Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Aims and Objectives of the Organization:

    According to the constitutional provisions of Independent India for better supervision of Revenue Administration and smooth management of law and order problems, creation of Sub-Divisional agency is an essential attribute in sovereign democratic Republic of India.

    This organization comes under the District Administrative strategy mainly to maintain the law and order situations in the Sub-Divisional Jurisdiction and supervision to Collection of Government revenues. Apart from this, the organization has to look after supervision of developmental works taken up through blocks and G.P. level for the promotion of rural developments like public health, sanitation, Education and other social security measures in related schemes. In addition the public distribution system of the Sub-Division is a vital part of the duties and functions vested on its jurisdiction.

2. Mission/ Vision:

    This office is functioning with Sub-Collector as head of office with Magisterial powers of the Sub-Divisional Magistrate. Revenue collection through the Tahasil agency being the prime function of the State, this office attach more importance on the functions of Tahasils and the R.Is at all Revenue circles. According to the Administrative set up it has access to all sectors for and in aid of public welfare activities with funds allocated to achieve both in Rural and Urban sectors involving public activities.

3. Brief History and Background of its Establishment:

    The Office of Sub-Collector, Panposh is functioning on its own building since 1951 constructed during the Durbar Administration. Panposh Sub-Division is one of the oldest Sub-division in state, having 446 Revenue Villages, 72-Grampanchyats, 4-Blocks , 5-Tahasils ,12- R.I. Circles, 2-Municipal Areas and 8- I.C.D.S., Projects. The area of the Sub-Division is 1,940.20 Sq. Km with a population of 8,49,555 according to Census-2001. State of Jharkhand lies at both Northern and Eastern side, Bonei Sub-Division is at Southern and Western side. This Sub-Division is well developed due to setting up of heavy industries like SAIL (RSP), Adhunik Metalicks Ltd., IDL Chemicals, ORIND Ltd. at Lathikata and other Sponge Iron Industries due to availability of plenty of raw materials.

4. Duties to be performed to Achieve the Mission:

    All the Senior and Junior Revenue Assistants now in position have been allotted with different branches of the organization to look after the achievements. The Asst. Collectors are to monitor the functions of the organization and the Sub-Collector and Sub-Divisional Magistrate being the head of the office is looking to the affairs of the mission.

5. Details of Services rendered:

a. Establishment Section:

    Establishment Section is dealing with pay bills, Pension claims, GPF, Bill budget and other correspondences relating to establishment matters of the employees of this office. Departmental proceedings/ enquiries on establishment matters are also dealt in the section.

b. Revenue Section:

    Revenue Section deals with revenue cases like Alienation, Lease, Bebandobasta, Minor Mineral etc. in which Sub-Collector is either the sanctionary/affirming/recommending/ Appellate Authority. Sub-Collector is the auction conducting authority in M.M.cases where the upset price is 50,000/- or more. Similarly Sub-Collector either confirms individual lease cases or recommends them to higher quarter as provided by law. Being the Chainman of the Sub-Divisional site selection committee; alienation cases after site selection are processed here. It also conducts monthly sub-divisional revenue meetings.

c. Nizarat Section:

Drawal of financial claims, maintenance of Cash Books, maintenance of office building etc.

d. Development Section:

    This section deals with Misc. inquiry of different developmental matters relating to different Blocks the complain of which is received either from public or from any higher quarters. Scrutiny of documents for registration under society registration Act, 1860 and documents received from registration authorities for enquiry of an organization for amendment of rules/regulations/memorandum etc. are also done here. Correspondences pertaining to Zilla Parisad Meeting/ Panchayat Samiti Meeting are also dealt in this section.

e. Gram-Panchayat: ,

    This section deals with the approval of upset price of public properties under GPs and confirmation thereof in appropriate cases. Proposals of no. confidence motion against the Sarapanchas are dealt in the Section. Court matters involving GPs where sub-Collector is a party are also dealt. Other statutory matters involving GPs and Sub-Collector are also subject matter of the Section.

f. Social-Welfare-Section:

    This Section deals with the Madhubabu Pension Scheme, National Old age Pension, (Sanction of Widow pension, OAP, ODP,) and national family benefit scheme and Banishree Scholarship scheme for disabled students. Monthly meeting of CDPO's-SEO's and approval of the No. of SNP beneficiaries and establishment of ICDS staffs etc.

g. ST/ SC-Development-Section:

