by other university to educational institute, audit of accounts statues and regulation constitution of general fund of university and other funds removal from membership and with holding of degrees, disqualification of member of the different authority of a University supersession of authority and taking over management etc.
