District Industries Centre, (DIC) Angul is functioning in its government building at Hemsurpada, Angul since 01.01.2000 after bi-furcation of the earstwhile Dhenkanal District to provide various supports & services to industrial entrepreneurs under single roof to set up MSMEs,Handicraft sector, Coir, Salt sector in the District. This office is functioning in administrative control of MSME Department, Government of Odisha, Bhubaneswar and under the supervision of Director of Industries, Odisha, Cuttack and Director of H&CI, Odisha, Bhubaneswar for MSME and H&CI respectively. Besides, this DIC is also supporting the work of OK&VIB, Bhubaneswar/Industries Department.

This Office is under the control & supervision of Director of Industries, Odisha, Cuttack, the General Manager, is the District in charge of the Industries sector. All the Officers & staff working in the District Office are under the supervision of the General Manager & working to achieve the mission as stated in point No.2.
7. Details of Service rendered:
(a) MSME Sector:
i) Identification of technically feasible & economically viable projects for development under MSME.
ii) Identification of potential Entrepreneurs & tagging with identified Project.
iii) Issue of Entrepreneurs memorandum Part-I in online & recommendation to different programme agency for extending various input required for implementing of the project.
iv) After gone into production, issue Entrepreneur Memorandum Part-II & provide incentives under IPR to eligible units.
v) Identification of Ancillary & down Stream Industries keeping in view the of store purchase items & availability of waste & bye products of Mega units.
(b) PMEGP:
This is a Central Govt. sponsored scheme being implemented through DIC, since 2008-09.
i) Collection of applications from the eligible candidate under the said Scheme.
ii) Selection of candidates by DTFC.
iii) Recommendation to Bank for Financial Assistance.
iv) Follow up action for grounding the projects.
(c) Cottage & Handicraft Sector:
Identification of Rural artisans & implementation of various plan & programme & such as Development of Handicraft Clusters & Rehabilitation of Handicraft Artisans.
(d) OK&VI Sector:
One Supervisor is working under the supervision of DCIO & looking after implementation of various scheme of OKVIB, recovery of Old loans, other matters relating to AMICS & other Industrial Cooperatives.

12. Grievance Redresses Mechanism:
The General Manager is in charge of the grievance Cell of the DIC. For speedy disposal of the Grievance Filed with DIC are recorded in the Grievance Register & the Steno is in-charge of the Register. Grievance petition can be filed with DIC on Saturday during 11.00 AM to 2.00 PM or meet the General Manager, personally to express the difficulties.
Activities on Micro, Small and Medium Enterprises (MSMES)
The Micro, Small and Medium Enterprises (MSMEs) contribute significantly to value addition, employment generation, exports and over all growth and development of the country's economy. Govt. of India has enacted the Micro, Small and Medium Enterprises Development Act, 2006 with a view to providing a comprehensive legal frame work to address the needs of both the manufacturing and the service sector MSMEs, particularly to enable the MSMEs of the country to face the emerging challengers in globalised and competitive market. The Government of India has announced an all India campaign under the National Manufacturing Competitiveness Programme (NMCP) for the Micro, Small and Medium Enterprises so as to withstand global and organized competition and to thrive through better technologies and skills. The Govt. of Odisha has also notified Industrial Policy Resolution-2007 (IPR-2007) which provides specific fiscal as well as non-fiscal interventions to develop the Micro, Small and Medium Enterprises of the State.
The Micro, Small and Medium Enterprises play a major role in broad, basing the industrial growth and augmenting employment opportunities, revenue, exports and economic growth. However, the MSMEs of the country as well as the state suffer from typical weakness and problems and have specific needs and requirements. In order to address such problems, needs and requirements of MSMEs of the State in a focused manner and for their revival and development, Govt. of Odisha has declared a policy as "ORISSA MSME DEVELOPMENT POLICY, 2009".

ii. To maximize growth of existing MSMEs.
iii. To arrest sickness of MSMEs
iv. To revive sick MSMEs.
v. To broad base the growth of MSMEs in all potential sectors of economy

viii. To make focused effort for sustainable and inclusive industrial growth aiming at balanced regional development.

a) Road :-
The district is connected by NH- 42, NH- 23 and NH - 6. These roads supported with State Highways and MDRs promotes transport facility. Different types of roads running through the District are as under.

b) Railways :-

Medium irrigation , minor irrigation projects and lift irrigation points are in operation in the District. The Major portion of this district is covered by river Mahanadi, Brahamani and their Tributaries.
d) Power:
Electricity, the main source of power is the specialty of Angul District. Due to its geographical advantage, four major power plants have been commissioned in the district. They are Super Thermal Power Station of NTPC at Kaniha, Thermal Power Station of NTPC at Talcher, Captive Power Plant of NALCO at Angul and Hydro Power Generation Centre of OHPC at Rengali.

