Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Aims and Objectives of the Organization:
The main objective of the R.T.O. Office Rourkela is to:
a) Registration of Motor Vehicles.
b) Motor Vehicle Revenue Collection.
c) Issuance of Driving License.
d) Functioning of R.T.A. (Regional Transport Authority).
e) Issuance of Permits of Goods Carriage & Transport Services Vehicles.
f) Maintenance of Enforcement activity strictly to Motor Vehicles in the jurisdiction.
2. Mission/ Vision:
a) To control the Transport System from country to the State to District.
b) To provide good, healthy & discipline transport system to the society.
c) To achieve the financial target which is fixed by the State.
3. Brief History and Background for its Establishment:
Rourkela R.T.A. function w.e.f. 01.4.1984. At present this office consisting whole of Rourkela jurisdiction i.e. Birmitrapur Municipality, Nuagaon block, Kuarmunda Block, Lathikata Block, Bisra Block, Rourkela Municipality Corporation, Gurundia Block, Bonai Block, Lahunipara Block and Koira Block.

M.V. Check Gate- Biramitrapur Check Gate, Technical Section, R.T.O., Rourkela Enforcement System R.T.O., Rourkela, Map of the Region has been printed and affixed in the chamber of the R.T.O.

5. Allocation of Business:
a) R.T.O:
Empowered to issue D.L./ Registration of Vehicles/ Renewal of D.L./ T.O./ Tax Recovery Officer for collection of arrear/ Disposal of V.C.Rs.
b) Asst. R.T.O.:
He is look after the check gate affairs of Birmitrapur Unified Check Gate such as deposit of collected revenue and maintenance of cash book of the check gate.
c) I.M.V.:
Inspection of accident vehicles/ Government vehicles inspection for & after repair/ vehicle inspection for issue of F.C./ testing of candidates for issue of D.L.
d) Addl. R.T.O. (Enf.):
Disposal of VCR in the office team lead of Enforcement Staff.
e) Traffic Inspectors:
Checking of vehicles to detect offences under M.V. Act.
f) Jr. M.V. Is.:
Posted to check gates to checking of vehicles to detect offences under M.V. Act.
6. Duties & Responsibilities:
Over all supervisions of all the officers of the office and to enforce the M.V Act & Rules made there under in the District.
7. Details of Service Rendered:
Discharge all duties under M.V. Act. His primary function as RTO is to collect M.V. revenue & other regulation to M.V Act
8. Citizen Interaction:
Organizing Road Safety Work to make awareness among the general public with regard to Traffic Rules.
9. Grievance & Redress mechanism:
Grievance of the public has been heard in priority basis and dispose up as per law.
10. Working hours for Office & Public:
10 A.M to 5.30 P.M. with launch break from 1.30 P.M. to 2.00 P.M. both for public and office. In emergency situation the office function for round the clock.
