Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

  1. Objective/purpose of the public authority.

         This organization is charged with the responsibility of developing the employment potential of the District in addition to its useful functions relating to matters connected with employment service and opportunities: such as Registration & placement activities, Renewals, Sponsoring names of the job seekers to different employers of this District as and when required, Collection of Employment Market Information (EMI) Report returns & Vacancy notifications, Recruitment Procedures, Vocational Guidance to the Registrants, Career guidance at schools & colleges etc. Besides this monitoring of the Skill Up-gradation Training Programmes in various trades are also going on through I.T.I's, I.T.C's & Polytechnic institutions under State Employment Mission to facilitate the Un­employed Youths.

     2.Mission / Vision Statement of the public authority.

       To foster a skilled, empowered, and employable workforce in the Jharsuguda district by promoting inclusive, demand-driven skill development and sustainable employment opportunities, thereby contributing to the district’s socio-economic growth.

     3. Brief history of the public authority and context of its formation.

The District Skill Development-cum-Employment Office,Jharsuguda was originally a Employment Sub-Office of District Employment Exchange,Sambalpur  & latter on up-graded to the status of District Skill Development-cum-Employment Office,Jharsuguda (District Employment Exchange, Jharsuguda) since 1994 of Labour & Employment Department, Govt. of Odisha. This office is under the administrative control of the Directorate of Skill Development-cum-Employment & Odisha Skill Development Authority Odisha, Bhubaneswar.

      4. Duties of the public authority.

 

  1. Implementation of Skill Development Schemes

    • Execute State and Central Government skill development programmes such as PMKVY, OSDA initiatives, Apprenticeship Promotion, Mission Shakti–linked skilling, and other departmental schemes.

  2. Career Counselling & Mobilisation

    • Provide counselling to youth, women, and marginalized groups on career paths, suitable trades, training options, and employment opportunities.

  3. Industry Linkage & Placement Support

    • Engage with industries in Jharsuguda and nearby districts to identify manpower needs, conduct campus drives, and facilitate placement of trained candidates.

  4. Organisation of Job Fairs & Rozgar Melas

    • Plan and conduct district-level/ block-level job fairs, apprenticeship drives, recruitment camps, and career exhibitions.

  5. Support for Self-Employment & Entrepreneurship