    Post metric scholarship for ST/SC students. Implementation of ST/OTFD Act, 2006. Inter cast Marriage, Atrocity cases to ST/SC, Supervising the hostels of schools under ST/SC development department. OLR 22, 23, attending interview for verification of roster point. Sub-divisional taskforce on welfare of ST.

h. General & Misc. Section:

    Counter signature of the pay bills of aided colleges (7 nos.) of this sub-division are dealt in this section including court matters relating to different aided colleges in which Sub-Collector is a party. Programme of inspection of all Tahasils and RI offices as per the approval of RDC (N.D.), Sambalpur/Collector, Sundargarh are done here. Release of inspection notes and compliance are also done here. This section also deals with the Census work of rural areas of Panposh Sub-Division.

i. Election Section:

    This Section comprises of 3-Assembly Constituencies i.e. 10-Biramitrapur (ST) A.C. , 11-Raghunathpali (SC) A.C. & 12- Rourkela A.C. All election matters relating to house of people under LA and revision of electoral roll, Electors Photo Identity Card in the capacity of electoral registration officer & returning officer.

j. Record Room:

    This section deals with issue of certified copy of records of this office and takes interest for safe custody of all files, records etc. as per law.

k. Supply Section:

    Supervision of distribution of all essential commodities as licensing authority, appointment of retailers, Pension cases, report returns of supply section.

l. Spl. Certificate Section:

    Collection of different outstanding dues relating to land revenue, MACT dues and Bank dues relating to P.M.R.Y Schemes of various Nationalized Bank are dealt in Certificate Section as per provision of OPDR Act, 1962.

m. Judicial Section:

Deals with the case u/ s 81, 107, 109, 110 ,133, 144 & 145 of Cr.P.C.

n. Grievance Section:

    Deals with the grievance of the public. Grievance petitions received from public in this office or other quarters including joint grievance hearing are sent to different officers and offices for redressal of grievances/submission of enquiry and action taken reports. Disposal of grievances/status/ enquiry and action taken reports received from different enquiring officers are also sent to higher quarters for information and necessary action. Grievance cell is also functioning in every working Monday.

o. Audit:

    Audit reports received from A.G., Odisha and Member Board of Revenue are dealt in this section. District Triangular Committee Meeting held at District level to review the disposal of AR & IR and pending position of Audit matter. The compliance reports received from different section of this office are being sent to Member Board of Revenue /A.G., Odisha regularly.

p. Small Savings:

    Issue of License to small savings agents review of target/achievement of small savings scheme, appointment of agents, organization of small saving lottery scheme, organization of Sanchaya village and Sanchaya school, payment of prize money to the prize winners.

q. Emergency Section:

    Looks after preparedness for all natural calamities, supervision of the issue of relief materials functioning of control room, Compliance of MIS report submitted by the BDO's etc.

r. Red-Cross:

Consideration for granting financial assistance to the distressed persons from Red Cross fund.

s. Undervaluation Section:

    Securitizations of under valuation cases submitted by the Sub-Registers and collection of dues u/s 47 of the Act are done here.

t. Right to Information:

    Supply of information to the applicant is done here on receipt of application under RTI Act, 2005. The monthly progress report on receipt/disposal of RTI applications are sent to District Office in every month regularly. Besides that Sub-Collector is the 1st Appellate Authority under RTI matters. He hears/disposes the cases relating to 1st appeal in his court. Asst. Collector is the PIO under RTI matters for this office only.

6. Citizens' Interaction:

    This organization is primarily a public office and the public who comes to this office is cordially accommodated as to their required information immediately and advised according to norms prescribed under Law. Senior Citizens, lawyers and other dignitaries are equally respected as per law.

8. Working hours both for Office and Public:

10.00 A.M. to 5.30 P.M. is the normal and regular office time during working days.

    In view of urgency and to assist public in need services are being rendered beyond office hours and if necessary also in holidays for smooth management of office work.

9. Public Interaction if any:

    Senior Citizens and lawyers at times use to have interactions with the head of office and the P.I.O. related to the smooth process of information required by public.

10. Grievance Redress Mechanism:

    For the redressal of grievance of general public the head of office (Sub-Collector) particularly on every Monday (except holidays) sit in the grievance redressal cell for direct interaction with public coming with various nature of grievances. The authority try to dispose of by Calling for records in same day. In cases of field enquiry the matter is accordingly referred with suitable directions for proper redressal by concerned authorities and field functionaries.

      Grievance petition received from higher quarters are also taken up for proper solution as per norms.

    That apart public grievances are being received in any other working day is also duly dealt with, in the concerned section.
