Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1) Brief History of the Public Authority:
The sub-collector's office is 2nd in command after District administration. It is the pivot around which sub-Divisional Administration revolves..
2) The prime duties of the office are as follows:
i) To maintain law and order in its administration area, it deals with cases U/S. 107, 109, 110, 133, 144 and 145 under Cr. P.C. To keep peace in the locality, the sub-collector conducts Police Magistracy Meeting for better co-ordination between Police and Magistrate.
ii) It administers social Security Measures such as OAP, WP, NOAP, ODP, NFBS etc. Besides sub-collector is competent to sanction Gratuitous Relief to the needy for one month.
iii) It has a welfare Wing and Revenue Section. To render social justice to ST/ SC people it deals the cases under Reg.2/1956 and 23,23 (A) of OLR Act. There is a Sub-divisional Task Force committee under the Chairmanship of Sub-collector. It enforces various measures for betterment of ST/ SC people.
iv) This office rings to the notice of the collector all instances of epidemics, loss of life, damage of properties and crop loss on account of national calamity & administer relief to the affected people.
v) This Office monitors Public Distribution System. It is the responsibility of Sub-collector that the essential commodities are distributed to BPL families and others as per Rule.
vi) It supervises distribution of house sites and wasteland to the homestead less and landless persons.
vii) QAs Electoral Registration Officer, it ensure registration of name of every adult in the Electoral Roll. This Office conduct Election to Odisha Legislative Assembly and Lok Sabha.
viii) It has a Small Savings Branch. It encourages small savings in the area .
ix) It monitors ICDS Programme such as MDM, immunization, health Camp etc.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
What are the documented Procedures/ laid down Procedures/ Defined Criteria/ Rules to arrive at a particular decision for important matters? What are different levels through which a decision process moves?
This office carries out important decision taken up at District level. It supervises and monitors financial activities of G.P, Block and ICDS. It brings to the notice of District Administration in case of any misappropriation of funds etc. There are grass root level Officers like R.I. Office, Tehsil Office, Gram Panchayat Office, Block, ICDS Office etc. This office is accountable for implementation of Govt. Programme.

To Supervise Revenue Administration at Tehsil level, a monthly Revenue Meeting is held. A Task Force Committee which also sits every 2 months. This office also conducts monthly PDS Meeting and SDCC Meeting.

The Task Force Committee is and important arrangement to discuss various problem of ST people. 2 nos. of ST members are represented to this Committee for better deliberation.
Likewise, 3 ST members have been included in the Sub-Divisional Level Forest Right Committee as representative for improvement of ST & other Traditional Forest Dwellers.
Furthers, there is a one Sub-Divisional Vigilance Committee to discuss various problems of bonded laborers and their re-habilitation. there are 6 nos. official members in this Committee

ii)No. of AAY Card:-193563 nos.(@35 k.g Rice per card @ Rs. 1.00)
