Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Aims and Objectives of the Organization:

SPINFED was established way back in the year 1984 with an objective to act as a Nodal agency on behalf of Government to monitor the physical and financial activities of spinning mills and power loom industries in the State. In addition to above, as a corporate body the techno-managerial guidance to the member mills was also rendered by SPINFED. In mid 90s due to declining trend in the textile industries there was a gradual fall in the production activities in the spinning mills. This in turn became major reason for sharp erosion of working capital and finally seizure of production activities. This hammering impact led the activities of SPINFED to a limited extent like;

Assessment of statutory liabilities like P.F to the tune of 1373.45 lacs have also deposited with PF authorities to enable around 7000 employees to avail the pensionary and other benefits as a measure of social accountability.

Processing of pensonary benefits in favour of its employees But in the year 2011 with the confidence of Govt. SPINFED started expanding its activities for the growth of textile industries in the State with a new dimensional approach. The vision so thought looking to the growth of textile industries in the state is to facilitate employment generation and large scale investment. The strategy was to erect spinning and weaving industries in large as well as to boost readymade apparel by setting up of national level manufacturing base in the State. Different schemes of Govt. of India in textile and allied sector were explored in the State. The present implementation of RKVY, Integrated Skill Development Scheme, SEP and SPINFED Apparel Incubation Center in textiles are few examples.

Setting up such kind of industries will facilitate many such ancillary units both in forward and backward linkage.  Besides, the State has ample scope of development of Spinning & power loom industries along with processing infrastructures looking into future demand of Handlooms & Apparel units.

Skilled manpower working as a migrant labour in different parts of the country can be recalled back as a measure to minimize migration and creating a sustainable livelihood in their native state. Looking into the future vision of Textiles Industries & Apparels, the state has already established Apparel Training and Design Centers at various districts and National Institute of Fashion Technology, Ministry of Textiles, Govt. of India, College of Engineering & Technology (Textiles) have become functional. 

Considering the importance, market potential and careful analysis of the global textile sector the state of ODISHA gears up to help investors in building next generation green manufacturing facilities in various vertices of textiles.(Finalization in setting up Spinning Mills at Kesingaunder PPP modeis an eye opening to other Departments.)

Setting up such advanced manufacturing Textiles Industries facilities with various international compliance standards will generate investment, employment potential for downstream activities for many ancillary units. Besides all it will be a major export booster for traditional handloom sector. The major constraint in setting up manufacturing facilities is land which is readily available in the department.

Readymade garments are the choice of urban people. It is also gaining wider acceptance in semi-urban and rural areas. The huge charges made by tailors and delay in delivery have made people to switch over to readymade garments. In domestic market and export market, it has made spectacular progress in the last decade. This industry is becoming very vibrant and lot of foreign investment pouring in this industry because of low risk and high earning nature of this industry. As these products are fashion oriented, entrepreneurs should always keep in mind the changing fashion styles. Considering its advantageous position, it is assumed that there will be no constraint in marketing of readymade garments as a new dimension in the field of Textiles.
