  Introduction

BDA is the acronym that stands for Bhubaneswar Development Authority, the agency created to promote and look after the construction activities of the Capital city. Since its inception, Bhubaneswar Development Authority has been undertaking endeavors to promote and secure its planned development. Besides providing homes to thousands of people in the city, the authority plays a significant role in preparing the plan, policies, and proposals for undertaking the orderly yet rapidly development of the city. The special drives of BDA to make our capital city clean, green and beautiful deserve special appreciation.

Since its inception, Bhubaneswar Development Authority has done commendable job in planned development, beautification of the city and providing housing projects and residential plots to all categories of the populace. The vision document for Bhubaneswar Cuttack Urban complex i.e. VISION - 2030 which is in the final stage of preparation by IIT-Kharagpur will be a path finder to build the capital city as one of the beautiful places to live in and we shall leave no stone unturned to achieve our mission.

Particulars of Organization, Functions & Duties

Bhubaneswar Development Authority is involved in the planned development of the city and its outskirts, providing housing & employment needs of different sections of people and enhancing the green cover of the city by setting up parks.

Mission/ Goal of the Development Authority:

  1. Efficient, prompt and courteous service with dedication and fairness.
  2. Quality product at reasonable cost and time.
  3. Time bound disposal of correspondence
  4. Making available printed information on time bound disposal of various transactions at the reception.
  5. Organisation of Grievance Cell with adequate publicity to ensure speedy disposal of pending cases.
  6. Prescribe specific time limit for various transactions.
  7. Adoption of Tatkal Scheme for issue of building permission within 15 days.

Brief History of the Development Authority:

BDA was constituted on 1st Sept, 1983 under provisions of ODA Act, 1982. BDA is the planning & development agency for BDA Master Plan area. Initially, 115 revenue villages of Bhubaneswar, Khurda & Jatni were taken into its jurisdiction.

Due to bifurcation of certain villages & inclusion of new villages, at present the no. of villages under jurisdiction of BDA is 556.

Duties/ Function of the Development Authority:

 

  1. To launch housing schemes in order to provide accommodation to people.
  2. To generate employment opportunities by setting up commercial complexes, office space etc.
  3. To produce recreation facilities in the form of open space, parks, crafts center etc.
  4. To enhance the green cover of the city by taking up mass plantation programmes.
  5. To facilate the general public by setting up city-bus terminus, sabzi mandis, building center to provide low cost building materials and water supply schemes to augment water supply system etc.
  6. Other miscellaneous functions.

Horticulture Wing

Horticulture wing of BDA came into existence from April, 1987 under the city Beautification programme to develop parks, open space, recreation centre, plantation at different localities etc. G.A Department has allotted 33 open space for park in favor of BDA on permissive possession basis. Asum of Rs.25.00 Lakhs per annum was also granted for the development of parks. Out of 33 open spaqce, some areas like Ganganagar, Ashoknagar, jayadev vihar etc were withdrawn subsequently and some new areas were also added lime: Indira Gandi Park, Dr. Shyamprasad Mukharjee park, Biju Pattnaik Park etc. for different park projects presently, Horticulture wing has 51 parks and open space under maintenance.

All the development and maintenance work of parks nursery plantation etc are being done by engaging our own staff. The transportation and water supply are managed with departmental tractor and from own water resources.

Major Achievements: Indira Gandhi Park was inaugurated by the then Prime Minister Sri Rajiv Gandhi on 31.10.1988.

In order to meet the expenses for horticultural development and maintenance work, a sum of Rs.225.00 lakh has been provided in the budget provision for the financial year 2013-14. For development and maintenance of horticulture work a sum of Rs.365.00 lakh has been kept in the budget for 2014-15.

About Nursery:


Apart from development of parks, We are also maintaining a nursery at Laxmisagar where about 50,000 nos of saplings are propagated every year for plantation purpose. This year about 44000 nos of saplings have been distributed at free of cost to different NGOs. Municipalities, Residential Welfare Association, school and Colleges, individuals etc, About 1.5 Lakh seasonal seedlings are to be produced for flower beds of different parks.

 

General Information to Public:


The parks which are provided with garden lighting system are opened to public from 4.00P.M.and 5.00 A.M. in the morning. They are:

Our parks are provided with path ways, jogging track, benches etc. Two of the parks are provided with children play equipments they are: Indira Gandhi Park and N-2 Park at Nayapalli. All the parks are free parks. No entry fee is charged from any visitors. BDA has also developed Mahatma Gandhi Park and Janata maidan where large public meetings are organized for which we get revenue of Rs. 15000/- per day as ground rent. About 50,000 to 1, 00,000/- persons can be accommodated for general meetings in this Maidan

Allotment Branch 

There are five Allotment Sections in BDA headed by a Section Officer in each section under the direct supervision by Allotment Officer-I & II. The Allotment Section I,II & III are supervised by Allotment Officer- I and Allotment Section-IV & V are supervised by Allotment Officer-II. All the Allotment Sections are under the control of Secretary.

