Particulars of Organization, Functions & Duties

Brief History and back ground of OMC:
Odisha is one of the richest states in India in terms of mineral wealth. However, this wealth was largely untapped as mining is a very capital intensive industry and in the early years of independence, capital was scarce. Under these circumstances, the Odisha Mining Corporation Limited (OMC) was incorporated on 16th May 1956 as a joint venture Company of Government of Odisha and Government of India with the objective of harnessing the mineral wealth of the State of Odisha through exploration, extraction as well as value addition. Four years later, OMC became a wholly State-owned Corporation of Government of Odisha on 17th Nov 1961.
The major minerals mined by OMC are Chrome, Iron, Manganese and Bauxite ore which cater to the requirement of mineral based industries such as steel, sponge iron, pig iron, ferro-manganese, ferro-chrome, aluminium etc.
In the last six and a half decades, OMC has come a long way, and today, the wholly owned Corporation of the Government of Odisha has established itself as the fastest and one of the largest mining companies in India.
OMC is pioneer and is well known for its all-round CSR & Sustainability practices. It has been honored at national level on several occasions for its outstanding contribution and leadership roles in CSR & Sustainability.
That OMC classified as a “Gold” Category State PSU", is a 100% debt free profit making corporation, is a testament to the excellent processes and systems put in place by the management team.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).
The decision making process in OMC is very transparent and effective. The proposals emanating from any branch are thoroughly examined by the finance, technical and HR wings as the case may be as per delegation of Power of the Corporation.
2. What are the documented procedures/ laid down procedures/Defined Criteria /Rules to arrive at a particular decision for important matters ? What are different levels through which a decision process moves?
After thorough deliberation by constituted committees the decisions are taken by the respective Officials according to the delegation of power of the Corporation or by the Board, as the case may be. Policy guidelines which require approval/ concurrence of the State Govt. are forwarded to the State Govt. for approval and only after receipt of the Govt. approval; such proposals are implemented/carried out.

Particulars of Arrangement in Formulation of Policy
[Section-4 (1) (b) (vii)]
The OMC Ltd. is incorporated under the companies Act, 1956. It is a separate legal entity. It is managed by a Board of Directors consisting of Government Directors and Independent Directors. The day to day Management of the Corporation is looked after by the Chairman and the Managing Director as authorized by the Board of Directors. However, being a State Govt. Undertaking the polices of the State Govt. as applicable to OMC are complied with through its Administrative Department. Besides various policies are framed by the BOD for discharging effective and efficient operations of the corporation.
