Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

Office of the Executive Engineer, Minor Irrigation Division, Khariar, Nuapada is located at Khariar, Nuapada, Odisha.

This office comes under the Department of Water Resources, Govt. of Odisha.
The main function of this institution is to Construction and maintenance of Minor Irrigation Projects to provide irrigation facility to farmers different.

1. Aim and Objectives of the Organization:

 

 The main Aim and Objective of Minor Irrigation Organization (Flow) under the Department of Water Resources is to create irrigation potential in the State of Odisha by constructing new M.I. Projects and renovating old ones.

 

The Projects with the potential of supplying irrigation to the ayacut between 40 Ha. and 2000 Ha. are within the purview of Minor Irrigation.

 

In addition to creation of new irrigation potential, the Organization also takes up the annual maintenance and repair work of deserving M.I. Projects under its control so as to maintain the extent of irrigation potential in respect of such M.I. Projects.

 

2. Mission/Vision:

 

Of late, emphasis is being given on farmer's participation in the maintenance and operation of the projects, mainly distribution system. For this Pani Panchayats have been formed and some are yet to be formed.

 

The improvement of some M.I. Projects has been done under E.C. Aid. The Water Tax of such projects which have been turned over to Water Users' Association is no longer being collected by the Government and the collection of tax and repair and maintenance and operation of distribution system is being managed by the W.U.A.

 

It is the intention of Government that the burden of tax collection and annual maintenance of the M.I. Projects (mainly distribution system) should independently be shouldered by Pani Panchayats in future.

 

 The mission of this Organization is to utilize every drop of water which is very precious and to reduce the wastage of water to nil, so that, with just and equitable distribution of water, the 2nd green revolution will be achieved and the smallest land holder may be self sufficient in food grains. This will help reduction of migration.

 

3. Brief History and Background for its Establishment:

 

The Organization was created in the year 1962 as Rural Engineering Organization, under R.D. Deptt. to take care of the Rural roads, Rural buildings and Minor Irrigation Projects.

 

But in the year 1980, the Rural Engineering Organization was abolished and Minor Irrigation Organization under erstwhile I. & P. Deptt. was created to look after the existing M.I. Projects and construct new M.I. Projects with irrigation potential up to 2000 Ha. In the year 1990, the Organization was brought under the control of R.D. Department. But subsequently in the year 1995, M.I. Organization was brought under the control of Water Resources Department with a view to bringing all the Organization related with Water Resources meant for irrigation under the umbrella of one controlling Department i.e. W.R. Department.Prior to 1990 this was a Subdivision under the control of M.I. Division, Kalahandi.On 1.4.90 this became newly organized division with 3 Nos. subdivisions namely Khariar, Sinapali & Nuapada.

 

 4. Allocation of Business:

 

For smooth functioning of M.I. Division Office, Khariar duties have been allocated among the different functionaries.

 

In the Executive Engineer's Office there is one Accounts branch which is entrusted with the work of Preparation of Annual Budget and monitors the expenditure towards expenditure incurred for the constructional work to Projects. Also monitor the submission of the Monthly accounts of sub divisions entrusted to them along with preparation of Divisional accounts. The accounts branch is headed by a Divisional accounts officer deputed from DAG.

 

 

There is also one estimating branch which is entrusted with preparation and checking of estimate, preparation of tender works, preparation of work programmers for different MIPs & monitor the information's for district level meeting, higher offices meetings. The Land acquisition and forest clearance matters are dealt and initiated from estimating branch. The branch is headed by one Assistant Exe. Engineer, Estimator and to assist him one  Assistant Engineer. But due to vacancy of Assistant Exe. Engineer, Estimator. The branch is headed by two Junior  Engineers, Estimator who performed the duty of Assistant Engineer, Estimator is in the Branch. There is one establishment branch to help Executive Engineer in establishment matter. There is one Divisional cashier to help the Executive Engineer in cash matter.

 

5. Duties to be performed to achieve the Mission:

 

To provide maximum irrigation so as to increase food grain production all the employees of the organization are to perform their duties sincerely.

 

There are 3 Nos. of Sub Divisions i.e. at Khariar, Sinapali & Nuapada, headed by Asst.Executive Engineers who are in charge of operation and repair/ maintenance of existing M.I. Projects and construction of new M.I. Projects. There are 9 No. of M.I. Sections including one U.G. Section manned by Junior Engineers and One Assistant Engineer respectively. The Junior Engineers work under different sections.

 

The survey and investigation of projects and execution of works are done by the Sub Divisions.

 

 The Junior Engineer are responsible for Survey, Investigation, Preparation of Estimates, Execution of work, Taking measurements, Preparation of Bills for payments and interaction with beneficiaries for judicious supply of irrigation water for its optimal utilization.

 

6. Details of Services Rendered:

 

Providing flow irrigation to the crop through M.I. Projects at the appropriate time, to the required extent depending on the availability of water is the main service rendered by the Organization.

 

7. Citizens' Interaction:

 

Interaction with the citizens, at times, takes place during tour of the Executive Engineer / Sub Divisional Officers to different project sites. The people discuss/ put forth demand or views regarding construction of new project and suitability of the proposed site or otherwise.

 

Interaction also takes place between the field functionaries of the Organization and the general public during election of Office bearers of Pani Panchayat or meeting convened by the Departmental people to create awareness among the beneficiaries for formation of Pani Panchayat.

 

8. Grievance Redresses Mechanism:
For redressed of grievances in Executive Engineer's Office oral grievances are heard and grievance petition are received by the Executive Engineer, M.I. in the Office between 3.30 P.M. to 5 P.M. on every Wednesday (excepting holiday and tour days).

 

For Sub-ordinate Offices, the grievance petitions are received as and when submitted and actions for redressal are taken immediately or in due course.