Finance & Accounts Section-II 

The present financial position of BDA is comfortable to some extent in comparison to earlier years. All out efforts are being made to manage the funds in a more effective and transparent manner. The Finance Wing of BDA maintains the accounts and other relevant records of the Authority and prepares annual statement of accounts including the balance sheet, which are examined and audited by the Local Fund Audit and A.G. (Civil Audit) once in every financial year. Besides, BDA conducts its own internal Audit through a Registered Chartered Accountant firm empanelled by C & AG of India.

Achievement for the year of 2012-13 :

Accounts: The provisional Accounts relating to the year 2012-13 was prepared in September,2013  and Annual  I.T. return has been filed on the basis of accounts so prepared.


Revenue Budget: The Revenue Budget has been estimated surplus, Revenue Expenditure has been estimated lower than that of actual for the Financial Year.2011-12.


Appellate order for the Assessment year 2004-05: During the Financial Year 2012-13, Income Tax appellate Tribunal, Cuttack Bench has dismissed the Appeal file by the I.T. Deptt. against the order of C.I.T. (Appeals). Giving effect to the first Appellate Order, funds to the tune of Rs.315.20 lakh have been ordered for refund.

Introduction of e-payment gateway system in BDA : During the financial year 2012-13 the Authority has decided to introduce e-payment gateway system in BDA.


P.P.P. Projects: During the Financial Year 2012-13 development of integrated Residential Complex at Paikarapur, Bhubaneswar has been finalized by BDA through Bid Evaluation Committee. A sum of Rs.2241.75 lakh has been received from M/S. Vipul Ltd. towards 1st installment up front lease premium for the said project and Rs. 3033.33 lakh has been received from TATA Housing Development Company Ltd. towards 1/3rd VLP for Shankarpur Residential Project(2nd instalment)

Remarkable Steps taken for carrying out of demolition orders:

Steps have been taken in recent past to carry out demolition orders passed by the Court of OSD (ODA Act). The demolition orders passed in following UAP Cases have been executed.

i. The unauthorised construction (Youth Club) over the land earmarked for public utility purpose in Mouza- Lingipur demolished on 03.08.2013 (UAP Case No. 144/2011).

ii. The unauthorised construction of shop rooms in stilt / parking space of Aditya VIP Enclave Apartment in Mouza- Jharapada demolished on 17.08.2013 (UAP Case No. 385/2009).

iii. Unauthorised construction of G+4 storied commercial building partly demolished in Mouza- Ashok Nagar from 25.11.2013 to 29.11.2013 (UAP Case No. 26/2009).

iv. Unauthorised construction of G+4 storied commercial building partly demolished in Mouza- Kharavel Nagar from 21.12.2013 to 23.12.2013 (UAP Case No. 155/2008).

v. Unauthorised construction of two storied commercial building demolished in Mouza - Jayadev Vihar from 17.01.2014 to 18.01.2014 (UAP Case No. 66/2000).

vi. Unauthorised construction of B+4 storied commercial building partly demolished in Mouza-M.S. Nagar on 27.01.204 (UAP Case No.14/2011).

vii. Unauthorised construction of S+4 storied commercial building partly demolished in Mouza- Jayadev Vihar on 03.03.2014 & 04.03.2014 (UAP Case No. 420/09).

viii. Unauthorised encroachment from Drain No.-4 (Near Ekamra Kanan) in Mouza- Jayadev Vihar has been evicted on dt. 06.11.2013.

ix. Eviction of unauthorised encroachment of Road from OMFED Sqr. to Prachi Enclave (UAP Case No. Nil).

x. Eviction of unauthorised encroachments from Priyadarsini Market Complex at CRP Sqr. (UAP Case No. Nil).

xi. A major eviction drive has been commenced on 24.05.2014 for removal of unauthorised constructions / encroachments over the land earmarked for Master Plan Drain No.4 in Mouza-Madhusudan Nagar(Near Jayadev Vihar Square) as per orders of Hon’ble High Court of Odisha.

