As required under section 4 (I) of R.T.I Act. as well as instructions of Govt. in Health & Family Welfare Department, this hand book is prepared to provide necessary information to all bonafied citizens and the to access information relating to NRHM. Its aim, objectives, achievements, programmes implemented etc. in the State. It is hoped that all citizens will get full and adequate information on NRHM in the State in order to promote transparency and accountability of the organization.
i. The objective of the suo motu disclosure is to provide requisite information pertaining NRHM activities in the State, to the public as required under RTI Act which will be useful as a ready reckoner by the public. All the benefited citizens of the country may use this disclosure.

Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Objective Purpose of the Public Authority:
National Health Mission has been functioning under the overall guidance of the "State Health Mission" headed by the Chief Minister of the State. The function under the Mission has been carried out through the Odisha State Health & Family Welfare Society. The SPMU/Mission Directorate is acting as the Secretariat to the State Health Mission as well as the State Health Society, Headed by an Executive Director/Mission Director.
The National Rural Health Mission has been in operation since June 2005 in Odisha and has been renamed as National Health Mission (NHM) after widening its service coverage to urban areas. It aims to improve access of rural & urban people especially poor women & children to equitable, affordable, accountable and effective primary health care. It aims at effective integration of health concerns with determinants of health like sanitation & hygiene, nutrition & safe drinking water through a district plan for health.
It seeks decentralization of programmes for district management of health. It aims to undertake architectural correction of health system to enable it to effectively handle increased allocation as promised under the National Common minimum Programme and promote policies that strengthen public health management and services in the country. NHM subsumes of all existing programmes like Reproductive, maternal, Newborn, Child and Adolecent Health, Immunization, National Disease Control Programme, and Integrated Disease Surveillance Project. It aims at integration of all vertical Family Health Programmes and funds for optimal utilization for infrastructure and strengthening delivery of primary health care.
State Programme Management Unit (SPMU)
The SPMU will act as the secretariat to the State Health Mission as well as the State Health Society, Headed by an Executive Director/Mission Director. The SPMU will have experts in the areas of human resources, BCC, M&E and other technical areas, recruited from the open market. The SPMU will provide the technical support to the State Health Mission through its pool of skilled professionals like MBA, CA, MIS Specialist and Consultants for RCH (RMNCH+A) and other National Disease Control Programmes. This technical pool would be accessed by all programmes under NRHM for providing specific programme support related to logistics, financial management, MIS, tracking of funds etc.
After sanction of State Action Plan by the Governing Body of State Health Society and of District Plans by the Executive Committee, funds could be released through joint signatures of two authorized signatories (viz. State Program Manager/DHS and Secretary (HFW/Mission Director). The actual release of funds would be made on the requisition of the concerned Programme Officer. However, the responsibility of financial management, including tracking of funds, preparation of Utilization Certificates and audit of the Society, shall be overseen by the SPMU.
2. Mission/ Vision:
The National Health Mission seeks to provide effective healthcare to rural and urban population throughout the country with special focus on 18 states, which have weak public health indicators and/or weak infrastructure.
These 18 States are Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand, Jammu & Kashmir, Manipur, Mizoram, Meghalaya, Madhya Pradesh, Nagaland, Odisha, Rajasthan, Sikkim, Tripura, Uttaranchal and Uttar Pradesh.
The Mission is an articulation of the commitment of the Government to rise public spending on Health from 0.9% of GDP to 2-3% of GDP.
It aims to undertake architectural correction of the health system to enable it to effectively handle increased allocations as promised under the National Common Minimum Programme and promote policies that strengthen public health management and service delivery in the country. It has as its key components provision of a female health activist in each village; a village health plan prepared through a local team headed by the Health & Sanitation Committee of the Panchayat; strengthening of the rural hospital for effective curative care and made measurable and accountable to the community through Indian Public Health Standards(IPHS); and integration of vertical Health & Family Welfare Programmes and Funds for optimal utilization of funds and infrastructure and strengthening delivery of primary healthcare.
It seeks to revitalize local health traditions and mainstream AYUSH into the public health system. It aims at effective integration of health concerns with determinants of health like sanitation & hygiene, nutrition, and safe drinking water through a District Plan for Health. It seeks decentralization of programmes for district management of health. It seeks to address the inter-State and inter-district disparities, especially among the 18 high focus States, including unmet needs for public health infrastructure. It shall define time-bound goals and report publicly on their progress. It seeks to improve access of rural people, especially poor women and children, to equitable, affordable, accountable and effective primary healthcare.

The Society shall serve in an additional managerial and technical capacity to the Department of Health & Family Welfare, Government of Odisha for the implementation of National Health Mission (NHM) in the State.

The PPP policy in health sector has been evolved in PHC management, Urban Health and Malaria Control etc. Besides outscoring hospital cleanness, Security Services , Help Desk for patients, Mega Health Camp, RCH Camp and Tribal Health Camp evolving MNGOs , FNGOs and NGOs are also implemented through PPP mode.

Procedure Followed in Decision Making Process

1.What is the procedure followed to take a decision for various matters ?
(A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).
2. What are the documented procedures/ laid down procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?
Detailed guidelines have been developed at State level based on rules and procedures laid down by Govt. of India, OSH&FWS and Govt. of Odisha for all programmes and activities. Based on these approved guidelines, activities are undertaken at the different levels.

However, all activities under NRHM are approved by GOI annually based on Programme Implementation Plan of the State, which is subsequently approved by OSH&FWS, is the main document for taking decision.
All decisions are being taken as per delegation of administrative and financial powers entrusted by the OSH&FWS to different Officers.
3. What are the arrangements to communicate the decision to the public?
There are no arrangements to communicate the official decision to the public directly. It is issued in shape of order, guidelines, instructions to sub-ordinate offices under NRHM, Broachers, Leaf lets , Public Press Information including disclosure in NRHM website.
4. Who are the officers at various levels whose opinions are sought for the process of decision making?

5. Who is the final authority that waits the decision?
Mission Director is the final authority and wherever necessary, approval of Principal Secretary to Government, Health & Family Welfare Department as Chairperson of EC, OSH&FWS and Chief Secretary, Odisha, as Chairperson of GB, OSH&FWS are being taken. All matters related to policy decisions and where major/sensitive decisions needs to be taken, in those cases files moves to Govt.
