Aims and Objective of the Organization:

The aims and objectives of the Cuttack Municipal Corporation is to provide basic amenities to its inhabitants like Health-Sanitation, Maintenance of Roads-Drains, Education, Improvement of Slum dweller, Relief at the time of natural calamities etc. 

Brief history & background of its establishment:

This Municipal Corporation was established in the Year 1876 and was known as Cuttack Municipality.It was later converted to Cuttack Municipal Corporation w.e.f. 15.08.1994 as per the Govt. order No.24145/HUD dt.28.7.1994. 

Allocation of Business:

As provided in the Odisha Govt. Rules of Business including instruction of the Housing and Urban Development Department.

As per u/s 28 of the Odisha Municipal Corporation Act, 2003 read with Rule 12 of the Odisha Municipal Corporation Rules, 2004, Municipal Commissioner delegate the authority to the Executive Engineers to approve and to accept the comparative statements of the tender. Administratively approved involving project cost below: Rs.50, 000/- in respect of the Wards allotted to them for those cases where the rate quoted by lowest quotation is within the estimated cost.

Particulars of Recipients of Concessions, Permits or Authorizations Granted

[Section-4(1)(b)(xiii)]

Name of the Programme: Installation of Telecom Towers.

Type: Permit

Objective: Installation of Telecom Towers and for laying optical fibres cables in different Urban Local Bodies in Odisha.

Eligibility: 

1.No Objection Certificate (NOC) form respective ULB.
2.Right of Way (ROW) permission

Procedure to avail the benefits (NOC / ROW):

NOC: [Annexure - A]

  1. Each ULB shall have a Single Window System (SWS) for giving license to telecom service providers. The Single Window System shall be under the Commissioner/ Chief Executive Officer/Executive Officer of the ULB or any officer/Municipal Engineer duly authorized by the ULB. The licensee/authorized service provider shall apply in the prescribed application form (Annexure-1 to this Guidelines) duly filled in along with all required documents as specified in the above guidelines to the concerned ULB in the designated single Window System,
  2. On receipt of the application and after verification of the documents, the officer-in-charge of the SWS shall-intimate t he applicant within not exceeding seven days from the date of application for depositing the requi­site fee by Demand Draft on any Nationalised Bank payable at the respective town.
  3. It shall be mandatory on the part of the Officer-in-Charge of the SWS to issue NOC within three weeks from the- date- of application subject to furnishing of all documents & prescribed fees. If the permission is not issued within the above time limit, it will be treated as deemed permission,
  4. Same procedure as above shall be followed for renewal of license with time limit for approval is 15 days from the date of receipt of application by the ULB.

If any other documents are necessary for issue of permissions, the same should be notified to the respective company in writing within such time frame so as to facilitate the issue of permi­ssion within the prescribed time limit set above.

ROW: As per Guidelines formulated by the Technical Committee of Commerce Department, Govt. of Odisha. [Annexure - B]

Time Limit to avail the Concessions/ Permits/ Authorizations:

The single window system (SWS) of each ULB shall issue NOC within three weeks from the date of application, if the permission is not issued within the above time limit, where the application is correct in all respect, it will be treated as deemed permission.

   The permission to construct TIT shall be valid for one year from the date of permission. If the TIT is not constructed within one year of permission, it shall be deemed as cancelled,

   Same procedure as above shall be followed for renewal of license with time limit for approval is 15 days from the date of receipt of application by the ULB.

Certificate to be produced:

1. For the superstructure of GBT & RTT, Structural safety certificate from the Tower Testing & Research Station, Structural Engineering Research Centre (SERC), Chennai (Council of Scientific & Industrial Research), CSIR Campus, Taramani, Chennai-600 113.
2. Structural stability certificate from the registered structural engineer in respect of the building for MIT and foundation of GBT. For RTP, necessary safety certificate from registered structural engineer.
3. For Rooftop towers, the structural stability/ safety certificate of the building shall be countersigned by the house owner. .
4. NOC from National Airport Authority for erection of tower within flying zone/funnel zone (wherever required). .'' ' ,
5. Permission from the "Standing Advisory Committee on Radio Frequency Allocation" (SACFA) issued by Ministry of Telecommunication shall be furnished bf the 1st renewal of license by the ULB.

Other Useful Information

With relation to training imparted to public by Public Authority:

a. Objective of training:

   Skill training is provided to urban poor to enhance their capacity to under take self employment as well as access to better salaried employment.

   Training is imparted in servicing business and manufacturing activities in local skill and local crafts best suited to their aptitude and interest.

b. Time period for Training:

The total training period can be up to six months.

c. Target 2008 -2009:

Unemployed / under employed urban poor belonging to BPL families are eligible for training.

e. Prerequisites :

Applicant should be of BPL family.

f. Financial and other form of help:

   Stipend is paid to the trainees if the per capita cost of expenditure is within the prescribed Govt. expenditure cost.

g. Contact Information :

   Slum Improvement Officer CMC at Bikash Bhawan is to be contacted. The community organizers who are in charge of different wards also may be contacted for details of training to be conducted for the urban poor.

h. Application fee/ Other fees:

There is no provision of application fee for the training.             

i.  Procedure of Application:

   Applications are received in the plain paper from the interested individual and in case of woman group the plain application along with group resolution are obtained for the training. Xerox copy BPL card is to be submitted along with the application.

J. Selection Procedure :

   After receipt of application at the office level these are enquired upon by the field officers at the field level for verification of genuine interest and aptitude of the applicant. Trainings are conducted in the reputed training institutions on the basis of availability of fund.

k. Process to Inform the Trainees about the training schedule:

   The training schedule along with venue of training is intimated to the trainees   by the community organize.