Functions & Duties of Land Section, BDA:

  1. The Land Section is functioning in the 2nd floor of BDA Office. It is headed by one O.A.S Officer designated as OSD (Land).
  2. Four nos. of ministerial staff headed by one Section Officer are working under OSD (Land).
  3. Five Amins and five Chain men are working in this Section. Besides one Filed Inspector also works in Land Section who supervises the works of Amin.
  4. The function of Land Section is to identify the Govt. land and give requisition to Govt., in G.A. Department and Revenue Authorities for alienation of the same in favour of BDA.
  5. After taking over possession of land from Govt., Execute lease deed with G.A. Deptt.,/Revenue Deptt., on payment of land premium.
  6. Demarcate and hand over the possession of plots to individual allottees under different plotted scheme.
  7. Take steps for acquisition of private land for public purposes.  

 

MIS Section

Management Information System (MIS) Section computerizes different manually operated Systems and helps BDA in increasing the Productivity & Customer Service of the organization. It is consistently working towards the progress of BDA since last 16 years by making the system more transparent and customer friendly. The Section is headed by a Manager who works under the direct control of Finance Member.

MIS Section has Computerized the Following Areas till Date:

Monthly Collection System:

Challans of different banks are collected by Finance Wing and after due coding are handed over to MIS Section for feeding in the Computer. After necessary checking and finalization of data these are processed at MIS and different monthly reports/vouchers like; Consolidated Bank-wise report, Daily Bank-wise report, Consolidated Head-wise report, Detail Head-wise report, Consolidated Scheme-wise report, Detail Scheme-wise report, Bank Credit vouchers etc. are prepared and are handed over to Finance Branch for distribution of the same among other sections.

Pay-Roll System:

Pay-roll of Main office and Four Engineering Divisions are being processed in MIS Section. In this connection the required data are provided by Finance Branch and all Divisions. After necessary data entry and processing, different reports / statements like; Pay-Slips, Deduction statement, CPF Statement etc. are prepared at MIS and are handed over to Finance Wing and Divisions for further action at their end.

Finance Accounting Systems:

Except Bank Credit vouchers (those are automatically generated under this system from bank deposits) other vouchers like Bank Debit, Cash, Journal etc. of main office and all divisions are provided to MIS Section by Finance Branch for feeding in the computer. After necessary checking & finalization of data, these are processed and different statements/reports like; Bank Book, Cash Book, Journal Book, Cash-flow statement, Trial Balance General Ledger etc. are prepared and are handed over to Finance Branch. After installation of computers in all Engineering Divisions, now the voucher date entry works of respective Divisions are being done at their level. The rest of the works like; data entry of Main office processing of all data i.e if Main Office & Engg. Divisions and preparation of reports are being done by MIS Staff.

Computerization of Different Schemes:

As per the earlier practice applications forms of different schemes were feed in MIS Section and necessary category-wise reports, labels & intimation letters required for lottery were prepared. Then the allotment letters were issued to the successful applicants and for the unsuccessful applicants the sanctioned orders, vouchers & refund letters were prepared to speed up the refund process. Files of around 12,000 nos. of allottees under different Housing, Plotted and Commercial Schemes were feed in the computer and the required software packages for calculating their outstanding dues, preparation of Demand Collection Balance (DCB) statement etc. were developed by MIS Staff under Multi user FoxPro. Individual files received from Collection/Allotment Section were processed in MIS Section and demand notices indicating detail calculations were provided to them for onwards transmission to allottees. It was a regular process and was done on priority basis. Monthly DCB Statements showing Demand, Collection & Balance position of each allottee under different schemes were provided to Allotment Branch for necessary managerial decisions and for issue of cancellation notices.

After installation of computers in Allotment Branches and implementation of the "Customer Care System" which has been developed by OCAC under Oracle platform, all the above processes are being done at the level of Allotment Branch since 2008.

 

Filled Bank Challan System:

Earlier BDA had installed one computer in the premises of Oriental Bank of Commerce, BDA Branch, to provide filled bank challans to its customers. The main purpose is, for quick and correct posting of the payments made by allottees to their respective ledgers. Basing on these data, monthly as well as daily transaction report of different banks ware prepared in respect of different schemes for managerial decisions as well as for reference of different sections. Due to some unavoidable reason this system has been temporarily stopped for the time being and acting is being taken to restart the process.

Customer Care System:

Under this system the whole work process of Allotment Branch has been computerized in a decentralized manner with internet facilities and a Costumer Care Unit at the Information Counter has been created to provide quick online services to the allottees/public. All the five Sections of the Allotment Wing have been provided with computers linked to the main Oracle Server in the MIS Section, which in turn are connected to the internet. Now the Allotment wing is directly operating and updating the allottee's payment details, process the applications for NOCs, tripartite agreements, transfer of ownerships etc. from their desktops. As a result up-to-date dues position, NOC status, status of tripartite agreements etc. of the allottees are now available in the Information Counter as well as in the website. However, MIS Section is monitoring the System & hosting the dues records, maintaining the network & security system

Computerization of Information Counter:

The Information Counter of BDA has been computerized to provide the following services to the allottees/ public directly from the counter.

