Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1) Name of the Public Authority :-    District Fishries Officer, DEOGARH

2) Objective of the Public Authority:

The aims and objectives of the Public Authority are:

i) The main aim is to develop Inland Pisciculture in the light of modern technology, imparting training to the fisherman to adopt scientific pisciculture and assist them to avail institutional finance for excavation/ renovation and release of subsidy as per the norms of GOI.

ii) Production of quality fish seed in Departmental fish farms & distribution of the same to fish farmers.

iii) Encouragement offish seed production in private sector.

iv) Training to fish farmers on Scientific fish farming.                                                              

v) Information on availability of inputs.

vi) Awareness in recent advances in Aquaculture.

vii) Laboratory support for Soil and Water Quality Testing, Nutritional Requirements and Support for Disease control.

viii) Provides Exposure visit of fish farmers to local successful fish farms and modem farms of neighboring states.

ix) Development of Reservoir Fisheries with special reference to Stocking Management, Conservation and Fishing with Socio-Economic Upliftment.

x) In over the Entire Main Objective is Holistic Development of Fish & Fisheries of the District.

3) Brief History of the Public Authority and Context of its Formation:

   Pisciculture started receiving needed attention on setting up the FFDA in the District in the year 1995. The A.D.F.-cum-C.E.O., F.F.D.A. Deogarh looks after the Promotion of Pisciculture in the District. The position has been changed to District Fisheries Officer. There is one AFO stationed at each Block Headquarter to look after the Production, Distribution of Fish Seed and Capture Fisheries along with development of new water bodies. One Addl. District Fisheries Officer is posted at District Headquarter to assist District Fisheries Officer There is one departmental fish farm located at Barkote to Cater the fish seed demand of the District.

Note: After receipt of a message/ dak first. Seen by the HOI and get marked to concerned DA through Issue and Diary section in 20-30 minutes. After receipt by the DA, he put up the letter as per the urgent nature of the letter and final decision taken by the District Fisheries Officer, Deogarh.

The District Fisheries Office function is to encourage the public for fish farming where the technical officer posted in each block as Asst. Fisheries Officer & Jr. Fisheries Tech. Asst. Technical officer like A.F.O. also posted as technical officer for Block. There is Co-Operative inspector for monitoring of Fishermen Co-Op Societies. All are monitoring the fisheries activities as per the Govt. instruction.

Manner of Execution of Subsidy Programmes

[Section-4 (1) (b) (xii)]

In the year 2017-18, the govt of Odisha keeping the mind the interest of fish farmers and members of the fishing industry started a new scheme known as the  “New pond scheme for fishing” (Malsya pokhari Yojana) with its own finances, to increase fish production in the state

After the discountenance of fish farmers development scheme in the year 2016-17, in the new scheme “Blue Resolution scheme” the central govt did not provide sufficient funds to the state, So the Odisha state govt started this new scheme from its own budget.

4150 metric tones of inland water fish and 500 metric tones thumbnail prawn additional production was planned.

  1. With subsidy on a project value of Rs.8.5 lac. 50% assistance per hector
  2. On a project value of Rs.2.5 lac. for thumbnail prawn production, 50% assistance per hector
  3. A lowest water holding capacity of 0.2 hector and highest upto 2 hector area. Fish farmers can create pond.
  4. With a view to increase the production of fish finger production fish farmers should have a minimum 0.1 to 1.00 hector size of pond where 100 gm. or more bigger size fish can be produced. In case, where the size of the pond is one acre or more, it is mandatory to have 10% of the total area for fish fingers
  5. After Capacity the pond construction work, farmer to get 50% of the subsidy and the rest after starting fish fingers
  6. To get subsidy the farmer should approach the fisheries officer stationed at block level / district fisheries officer and completed the necessary formalities
  7. The beneficiary should have ownership of the land

To increase the quality fish fingerling availability through the state during on set monsoon season.

 

  1. Input Assistance to WSHG for pisciculture in GP tanks

To utilize the gram panchayat tanks for pisciculture by providing income generation opportunities for local WSHGs.

 

  1. Popularization of fisheries machinery / equipment (Net)

To support the coastal communities by provision of new wooden / FRP Boat. Engine and purchase of new fishing net.

 

Intensive quaculture through biofloc technology

To promote high-yieldig intensive fish farming in a small area using biofloc technology. (2-6 tanks)

 

  1. KCC: The KCC facility will meet the short farm credit requirements of rearing of animals birds. Fish shrimp other aquatic organism capture of fish.

 

  1. Excavation of grow out tank: - To create additional water bodies for intensive aquaculture in inland sector through excavation of new tanks/ponds in the state

 

  1. Bio-flok: - To promote high yielding intensive fish farming in a small area using biofloc technology (large – 50 tanks), (medium – 25 tanks), (Small-7 tanks)

 

  1. Fish transport vehicle (motor cycle / auto rickshaw with ice bank)

To link producer with consumers through establishment of integrated cold chain facility.

 

  1. Establishment of Mini fish feed plant

To ensure timely availability of quality aqua. Feed to the farmers / entrepreneurs engaged in pisciculture / shrimp culture and thus to ensure enhancement of production and productivity of fish / shrimp.

 

  1. Bio-floc

 Aquashop: providing fish farmers with essential inputs like quality fish seed, feed fertilizers & equipment for boost aquaculture productivity.

 

  1. Mini fish feed mill: To produce high quality, nutritionally balanced and cost-effective fish feed locally to enhance quaculture productivity.

 

  1. Ornamental fish breeding & selling centre: Aim to produce, area and market colorful aquatic organisms

 

  1. Fish and shrimp fry production hatchery

To ensure a reliable consistent and high quality supply of seed to support aquaculture farming.

 

  1. Fish processing Plant: - To convert raw fish into safe high quality and value added products while extending shelf life reducing post harvest loses and maximizing economic return.
