Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

History & Background of Its Establishment :

This is a Govt. organization defined as " EXCISE " Department under the control of Govt. in Excise Deptt./ Excise Commissioner, Odisha, Cuttack. This office is a Sub- Ordinate Office which is functioning in this district since inception of the district. Regarding function and duties, it is stated that duties are performed as per the Govt. rules and regulations and primarily includes, collection of Excise revenue from liquor, to control- manufacture- distribution of Govt. approved liquor and conducting enforcement to prevent/ restrict sale of illicit liquor.

1	Powers	Superintendent Of Excise shall exercise the powers conferred and perform the duties imposed on him as an Excise Officer by or under the Odisha Excise Act,2008 & Odisha Excise Rule,2017 framed there under being immediate Subordination to the Collector of the District in all Excise related matter such as grant of pass/ permit, collection of Excise revenue, settlement of Excise Shops, in conduct of Excise raids and arrest of Excise offenders, confiscation/ Composition of offence. Besides he has to look after the establishment related matter pertaining to the Excise Employees etc.
2	Designation	Inspector of Excise
2	Powers	To act as per the duties and power assigned under the Odisha Excise Act and the rules framed there under and primarily includes inspection of excise shops, collection for Excise revenue, prevention of Excise crime by conducting excise raids, settlement of excise shops and carry out the orders/ instructions of Supdt. Of Excise/ Collector/ Excise Commissioner and Government etc.
3	Designation	Sub- Inspector of Excise
3	Powers	The duty of an Officer-In-Charge of an Excise Station is to manage the staff deployed in the Excise Station to work accordance with Excise laws & rules. The duties of an Excise Station broadly relates to collection of intelligence, prevention and detection of crimes to expedite investigation and to file prosecution before the Court of law in time under the Odisha Excise Act,2008 & Odisha Excise Rule,2017 & the NDPS Act,1985.
4	Designation	Assistant Sub- Inspector of Excise
4	Powers	The duty of an ASI of Excise to detect Excise cases under Odisha Excise Act & Rules. To assist investigation in all cases detected by OIC/ Other S.Is/ Inspector of Excise and other Superior Officer.
5	Designation	Excise Constable
5	Powers	The duty of an Excise Constable to collect inteliigence relating to Excise/ NDPS Crimes and criminals and communicate to the same to the Authorized Superior Authorities. To behave courteously with all sections of Public.
6	Designation	Section Officer
6	Powers	To monitor and examine the file & placed before S.E. And maintain Cash Book, Supply of M. Opium etc.
7	Designation	Senior Assistant (Excise) & Junior Assistant (Excise)

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

The procedure as maintained in the District Excise Office is that, letters/ dak, instructions, petitions received that from Govt./ Excise Commissioner, Odisha and other Higher Authority and General Public are placed before the Competent Authority for consideration and order. The concerned Dealing Assistant usually puts up the file before the Section Officer/ Deputy Superintendent of Excise. Then the file is placed before the Superintendent Of Excise. After that as and when required under the law, the file will be submitted to the Collector for approval/ decision. As per the decision/ order passed instructions/ orders/ letters are sent to different quarters for smooth execution of Excise work.