Testing Laboratory
There is one Testing Laboratory of Directorate of Export Promotion and Marketing, Odisha, Bhubaneswar functioning in the Industrial Estate , Angul. One officer in the rank of Dy. Director is in charge of this laboratory. The Laboratory is equipped with sophisticated plant and machinery and skilled personnel for providing testing facilities on tensile strength, compressive strength and bending strength etc..

The prime necessities like coal and power and their surplus availability in the District have always lured the Mega Industries to spread their network. i) Cluster Development Programme in MSME Sector
The objective of the programme is to organize the Micro and Small Enterprises under one umbrella and augment their production and sales by constant effort. One Engineering Cluster comprising 100 nos. of Engineering and Metal based units of Angul and Talcher Area has been
Identified and the programme is under implementation. Four Nos. of sensitization programmes have been conducted and preliminary Diagnostic Study Report (DSR) submitted to the Director of Industries, Odisha, Cuttack for approval. Meanwhile, 20 entrepreneurs of Angul Dist. had been to Coimbatore,& Trichy in an exposure visit . Also efforts are on to develop another cluster on Fly Ash Bricks for utilization of Fly Ash generated by Power plants.
ii) Aluminum Park
There is a proposal for establishment of one Aluminum park for promotion of aluminum based ancillary and downstream industries in the District. Ac.240.00 land adjacent to NALCO boundary has been acquired by IDCO and acquisition of further 200 acre of land is under progress. A steering committee has been formed consisting Chief Manager, NALCO , DGM, NALCO, Sub-Collector, Angul, GM (P & C), IDCO , Land Officer , IDCO and Divisional Head , IDCO, Angul for speedy implementation of the park. One consultant has been appointed by NALCO for preparation of DPR for Ancillary and Downstream Industries of NALCO.
iii) New Industrial Estate :-
Although there are two nos. of Industrial Estate and one Industrial Area established in Angul District, the land and sheds are almost exhausted for which the entrepreneurs often find it difficult to set up their industries at Angul for lack of infrastructure. Meanwhile, land measuring 35 Ac. Near Jarapada has been earmarked by the Dist. Administration, Angul for development of new Industrial Estate and Director of Industries, Odisha has already recommended the proposal to IDCO, Bhubaneswar for acquisition of land.

Prime Minister's Employment Generation Programme (PMEGP)
Govt. of India has approved the introduction of a new credit linked subsidy programme called Prime Minister's Employment Generation Programme (PMEGP) by merging erstwhile two schemes that were in operation till 31.3.2008 namely Prime Minister's Rojagar Yojana (PMRY) and Rural Employment Generation Programme (REGP) for generation of employment opportunities through establishment of Micro Enterprises in rural as well as urban areas. PMEGP being a central sector scheme is administered by the Ministry of Micro, Small and Medium Enterprises Govt. of India.The scheme is being implemented by Khadi and Village Industries Commission (KVIC), a statutory organization under the administrative control of the Ministry of MSME as the single nodal agency at the National Level. At the State Level, the scheme is being implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs) and Directorate of Industries ,Odisha,Cuttackthrough Dist.Industries Centre.The Govt. subsidy under the scheme is routed by
KVIC through the identified Banks for eventual distribution to the beneficiaries / entrepreneurs in their Bank accounts. The Implementing Agencies, namely KVIC, KVIB and D.I associating reputed Non Govt. Organizations (NGOs) / Reputed Autonomous Institutions / Self Help Groups (SHGs) / National Industries Corporation (NIC)/ Udyami Mitras empanelled under Rajiv Gandhi Udyami Mitra Yojana (RGUMY), Panchayat Raj Institutions and other relevant bodies in the implementation of the Scheme, especially in the area of identification of beneficiaries of area specific viable projects and providing training in entrepreneurship development.
Objective:
i. To generate employment opportunities in rural as well as urban areas of the country through setting up of new self employment ventures / projects/ micro enterprises.
ii. To bring together widely dispersed traditional artisans / rural and urban unemployed youth and give them self - employment opportunities to the extent possible, at their place.
iii. To provide continuous and sustainable employment to a large segment of traditional and prospective artisans and rural and urban unemployed youth in the country, so as to help arrest migration of rural youth to urban areas.
iv. To increase the wage earning capacity of artisans and contribute to increase in the growth rate of rural and urban employment.
Eligibility conditions of beneficiaries:-
i. Any individual, above 18 years of age.
ii. There will be no income ceiling for assistance for setting up projects under PMEGP.
iii. For setting up of project costing above Rs.10.00 lakhs in the manufacturing sector and above Rs.5.00 lakhs in the business / service, the beneficiaries should possess at least VIII standard pass educational qualification.
iv. Assistance under the scheme is available only for new project sanctioned specifically under PMEGP.
v. Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other scheme) are also eligible for assistance under PMEGP.
vi. Institutions registered under Societies Registration Act., 1860 Production Co-operative Societies and Charitable Trust.
vii. Existing units (under PMRY, REGP or any other scheme of Govt. of India or State Govt.) and the units that have already availed Govt. subsidy under any other scheme of Government of India or State Govt. are not eligible.