  1. Building Plan Approval Applications are received at the Information Counter and the application data are fed in the computer instantly and the computerised acknowledgement slips with auto generated file nos. are prepared to provide the applicants.
  2. Dues calculation statements of different housing, plotted & commercial schemes are provided to the allottees on their request.
  3. After implementation of the Customer care System by OCAC, now the applications for lease deed, transfer of asset, permission of mortgage, NOC etc. are being received in this counter after preliminary scrutiny.

Computerization of Regularization Scheme (Compounding Cases):

The building plan applications received under Regularisation scheme have been computerized and a separate Information counter has been created for it. This system is helping to automate and monitor all the process involved in sales of application to verification and approval of the plan. This system gives a scope to the users to focus on, Highlights of the Scheme, Gazette Notifications, Procedure to Apply, Empanelled Architect List, Download Application Form, Status of the Application, List of Plan Approved in Amnesty Scheme, Mouza wise, Architect wise, & Land use wise and Rejection List of Application etc.

BDA Website www.bdabbsr.in:

BDA has a very informative & well maintained Website. In the meantime some more important features have been included in the website like; online latest positions of the allottee's dues along with payment details, status of NOC, transfer of assets, lease deeds, Tripartite agreement, present building plan approval status of the applicants, present position of regularization scheme applications, list of approved apartments, multistoried buildings, FAQ, Citizen Chatter, RTI manual, online grievances and their latest positions, provision of sending emails to the concerned officers through the site, Draft Building Regulation-2008, details of South City etc. besides its existing features like details of forms & fees, brochure for the ongoing schemes, plots affected by drains as per development plan, tenders & advertisements etc.

Computerization of Grievance Petitions of Vice Chairman's Grievance Cell:

The petitions of Vice Chairman's Grievance Cell have been computerized. Basing on these data different types of reports like; present status of the petition, no. of cases disposed, no. of cases pending with different branches etc. are prepared time to time and are provided to the respective Sections which facilitate disposal of the petitions more promptly and efficiently.

Computerization Legal Case Records:

Around 2709 No. of case records of different courts from the year 1983 onwards have been computerized. Periodically, court wise and advocate wise reports indicating all the details along with current case positions are prepared which facilitate pursuing the cases more promptly and efficiently.

Monitoring of Building Plan File Movements in Planning Branch:

Recently MIS Section has developed software to monitor the movements of building plan files in the Planning Branch. It keeps records of each stage of movement from receipt at Information counter till issue of approval/rejection letter. Around 80% work of the package has been completed and its implementation has already been made in one of the PC at Planning Branch which at present keeping movement records of the files those moved to PM. This system will generate daily/monthly/yearly file movement registers automatically and will also provide information like; availability of file with whom, no. of files pending with the officials, no. of days pending, file disposal rate of officials, no. of files moved for specific purposes along with present file positions. After full implementation of the package the applicant can know their present file position online at the information counter. Later this System can be implement in all the branch of BDA for file tracking and efficient disposal.

Computerization of UAP Cases:

Last year MIS Section has developed software to computerize the UAP case records whose data feeding work is going on at Enforcement Branch by MIS Staff. Through this system various reports like; detail of a particular case & order passed by the Estate court, Mouza wise constructions made over road / drain / Govt. land / non permissible use, list of the cases under sub-judice of different higher courts & their current positions, list of demolitions made either by BDA or by the OP during a specific period can be prepared which will be definitely helpful for the Management as well as the Enforcement Branch at the time of demolition programmes, complying to Assembly Questions etc.

Other Miscellaneous Activities:

The MIS section also prepare Budget reports, scheme brochures, Agenda notes sets, Annual reports, brochures & reports in respect of auction sale for unsold assets, PowerPoint presentations on activities of different branches of BDA along with different typing work as and when required.

Procedure Followed in Decision Making Process

Procedure followed to Take Decision on Various Matters:
As per the provision laid down in Odisha Development Authority Act & Rules, Executive Institutions or the Guidelines issued by Govt. from time to time.

