Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

 Name of the Public Authority:

District Treasury Office, Jajpur

 Parent Department:

1. Aims and objectives of the organizations:-

Treasury Plays a Pivotal Role in the matter relating to Government transactions. Treasury aims with basic principles relating to receipt, custody and disbursement of Government Money, to systematize the monetary transactions in Government and at the same time serving the Public. The Treasury safeguards proper Accounting of Government Money and payment thereof through particular Government Head of Account. Right amount payable to right person is the cherished mission.

2. History and Background of its Establishment:

a) Treasury in Odisha was established pursuant to the Government of India Act, 1935 which stipulates to make Rules for Security of all money received as Revenue of the State and their Payment to the Public Account and simultaneously withdrawal of money from that Account. Accordingly, we have 1 to 40 Treasury Rules and 1 to 670. Subsidiary Rules under the Odisha Treasury Code.
b) The Collector of the District is the Administrative Head of the Treasury but the Executive Control rests with Treasury Officer as Head of Office.
c) The Director of Treasuries and Inspection, Odisha is the Head of the Department in respect of the Treasury Administration of the State.

 

3. Functions & its Main Activities/List of services provided :

It performs all its duties as per the guide lines given in Odisha Treasury Code Vol-I. The main activities and service rendered are as follows:

a. Disbursement of Pension to the Pensioners- The Treasury Officer, Additional Treasury Officers and all the staffs of District Treasury, Jajpur take utmost care of all the pensioners and ensures that all senior citizens of our state return as early as possible after getting their pension without facing any problem. Any problem of the pensioners, are dealt quickly and settled immediately.

b. Passing Bills of DDOs-Pay Bills of the DDOs are entertained immediately and steps are taken to pass the bills as soon as possible mostly within the stipulated period. Sometimes bills of urgent nature are passed on the same day also.

c. Passing PL cheques and Challans.

d. Maintaining accounts of both receipt and Payments.

e. Maintaining Personal Ledger Accounts.

f. New PRAN generations, Shifting of PRAN along with related issues.

g. Also monitoring activities of the sub-treasury working under it.

h. Maintaining Strong room (Stamps and Valuables).

 

4. Mission/Vision statement 

 

a) The Treasury Safeguards proper Accounting of Government Money and Payment thereof through Particular Government Head of Account.
b) Right Amount Payable to right person is the cherished mission.

5. Duties to be Performed to Achieve the Mission :-

All are performing their duties in the working hour and as and when required by authority to achieve the mission.

6. Arrangement for Citizens' Interaction/ Public Participation:

   Treasury Officer takes into consideration of the grievances of the Public/ Pensioners and takes utmost sincerity to solve Problem. He takes care that no person should be harassed in the Treasury Functioning.

7. Grievance Redresses Mechanism:

   Treasury Organizations are having its motto for serving the Public and Pay the claim amount as per Authority. The Grievance is being heard by Treasury Officer and Remedies are immediately sorted out. Fraduleant and Wrong Payments Checked and Transparency is maintained.

Powers & Duties of Officers & Employees

[Section-4 (1) (b) (ii)]

NAME- SHRI DIPTIMAN PATRA, OFS (SG)

DESIGNATION- TREASURY OFFICER

POWERS AND DUTIES-  The Treasury Officer is the immediate Control of the Treasury. He is responsible for through observance of all Rules prescribed for his guidance in every branch ofhis duties and for strict attention to all detailed of the daily routine of the Treasury work.

The Treasury Officer is personally responsible for all sums of Money disbursed by him in a Public capacity without Authority
Special precaution to be Observed by the Treasury Officer in matter relating to receipt, custody and payment of Government Moneys under Rules and Regulations prescribed under Odisha Treasury Code Volume-I.
The Treasury Officer is responsible to the Collector ofthe District for the Working of the Treasury. Custodian of cash balances and stamps.
Responsible for keeping Accounts of the Treasury strictly in accordance with the Directions contained in Account Code issued by Auditor General, Regularity ofall Transactions taking place a the Treasury.

 

2. NAME- SMT. SWARNALATA SOY , OFS (JB), SHRI SUMIT KUMAR AGRAWAL, OFS (JB)

DESIGNATION- ADDITIONAL TREASURY OFFICER

POWERS AND DUTIES- The Powers and Duties of the Additional TreasuryOfficer will subject to overall control of the TreasuryOfficer, be such as may be declared in writing by the Collector/DTI/ Administrative Department from time to time.

 

3- DESIGNATION- SENIOR ACCOUNTANT, ACCOUNTANT

POWERS AND DUTIES- The Senior Accountant and Accountant are  responsible Under the Orders of theTreasury Officer for keeping complete Records of cash and Book Transactions, compilation of prescribed accounts and returns strictly in accordance with the Directions and Orders in force.
The Accountant is also required to see that the Rules and Orders in force are observed in respect of all transactionsof the Treasury and to bring all cases of irregularity tothe notice of the Treasury Officer.

 

4. DESIGNATION- SENIOR ASSISTANT, JUNIOR ASSISTANT

POWERS AND DUTIES- To assist Accountant/ Treasury Officer in passing of Bills and cheques of DDOs/ Challans of Departmental Officers and Public/ preparation of Monthly Pension Bills/ First Payment Pension Bills of Pensioners and rendition of Accounts to Proper Quarter in due time.

Procedure Followed in Decision Making Process

1) What is the procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Ruleof Business Manual and other Rules/ Regulations etc. can be made


Finance Department, Government of Odisha is the Repository of all Powers regarding Financial Matters as Applicable to Treasuries including that of taking a Decision which is conveyed as Concurrence, but for sake of Administrative convince Powers has been Delegated to Subordinate Authorities including that of Heads of Department declared Under Appendix-III of Odisha Service Code, the Director of Treasuries & Inspection is one such Authority.
Below him in the Hierarchy of Treasury the Treasury Officer acts as the Executive Head, the Collector of the Districtremains the Administrative Head.
Decision is taken at Higher level, which is implemented by the Treasury Officer at Treasury. The Treasury Officer being the Head of Office in respect of his own Establishment is the Appellate Authority and the Additional Treasury Officer is the Public Information Officer.


2) What are the documented procedures/ Laid down procedures/ Defined Criteria/ Rules to arrive at a particulardecision for important matters? What are different levels through which a decision process moves?
Any Complaint received by the Officer is the Hierarchy and if the Subject comes within his Power may be Disposed off at his Level, otherwise it is referred to Officer above for a Decision. However the Powers to be exercised by the Higher Authority in exigencies of Public Service as Applicable to Treasury Organization.


3) What are the arrangements to communicate the decision to the public?


The Decision of the Authority may be Communicated by him or may be sent to the Officer who has referred it for a Decision who in turn may Communicate the same.


4) Who are the Officers at various levels Whose opinions are sought for the Process of Decision making?

Treasury Officer- Director of Treasuries & Inspection, Odisha, Bhubaneswar- Finance Department.


5) Who is the final authority that waits the decision?
Decision can be taken at various levels as Applicable respective Officers. However Finance Department is the Final Authority.

Bills presented shall be passed within three days of presentation if found correct as per the Rules of Odisha Treasury Code-Volume-I. The pension bills are passed as per the authority of the A.G (O), CDAP, Allahabad and Controller of Accounts, Odisha, theinstructions there in on proper identification and drawl particulars by the last D.D.O. All the records are maintained as per the Odisha Record Manual.