Initiative taken for wide publicity of the scheme
i) Organization of awareness camp. Both at Block H.Qrs Dist. H.Qrs.
ii) Organization of workshop and meeting with Banker time to time.
iii) Organization of Road show.
The details of nos. of beneficiaries to be assisted under the scheme depends on the allotment of Margin money / assistance by the Govt. for that particular year.
Handicraft and Cottage Industry:-
Objective:-
The District has its own heritage of art and craft. Quite a few different crafts are practiced in the District such as dhokra casting, wood carving, bamboo craft, pottery and terracotta etc. As many as 2000 artisans of the district directly depend on these crafts for their livelihood.
Handicraft sector has ample scope for employment generation with low capital investment, using simple technology and utilization of local resources. Considering its potentiality of generation of employment opportunity resulting in poverty alleviation and empowerment of women / weaker section in rural areas, thrust is given under different schemes implemented by various agencies for promotion of this sector. The District Industries Centre (DIC) at District Level and Industries Promotion Officer (IPO) at Block Level play an important role in identifying artisans / entrepreneurs, selection of suitable schemes along with preparation of projects and guide them for availing the assistance. Besides, the DCIO/IPO have close liaison with different agencies to render necessary assistance / support service.
The main objectives for promoting Handicraft and Cottage Industries Sector are :-
Employment Generation
i. Empowerment of women and weaker sections of the society.
ii. To strengthen production base to add GDP.
iii. Foreign exchange earning by exports.
iv. Presentation of cultural heritage.
Support Service :-
The government agencies are providing various support services for development of this sector in the following manner.
i. Skill up gradation / development
ii. Technology up gradation
iii. Production diversification / Design development
iv. Development of Infrastructure.
Prominent Handicrafts with location with introduction

Dhokra casting is the most significant and age old craft of this District. About 150 artisans are practicing this craft in Tangiri Village of Chhendipada Block. Skill up gradation training was imparted by DIC under Shilpi Gram Yojana and at present two handicraft societies are working in that village |

Over 700 artisans are practicing this craft and there are two prominent craft cluster one at Purunagarh, Pokatunga village of Angul Block and others at Village Khamar of Pallahara Block. |

