Please throw light on the Background of this hand-book Right to Information Act. 2005):

The right to information Act 2005 has been enacted on June 2005. This is an act which provides for setting out the practical regime of right to information for citizens to secure access to information under the Control of Public Authorities. In order to promote transparency & accountability in the working of every Public Authority this hand book is prepared for information of General Public which contains the required information as per the provision made under section 4(1) (b) of aforesaid act. These 17 points of proactive disclosure prepared in the set of revised formats & placed in the notice board of this office for immediate information of General Public.

 

Objective / Purpose of this Hand-book:

The objective/ purpose of this hand book is to disclose/ declare the information with regard to functioning of this office to General Public at a glance.

The General Public, the Public Authority and the staff subordinate to him as well as the Organization as a whole are intended users of this hand book.

  1. Collector- The District Magistrate the head of District Administration. Office:- Civil Supplies Officer's Office, Rayagada functioning under the control of Collector & district Magistrate, Rayagada as well as Government of Odisha, F.S. & C.W. Department, Bhubaneswar.
  2. Staff- The field & ministerial staff working under this office.

  9. Antyadaya Families- Means those poorest families from among below poverty line (BPL) families identified by the State Government and entitled to receive food grains under the Antyadaya AnnaYojans
  10. Ration Card- Means a document issued under an order on authority of the State Government for the Purchase of Essential Commodities under the Public distribution system.
  11. Dealer- Means any penson, firm, association of persons, Company, Institutions, Organisation or Cooperative society Carrying on business in the purchase, sale on storage for sale of distribution essential commodities on wholesale, sub-wholesale on retail basis under the Public distribution system.
  12. Wholesaler means a dealer other than a retailer which has been authorized to distributed essential commodities to a retailer & includes a sub-wholesaler and storage agent.
  13. Retailer means a dealer which has been authorized to sell/ distributed essential commodities direct to the ration card holder under P.D.S.
  14. Licensing Authority means an Officer appointed by government to exercise the powers and perform the duties of licensing authority under the order issued vide government in F.S & C.W. Department Published in the Odisha, Gazette (Extra Ordinary vide No,518 Dt.12.04.2002.
  15. Fair Price Shop means a Shop which has been licensed to distribute/ Sale essential Commodities under the order issued vide Government in F.S & C.W Department bearing No.9270-PL-IC 8/2002 dt.15.04.2002 to ration card holders under the Public Distribution System.
  16. Place of business means the place where a dealer cell on distributes any of the essential Commodities.

The Civil supplies Officer is the district level officer of Civil Supplies section/wing of Collectorate works under the Control Collector of the District. Similarly as the District Manager of OSCSC Ltd his functions are specified by the Corporation having its head office at Bhubaneswar, Odisha.

 

4. Duties of the Public Authority:

The Duties of this Public Authority have been enshrined in the following Government orders and letters Nos. issued by Corporation Head Office.

 

5. Main Activities/Functions of the Public Authority:
