Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1) Brief History of the Public Authority:
The Panchayat Samiti Office, Bisra has been functioning at Bisra under Panposh Sub-Division of Sundergarh district since 1955. This organization has been constituted as the second tier of the three tier Panchayati Raj system as per the Panchayat Samiti Act, 1959 consisting of 15 Grama Panchyats and 71 revenue villages as detailed below.

2) Functions & Duties of the Public Authority:
The functions of the Panchayat Samiti Bisra are given below.
a) Implementation of Rural Development works and building infrastructure like improvement of Village roads, Dwelling houses, Public buildings, Irrigation facilities.
b) Implementation of Antipoverty Programmes like Old-age care, Family benefit scheme, care of distressed widows and handicapped persons relief to the distressed persons etc.
c) Spread of primary education.
d) Improvement of standard of living of the people through providing income generating vocations or self employment and labour employment, drinking and sanitation etc.
e) Supervision of the Co-operation, Industrialization, Pisciculture, Public Distribution System (PDS), Welfare of the ST&SC Community, Agriculture etc.
The duties of the Panchayat Samiti are confined to implement various schemes and programmes of the Central and the State Governments as per their guidelines on the functions delineated above in order to boost general living standard of the rural poor. For this, Block Level Officers of almost all the Departments of the Govt. are posted/ attached to the Block to look after their respective works under the overall supervision of the Block Development Officer.

He has been appointed as Public Information Officer of the organization under this Act. |

Welfare Extension Officer |

The Welfare Extension Officer or WEO is entrusted to implement of all the schemes of the ST&SC Welfare Department in the Block like supervision of MDM, ST Hostels, distribution free-books and Stipends to the SC&ST Students. |

He also responsible for enforcement of the provision of the Regulation-2 and OLR Act. |
|
|
The WEO is responsible for implementation of various schemes of the Integrated Tribal Development Agency (ITDA) in the PS area like selection of beneficiaries and looking after their training, financing and rehabilitation etc. |

Grama Panchayat Extension Officer or the GPEO is responsible for inspection of the Grama Panchayats of the PS and guides them to carry out the business as per the Odisha Grama Panchayat Act and submits reports and returns to District Panchayat Officer and the Block Development Officer. |
Designation Fishery Extension Officer (FEO) Powers & Duties The Fishery Extension Officer or FEO is to look after the spread of Pisciculture in the PS area. He works under the control of the District Fishery Officer but submits reports to the BDO for necessary supervision of Projects. Designation Social Education Officer (SEO) Powers & Duties The Social Education Officer or SEO or Lady SEO as the case may be is responsible to implement the various Social Assistance Programmes and poverty alleviation programmmes of the W&CD Department of the central and State Govt. These programmes are OAP, NOAP, WP, ODP, NFBS, AY, AAY and other feeding programmes. She prepares list of beneficiaries, disburses pensions and assistances and supervises the schemes intended for mother and child welfare. Further she attends to other socio-cultural activities and formation of NGOs and regulates activities thereof. Designation Marketing Inspector Powers & Duties The Marketing Inspector or MI is responsible to look after the Public Distribution System in the PS area. He maintains the list of the Storage Agents, Retailers, Beneficiaries or Card-holders and prepares the monthly allotment orders and supervises the lifting and distribution of the controlled commodities to card-holders. He also submits monthly reports and returns to Civil Supply Officer, Sundergarh and the BLAC as and when required. Designation Industrial Promotion Officer Powers & Duties The Industrial Promotion Officer or IPO works in the PS office as an agent of the Industry Department and under the control of the District Industries Centre. He performs according to the direction of GM, DIC and implements the schemes intended to set up industrial units for self-employment mostly poor families in the PS area. Designation Sub-Inspector of School Powers & Duties The Sub-Inspector of Schools is responsible for spread of Primary Education in the PS area. He works under the control of the District Inspector of Schools but is accountable to Block Development Officer for running of teaching, Midday meals, and related matters, Very often the teachers of the Primary Schools work for conduct of various census works, revision of Electoral Rolls etc. and as such the SI of Schools supervises that aspect also. Designation Head Clerk-cum- Accountant Powers & Duties The Head Clerk-cum-Accountant is the head ministerial Officer of the Block Office at the same time & he is the Accountant of the Panchayat Samiti Bisra. So he is responsible to manage all the ministerial works of the Block Office as per the Odisha Records Manual and checks bills and vouchers of Panchayat Samiti as per the Panchayat Samiti Accounting Procedure. He is also appointed as the Asst. Public Information Officer of this organization. Designation Dev. Clerk-cum-Junior Accountant Powers & Duties The Dev. Clerk-cum-Junior Accountant is in charge of the Records of the developmental works and takes care of their maintenance, submission of report & return, correspondence on developmental matter. He also remains in charge of Store and Stock of the materials. Designation Establishment Clerk Powers & Duties The Establishment Clerk is also a Senior Clerk who is kept in charge of the establishment matter like preparation pay-bills, maintenance of leave register, Service books of Block Staff and allied matters.
Designation Cashier Powers & Duties The Cashier is a Senior Clerk who is in charge of the cash, cheques, Receipt Books etc. He maintains the Cash Books of the Panchayat Samiti and preserves them for inspection and audit. Designation Junior Clerk Powers & Duties There is a Junior Clerk in this organization to deal with receipt, issue & dispatch of letters, correspondence. Designation Village Level Workers Powers & Duties The Village level workers are posted in the P.S. with definite job chart. They are allotted Gram Panchayats to act as Executive Officers of the concerned G.P and thus execute all developmental works of the concerned GP. They perform various functions like collection of applications under self Employment schemes and take responsibility for selection of beneficiaries under IAY, SGSY etc. Designation Peon Duties They attend the office and officers as per duty allotted to them. Designation Night Watchman Duties Though at present the post of Night Watchman has not been filled permanently a person has been engaged on daily wages basis to watch the material Godowns & he also acts as sweeper. Designation Computer Programmer/ Addl. Computer Programmer Duties He attends all the computer related activities and updates the web sites.

Procedure Followed in Decision Making Process

What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual and other Rules/ Regulations etc. can be made)
The Panchayat Samiti considers and deliberates in its meetings on the issues pertaining to welfare of the general people of its jurisdiction and takes decisions which are implemented as per general rules in force. In most of the cases various developmental schemes chalked out by the Central and the State Government like BRGF, S.G.R.Y, NFFWP, RSVY, IAY, MPLAD, MLALAD etc. are implemented through the Panchayat Samiti as per the guidelines authorized by the respective Governments/ Departments. The supervision of implementation rests with the Block Development Officer and the officers attached to the P.S. They are accountable to the Government/ Departments through the Project Director DRDA Sundergarh/ the Collector Sundergarh who supervise their action at the district level.
