Particulars of Organization, Functions & Duties

Prime Minister's Employment Generation Programme (PMEGP):

Govt. of India has appreved the introduction of a new credit linked subsidy Programme called Prime Minister's Employment Generation Programme (PMEGP) by metging the two schemes that were on operation till 31.03.2008, namely, Prime Minister's Rojgar Yozana (PMRY) & Rural Employment Generation Programme (REGP) for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. The scheme will hbe implemented by Khadi & Village Industries Commission (KVIC), Mumbai, a Statutory organization under the administrative control iof the Ministry of MSME as the Single nodal agency at the National Level. At the state level, the scheme will be Implemented through state KVIC Directorates, State Khadi & Village Industries Boards (KVIBs) and DICs and banks. The Govt. Subsidy under the scheme will be routed by KVIC through the identified Banks foe eventual distribution to the beneficiaries/ entrepreneurs in their bank accounts.

Objectives:

1. To generate employment opportunities in rural as well as urban areas of the country through setting up of new self employment ventures/ Projects/ micro enterprises.

2. To bring together widely dispersed traditional artisans/ rural and urban unemployed youth and give them self employment opportunities to the extent p[possible, at their place.

3. To provide continuous and sustainable employment to a large segment of traditional and prospective artisans and rural and urban unemployed youth in the country, so as to help arrest migration of rural youth to urban areas.

4. To increase the wage earning capacity of artisans and contribute to increase in the growth rate of rural and urban employment.

Project Cost:

The Maximum cost of the project/ unit admissible under manufacturing sector is Rs. 25 lakhs and under service sector is Rs.10 lakhs.

Eligibility:

1. Any Individual, above 18 years of age.
2. There will be no income ceiling for assistance for setting up of projects under PMEGP.
3. For setting up of projects costing above Rs. 10Lakhs in the manufacturing sector and above Rs.5 lakhs in the business/ Service Sector, the beneficiary should possess at l3ast VIM standard pass educational qualification.

4. Assistance under the scheme is available only for new projects sanctioned specifically under the PMEGP.

5. Self Help Groups (Including those belonging to BPL provided that they have not availed benefits under any other scheme) are also eligible for assistance under PMEGP.

6. Instructions registered under Societies Registration Act, 1860.
7. Production Coop. Societies and
8. Charitable Trusts.
9. Existing Units ( Under PMRY, REGP or any other scheme of Govt. of India or State Govt.) and the units that have alreqady availed Govt. Subsidy under any other scheme of GOI or State Govt. are not eligible.

Other Conditions:

1. only one person from one family is eligible for obtaining financial assistance for setting up of projects under PMEGP. The family includes self and spouse.
2. Project cost will include capital expenditure and one cycle of working capital, project without capital expenditure are not eligible for financial under the scheme. Cost of the land should not be included in the project cost.
3. PMEGP is applicable to all new viable micro enterprises, including village industries projects except activities indicated in the negative list of village industries. Existing/ old units are not eligible.

Negative List of Activities:

The following list of activities will not be permitted under PMEGP for setting up of micro enterprises/ Projects/ Units.

1. Any industry/ business connected with meat (Slaughtered) i.e. processing, canning and or serving items made of it as food, production/ manufacturing or sale of intoxicant items like beedi/ pan/ cigar/ cigarette, etc. any hotel or dhaba or sales outlet serving liquor, preparation/ producing tobacco as raw materials, tapping of toddy for sale.
2. Any industry/ business connected with cultivation of crops/ plantations like Tea, coffee, Rubber, etc. Seri Culture (cocoon rearing), horticulture, floriculture, animal husbandry like pisciculture, piggery, poultry, harvester machines, etc.
3. Manufacturing of polythene carry bags of less than 20 microns thickness and manufacture of carry bags or cintainers made of recycled plastic for storing, carrying, dispensing or packaging of food stuff and any other item which causes environmental problems.

Negative List of Activities:

The following list of activities will not be permitted under PMEGP for setting up of micro enterprises/ Projects/ Units.

4. Business activities like opening of grocery and stationery shops, etc. Involving no manufacturing process and value addition.
5. Farm related activities like goatery, piggery, poultry, etc.
6. All urban/ rural transport activities.

a) Except auto rickshaw, tourist boat and house boat in A & N Islands.
b) Except the House boat, Shikar and Tourist boat in J & K.

c) Except Cycle Rickshaw.

7. Industries such as processing of pashmina wool and such other products like hand spinning and hand wearing, taking advantage of Khadi programme under the purview of certification rules and availing sales rebate.
8. Rural Transport (Except Auto Rickshaw in Andaman & Nicobar Islands, House Boat, Shikare & Tourist Boats in J & K and cycle rickshaw).

2. All regional rural banks
3. Co-operative banks, approved by State Level Task Force Committee headed by Principal Secretary (Industries)/ Commissioner (Industries)

Rehabilitation of Handicrafts Artisans (RHA) Guidelines for availing of Financial Assistance by Individual Beneficiaries under the Scheme Rehabilitation of Handicrafts Artisans (RHA):

Aim of the Scheme

Providing margin money for availing bank finance for setting up individual units by handicrafts artisan. This will be provided as grant.

Scheme

The scheme has to be prepared for the selected artisans by the DCIO of the concerned D.I.C. The Scheme will cover both working capital/ Block capital required as per necessary, skills and ability of the entrepreneur. This grant will be margin for both working capital and block capital.

