1. Background of this Hand-Book:

In accordance to the Right to Information Act.2005, these hand books have been prepared containing information considered vital for knowledge of general public. Efforts have been made to provide as much information as possible for citizen to secure access to information relating to the activities of Rural Works Division, Baripada.

1. Objective/purpose of the public authority:

 The Rural Works Division, Baripada is entrusted with the task of construction and maintenance of rural roads and buildings.

2. Mission /Vision Statement of the Public Authority:

3. Brief History of the Public Authority:

This Division has been created for constructing and maintaining the rural roads and buildings.

4. Duties of the Public Authority:

i) Executive Engineer:

Being the Divisional Officer, he is responsible to the Superintending Engineer of the Circle for efficient execution and management of all works and in all matters within his Division. It is his duty to organize and supervise the execution of works and to see that they are suitable and economically carried out. As the primary disbursement officer of the Division, he is also responsible not only for the financial regularized of the transactions of the whole Division, but also for maintenance of account of transactions correctly and in accordance with rules in force.

He is also required to submit his accounts to the Accountant General for audit and for incorporation in the General Accounts of the State.

The duty and responsibility of the Executive Engineer have been elaborated in Para 2.2.25 to 2.2.60 of OPWD Code and in Chapter 43, 4&22 of CPWD Code.

ii) Assistant Engineer:

All the Assistant Engineers holding the Sub-Divisions as stated above are known as Sub-Divisional Officer. SDO are responsible to the Executive Engineer in all matters concerned with the efficient management and execution of works within his sub-Division. The duties and functions of the Sub-Divisional Officers have been elaborated in Para 2.2.61 to 2.2.63 of OPWD Code and Chapter 10 and 21 of CPWD Code.

iii) Junior Engineer:

The Junior Engineers are designated as Sectional Officer. The Sectional Officers are responsible for all matters connected with efficient management of the Sections to their Sub-Divisional Officer. The duties and functions of Sectional Officers have been elaborated in Para 2.2.66 to 2.2.68 of OPWD Code.

iv)  Divisional Accounts Officer:

The Divisional Accounts Officer posted to the Division by the Accountant General (A&E) Odisha, assisted the Executive Engineer in the discharge of his responsibilities referred in paragraph 4.1.1 of CPWA Code. The duties and functions of the Divisional Accounts Officer have been elaborated in Para 4.2.2 to 4.2.7 and chapter 10 and 22 of CPWA Code as well as Appendix-IX and other relevant chapter of OPWD Code.

v) Head Clerk:

Being the head ministerial staff he is to supervise the works of all the Junior Clerks and Senior Clerks coming under his spare of work. He maintains the accounts of all stationeries, Dead Stock materials, and postage stamp.

vi) Junior Clerks :

The Junior Clerks are discharged the responsibility of Sub-Divisional Cashiers of respective Sub-Divisions under this Division. They are responsible for keeping cash in the Sub-Divisional Cash Chest under double key system and for maintenance of correct accounts of all cash transactions of the Sub-Division. They are responsible to the Sub-Divisional Officers for correct maintenance of Cashbooks and cash accounts as well as other works accounts of the Sub-Divisional Officers including sections. The Junior Clerks who are entrusted with the works of Accounts Branch dealing with Audit Accounts and records of both cash and work transaction made by the concerned Sub-Divisional Officers under the direct supervision of Divisional Accounts Officers. The Junior Clerk who deals wages establishment and DLR's under supervision of Head Clerk.

vii) Tracer:

The Tracer of this Division is entrusted to discharge his duties for the Plan, Drawing and Design of works under the direct supervision of the Estimator and Executive Engineer.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

 The head of the public authority takes the final decision on the subject as per the powers and duties assigned. Various laid down procedures of Government and different levels are being followed while taking a decision on various matters. All decisions which affect public are disseminated to the public through various means of communication.

The Division which are within the purview of the Executive Engineer as per Departmental rules and regulations are taken by the Executive Engineer. If not the same is submitted to Superintending Engineer for a decision. If the Superintending Engineer is not competent to taken decision the same is submitted to Chief Engineer for decision. If same is not within the purview of Chief Engineer the same is referred to Govt. of R.D.Deptt. For decision. The Deptt. under such as OPWD Code Vol-I & II are generally followed.