Prominent Schemes on Handicrafts-
a) Rehabilitation of Handicraft Artisan:-
Traditional trained artisans shall be provided with margin money assistance for availing bank finance to set up own production unit as per following norms;
i. Financial assistance upto Rs.50,000/- can be provided under the scheme.
ii. 20% of the project cost with ceiling of Rs.10,000.00 can be provided to an artisan as margin money for bank loan.
iii. 5% shall be contributed by concerned artisan.
iv. The artisan should not be a defaulter to any bank.
v. The margin money should be kept in shape of TDR in the name of the beneficiary adjusted against the loan dues after one year. No interest will be claimed or paid on the corresponding amount of loan or TDR.
vi. The margin money will be released after sanction of project proposal by the bank
The DIC to keep contact with the assisted artisans to ensure regular production, marketing of their products and regular repayment of loan installment.
b) Exposure Visit of artisans:-
The handicraft entrepreneurs shall be deputed to craft cluster / gift fair/ national level handicraft exhibitions etc. in groups for exposure to the production process, product range, marketing etc. The duration would be maximum 07 days including journey period. An official from DH & CI/DIC will escort the team.
Financial parameter:-
i. Actual bus fare 2nd Class train fare.
ii. Accommodation charge @ Rs.200.00 per day for outside the state and @ Rs.100.00 per day for inside the State.
iii. D.A. @ Rs.100.00 per day inside the State and @ Rs.150.00 per day outside the state.
Contingent expenses upto Rs.100 per head per visit.
iv. Documentation of the exposure visit is made in hard /soft copy.
c. Skill Up-gradation Training to Handicraft Artisans:-
In a bid to enhance the capacity and upgrade the skill of Handicraft artisans, they are being trained by Master Craft Man (MCM) under craft village programme. Self Help Groups are formed comprising 15 artisans in each group with active guidance of one MCM. The training continues for 6 months followed by bank linkage of each group for sustenance.
Financial norms :-
i. Stipend to trainees- @ Rs.500/- per artisan per month.
ii. Raw material @ Rs.200/- per artisan per month.
iii. House rent @ Rs.1000/- per SHG per month.
iv. Tools & equipments @ Rs.1500/- per artisan is the total fund to be used collectively by the SHG subject to 10% cost of the tools to be borne by the SHG and rest 90% by Govt.
v. Training contingency @ Rs.4000/- per SHG.
vi. Remuneration to the MCM @ Rs.6000/- (inside district) & @ Rs.7000/- (outside district)
vii. Remuneration to Cluster Development Agency (CDA) @ Rs.5000/- per SHG.
Bank linkage (a) @ Rs. 60000/- per SHG.
(b) margin money- @ Rs.15000/- per SHG (10% by SHG
and 90% by Govt.).
d. Modernization & Technological up gradation of Handicraft industries (MTUHI)
Objective:- To generate employment opportunities through setting of Handicraft Industries by introducing Modern Machineries & Technology.
Target Group:-Unemployed youth/Handicraft Artisans/ Handicraft Co-operative societies/SHGs.
Eligibility Criteria:- Age-18 years to 50 years
Qualification:- Class 8th pass for project cost of Rs. 10 lakhs. and above
Project cost:- Rs 3 lakhs to 50 lakhs ( Minimum 20% shall be Machineries on equipment cost)
Quantum of subsidy:- General category- 20% of project cost(Maximum 10 lakhs) Special category- 30% of project cost (Maximum 12 lakhs) (SC/ST/OBC/Women/P.H/Ex-servicemen, minority community)
Promoter's contribution:- General Category:- 10% of Project cost Special category:- 5% of project cost
Important Activities Undertaken by DIC For Development Of Handicraft & Cottage Industries:-
Cluster develoment programme
Cluster Development Programme is being implemented in the District to upgrade the skill of the artisans for a sustainable income. Total 06 nos. Handicraft Clusters have been developed in various crafts as mentioned below. As many as 400 artisans including 75 in SC category have been covered in the programme.

Kudua Making
Apart from making handicraft products, the artisans of Chheliapada were imparted training on KUDUA making by engaging one MCM from Sakhigopal for 15 days. Of late the cluster has developed market linkage with Jagannath Temple Administration and supplying KUDUA thereby making their living sustainable.
Bamboo Plantation:-
Non availability of bamboo has posed a threat to the sustenance of living of the cane and bamboo artisans of Pokatunga Effort are on to identify 20 acres of land near Purunagarh area for Bamboo plantation. The Tahasildar, Angul have been moved to earmark a patch of land for the purpose.
Common facility centre (CFC)
As the artisan of Chheliapada do not have any common work shed, they always find it difficult to go for bulk production of the handicraft items. One proposal with budget outlay of Rs.13.00 lakhs for construction of a common facility centre on a patch of land measuring 01.00 acre recorded in the name of the Artisans was submitted to the Dist. Administration, Angul and the same has been approved to establish the CFC out of the infrastructural development fund of DRDA, Angul . The construction is going on.