Eligibility

Entrepreneur should be either from the traditional artisans of craft family or trained from any of the handicrafts training center/ School/ SHMT/HCFT complex or from any other approved institutions in any of the crafts.

Age- He/ She should be within the age group of 18 to 48 years.

The artisan should not be defaulter to bank.

He/ She should be a permanent resident of the State of Odisha

He/ She should be able to contribute at least 5% of the total cost of the project.

Rehabilitation of Handicrafts Artisans (RHA) Guidelines for availing of Financial Assistance by Individual Beneficiaries under the Scheme Rehabilitation of Handicrafts Artisans (RHA):

Selection

There will be a committee to select the crafts man. The committee will consist of the DCIO, Assistant Manager (C1) and another officer from the office of the DCIO to be co-opted by the DCIO at his discretion.

Limit of Assistance

The amount will be maximum of Rs. 5,000/- or 20% of the loan requirement of total cost of the scheme whichever is less.

Release of Assistance

State grant @ 20% of loan sanctioned by the financing institution or Rs.5,000/- whichever is less would be released in favour of the crafts man to the bank or financing institution who will in turn release the required amount of funds for implementation of the scheme. First the Crafts man's share 5% of the project is to be deposited in the bank after which state grant will be released.

Monitoring

The DCIO, of DIC will monitor for proper implementation of the Scheme. The artisan would be enrolled as member either in or of the nearby handicraft Cooperative Society or Block level Artisans Multipurpose C.S./ Gramodyogmo Marketing CS for marketing up to sale the Craft Products.

Draft Guidelines for Development of Handicraft Enterprise:

Handicraft sector provides ample scope for self employment in rural and Urban areas presently. Mainly artisan orient ed schemes are implemented and expected growth is not achieved due to lack of entrepreneurship. It is Imperative to promote entrepreneurs in handicraft sector. Under this scheme financial assistance may be provided for following components.

        Traditional/ trained artisans shall be provided with margin money assistance for availing bank finance to set-up own production unit as per following norms.

1. 20 % of the project cost with ceiling of Rs.5000 can be provided to an artisan as margin money for bank loan.
2. 5% shall be contributed by concerned artisan
3. The artisan should not be a defaulter to any bank.
4. The margin money should be kept in shape of TDR in the name of the beneficiary and adjusted against the loan dues after one year. No interest will be claimed or paid on the corresponding amount of Loan or TDR.
5. The margin money will be released after sanction of project proposal by the bank.The DIC should keep contact with the assisted artisan to ensure regular production, marketing of their products and regular repayment of loan installment.

Micro. Small and Medium Enterprises:

1. Concept of Industries:

The concept of small scale industries as promulgated under Industrial Development and Regualation Act, 1951 has been changed by the Micro, Small and Medium Enterprise D4evelopment (MSMED) Act 2006 of Govt. of India w.e.f. 2nd October 2006.

The earlier concept of "Industries" has been changed to "Enterprises". The Enterprises have been classified broadly into following categories:

1. Enterprises engaged in Manufacture/ Production of goods pertaining to any7 Industry.
2. Enterprises engaged in providing/ rendering of services.

(A) Manufacturing Enterprises have been defined in terms of investment in plant and machinery (excluding land and buildings) and further classified into:

1. Micro Enterprises- Investigation upto Rs. 25 lakhs
2. Small Enterprises- Investigation- Investment above Rs.25 lakhs and upto 5 crores
3. Medium Enterprises- Investment above 5 crores and upto Rs Crores.

(B) Service Enterprises have been defined in terms of their investment in equipments (excluding land and buildings) and further classified into:

1. Micro Enterprises- Investigation upto RS.10 lakhs
2. Small Enterprises- Investigation above Rs.10 lakhs and upto 2 crores.
3. Medium Enterprises- Investment above 2 crores and upto Rs.5 Crores.

2. Filling Memorandum by MSMES:

Process of Two stage registration of Micro, Small and Medium Enterprises dispensed with and replaced by filling of Memoranda. Filing of Memorandum is optional for all Micro and Small Enterprises and all service sector Medium Enterprises where as filing of Memorandum is mandatory for manufacturing sector medium enterprises.

Entrepreneurs Memorandum - Part I (EM PART-I)

Any Entrepreneur proposed to undertake the enterprise can submit the EM-PART-I, after registration of which enables the entrepreneur to apply for:

1. Financial Assistance from the Bank.
2. Statutory NOC / License from the relevant authority.
3. Power connection.
4. Water connection.
5. Govt. Land if any.
6. Other incentives provided by the State Govt. for the enterprises in the pipeline.

Entrepreneurs Memorandum - Part II (EM PART-II)

Any Entrepreneur after having commercial operation of the enterprise or expansion program of existing enterprise can submit the EM-II.

3. Registering Authority:

The General Manager, District Industries Center have been authorized by the Govt. of Odisha in Industries Department with whom the Entrepreneurs Memorandum shall be filed by the entrepreneurs.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

Govt. of India, Ministry of Micro Small & Medium Enterprise, New Delhi, Department of Industries, Govt. of Odisha, Bhubaneswar as well as the Director of Industries Odisha Cuttack have the pivotal role in decision making process in respect of Industrial Development Self employment through introduction of different schemes like PMEGP , MSME etc. The General Manager, D.I.C. only implements different plan, programs & schemes of the Government in District Level successfully. Very often the decision / order of the District Collector is solicited as & when required to sort out the bottlenecks in implemention of different schemes.
