Particulars of Organization, Functions & Duties

1. Aims & Objective of the Organization:
The aims & objective of District Industries Center, Balasore is to promote for establishment of Micro, Small & Medium Industries, Handicraft Industries, Cottage & Village Industries and Coir Industries in the district of Balasore. The promotional activities are inclusive of assisting the industrial entrepreneurs and artisans of Cottage & handicraft Industries Sector of the district for obtaining finance from different financial institutions, providing Marketing Assistance & Entrepreneurship Development Training in all of the above sectors, recommendation for raw materials and IDCO Land & Shed, facilitating benefits under different Industrial Policy Resolutions (IPRs) from time to time, organization of artisans co-operatives for development of Cottage & Handicraft Enterprises, implementation of different Government Sponsored Schemes.
2. Mission/ Vision:
a) Employment generation and improvement of the socio-economic status of the populace of the district by setting up micro, small & medium enterprises.
b) Rehabilitation through financial assistance from different financial institutions, insurance coverage and obtaining of Artisan Credit Card for Handicraft Artisans.
c) Employment generation in Industry & Service sector through Prime Minister's Employment Generation Programme (PMEGP) scheme.
3. Brief History & Background for its Establishment:
The District Industries Center, Balasore has been functioning since 1978, in order to provide service to the people of Balasore district in all respects of industrial promotion i.e. preparation of project reports, facilitating financial assistance from financing institutions, marketing assistance, allotment of Govt. land and shed, Raw-material recommendation, imparting of Entrepreneurship Development Training to prospective entrepreneurs and providing different technical know-how etc. under one roof.
3. Duties of the Public Authority:
To uplift the socio-economical status of the inhabitants of Balasore district by creating massive employment & income generation opportunity for educated and unemployed people through establishment of micro, small and medium enterprises and to provide self employment through various schemes such as PMEGP, R.H.A, R.C.A, MCM Training Programme . The General Manager, DIC, Balasore has been taking effective steps to fulfill the target under different schemes with the help of entire mechanism of the office set up.
4. Main Activities/ Function of the Public Authority:
The Industries Promotion Officers posted at Block level are responsible for identification of entrepreneurs/ artisans and providing them necessary assistance for preparation of scheme/project reports, forwarding their registration applications, loan proposals to DIC Balasore. The Industrial Supervisor, IPO (Hd. Qtrs), KVIB Supervisor ,Salt Supervisor and Coir Supervisor posted in the office of DIC, Balasore are endorsing their files through District Cottage Industries Officer and Asst. Manager to the General Manager, DIC, Balasore for final disposal.
5. Details of Service Rendered:
The D.I.C, Balasore has assisted the Industrialists/ Entrepreneurs & artisans by providing project profiles/ reports, Technical know-how, Entrepreneurship Development Training, Skill up gradation training, Marketing assistance, assistance to obtain finance from different Financial Institutions, raw materials and Govt. land & sheds.
6. Expectation of the Public Authority from the Public for Enhancing its Effectiveness & Efficiency:
Any public is eligible to contact the officers at DIC, Balasore Head Quarter as well as Industries Promotion Officers at Block Head Quarter for discussion and interaction regarding setting up of enterprises.
7. Arrangement & Methods made for Seeking Public Participation/ Contribution :
One guidance Cell has been functioning in DIC, Balasore where general public are getting help/advices to establish their industrial ventures. Besides, different Seminars, Workshops and motivational Campaigns are jointly organized by DIC Balasore with reputed organizations like MSMED, NSIC, IED, KVIC etc to provide industrial awareness among the general public.
8. Mechanism Available for Monitoring the Service Delivery & Public Grievance
Resolution :
General Public/entrepreneurs/industrialists/artisans are eligible to contact the General Manager, DIC, Balasore to put-forth their grievances, if any, from 11.00 A.M to 2 P.M on any working Day (except public holidays).
9. Addresses of Main Office & other Offices at Different Level:
The District Industries Center, Balasore (main office) is functioning in own building located in Balasore District Head Quarter, At - Angargadia, Issannagar. The Field level IPO offices are functioning in each block inside the premises of respective block office.
10. Working Hours both for Office & Public:
The Normal official working hour (except holidays) is from 10.00 A.M to 5 P.M. During summer season the office is functioning from 7.00 A.M to 1.00 P.M (except public holidays). General public are allowed to contact different officers at DIC, Balasore Hd. Quarter as well as IPOs at Block Head Quarters during office hours.