Documented/ Procedures/ Laid down Procedures/ Defined Criteria/ Rules to arrive at a Particular Decision and different level through which Decision Process moves:
Procedures are based on various Rules, Regulations indicated in Chapter-4. All matters are processed in concerned section and routed through dealing assts. Section Heads, Branch Officer, Secretary / members to the Vice Chairman. In case of ambiguity or in the absence of a procedure the matter is referred to Government.

 

Arrangements to Communicate the Decision to Public:
Case based decisions are communicated to the individuals by letter. New/ Amendments in Regulations of building plans, policies etc. are placed in the website for information of general public.

 

Final Authority that vets the Decision:
Vice Chairman, BDA vets the decision. In case of non-availability of procedure or rules, Govt. provides the decision when referred.

The decision/ policymaking body is the Authority, which consists of the Chairman, Vice Chairman, the Commissioner-Cum-Secretary, H & U.D. who is the Ex-Officio Member and 7 other members besides the Director, Town Planning who is a Special Invitee.

Apart from other committees constituted by V.C from time to time to take decisions on important matters, there are two other committees namely Development Plan & Building Permission (DPBP) and an Allotment Committee, which have been permanently constituted by the Authority.

Each Section/ Division is the custodian of record pertaining to the following broad activities as envisaged under ODA Act, 1982.

  1. The Planning Section of BDA is responsible for preparation and revision on the Master Plan of Bhubaneswar, Khurda and Jatni areas, preparation of layouts and Plans, approval of development plans for layouts and group housing schemes Besides approving plans for construction of dwelling units of private individuals. It generally assists the Authority in its functions as the Planning Authority of Bhubaneswar and its adjoining towns. It also monitors change of land use in the Master Plan area.
  2. The Finance Section renders advice to the Authority on various financial issues and is also entrusted with the responsibility and maintenance of the Accounts of the Authority. This Section also oversees the demand, collection and balance of dues of the Authority.
  3. The Engineering Division under whom 4 Executive Engineers function is primarily concerned with the execution of various developmental schemes in the layout so also the infrastructure works. This Division also monitors execution of water supply and underground drainage works in BDA layouts and electrification work and also takes up these works on self-execution.
  4. The Allotment Sections I & II handle all matter pertaining to allotment of Plots, Shops and Houses and their transfer, assessment of property tax, Leases and Shop Rent.
  5. The Land Section is concerned with procuring land from General Administration/ Revenue Deptt. on lease basis and on payment of premium for launching plotted /housing/commercial schemes by BDA.
  6. Enforcement Section deals with removal of unauthorised construction within BDA Master Plan area. Structures constructed without taking any permission from BDA & or constructed in deviation of the approved plan are removed by the Enforcement Officer after demolition order is passed in the unauthorised proceeding case filed against errant persons under Sec-91 (1) of ODA Act.
  7. The Officer-on-Special Duty (ODA Act) is a quasi-judicial court who conducts hearing on unauthorised proceeding (UAP) cases filed under Sec-91 (1) of ODA Act against persons who have taken up construction in deviation of approved plan/ without approval of their plan. Demolition order is passed if the court is satisfied that the structure is constructed in deviation of the approved plan.
  8. The Establishment Section deals with matters relating to appointment of staff, their promotion, disciplinary proceedings and such other work relating to the office establishment.
  9. The Horticulture Division is concerned with enhancing the green cover of the city by taking up mass plantation programmes and setting up parks in different sites. It is also involved in development and beautification of heritage areas. as well as distribution of saplings to various agencies through its nursery.
  10. The Legal Section gives opinion on various legal issues, handles litigations by and against the Authority in various courts of law etc.
  11. Management Information System (MIS) - This section is headed by a Manager, MIS who is involved in computerization of different manually operated systems of BDA. This section has started a "Single Window" system in the Information Counter of BDA which facilitates in giving information to the customers regarding dues to be paid in respect of the property allotted/given on rent by BDA. Further, this system receives application for various purpose from the public on and thereafter treatment them to various sections for necessary action.

With regard to formulation of policy decision the Authority with its 10 members has 6 non-official members allotment of assets to applicants is done in presence of public in a fair and transparent manner. Besides to Authority gives full liberty to its allotments to reach for one-time settlement of dues by organizing loan mela where financial institutions offer loan to the allottees at minimum interest.

The Board/ Authority comprises 10 members who take policy decisions. The Authority meeting is held at regular intervals or as and when the need arises. Besides, a Development Plan & Building Plan (DPBP) committee meeting is also conducted under the chairmanship of Vice Chairman, BDA and officials from Planning Wing to consider critical building permission cases. The proceedings of the above meeting are public documents which are available to general public under RTI Act.

Besides, smaller committees comprising subordinate officers are ordered by V.C. from time to time to take decisions on important matters.
