5. Main Activities/ Functions of the Public Authority:

Facilitates: Integrated Grid operation for Quality, Security & Reliability of power supply in the State of Odisha in coordination with ERLDC.

Coordinates: Drawal schedule from State sector generators, CGPs, Bilateral trading and Open Access.

Provides: A venue for intra and regional exchanges.

Telemeters : Live data from major generating plants and sub-stations in the State

Issues : Clearance for outage of elements for maintenance work including State sector Generators

Supplies : Management information about performance of system operation

Supports : Users in power system studies

Monitors: Generation of State power stations, power flow in major lines & tie lines frequency and voltage, open access transactions, ISGS drawal schedule.

Endeavors: To maintain network security and grid discipline.

Ensures: Compliance of all directions issued by RLDC to STU / Generating companies / any other licensee of the State.

Enforce: The decision of ERPC.

Implements: OGC / IEGC and Regulatory directives.

7. Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:

To enhance the power system visibility and improve the quality of supervision of grid operation on real time basis, the control rooms at the National, Regional and State level have been equipped with a state-of-the-art communication and data acquisition system(DAS).

The vital system variables are measured by RTUs / transducers installed at all the important locations. The recorded data is transmitted through communication channels and ultimately displayed in the operator consoles in the load dispatch centres.

The real time data is archived continuously and is later retrieved for analysis of events occurring in the grid.

Particulars of Arrangement in Formulation of Policy

[Section-4 (1) (b) (vii)]

The basic polices of the company are formulated at the Board of Directors level, which is laid down n consonance with the instructions, guidances and polices received feom the government from time to time.

The policies and decisions taken by the Board are communicated to all concerned department /functional heads for information . For this purpose, office orders and circulars are issued.
The three functional Directors viz. Directos (Finanace), Directos (Engineering) and Directos (HRD), oversees the formulation of the Policies and their implementation through respective departmental heads i.e. CGM, Sr. GM, GM and rest of the officers and support staff for this purpose.
Different cases pertaining to different departments are handled as per the set procedure and policy and in tune with the laid down delegation of powers. The matters are processed and reached up to the respective competent authority and after the decision the same is implemented accordingly.
