  MANUAL-1 

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Brief History of the Public Authority and context of its information:

    17 numbers of sections are functioning under the direct control & supervision of the sub-collector, Padampur. The details of which are as fallows.

2. Establishment Section:

    Establishment section is dealing with pay bills, Pension claims, GPF, House building advance. Bill budget and other correspondences relating to establishment matters of the employees of this office.
The courted signature of the pay bills of the colleges are also dealt in this section. Departmental proceedings/ rise enquiries on establishment matters are also dealt in the section.

3. Revenue Section:

    Revenue Section deals with confirmation of sainat cases, Lease cases, Site selection and alienation and Bebandobasta cases received from the Tahasildars as per the statutory powers of sub-collector. It also deals with monthly sub-divisional revenue meetings.

4. Nizarat Section:

Drawal of financial claims, maintenance of office building. Revenue etc.

5. Development Section:

This section deals with establishment matters of Block employees other than the Block Development officer.

6. Gram Panchayat:

    This section deals with the approval upset price of public properties under GPs and confirmation thereof in appropriate cases.
Proposals of no. confidence motion against the Sarapanchas are dealt in the Section.
Court matters involving GPs where sub-collector is a party are also dealt. Other statutory matters involving GPs and Sub-Collector are also subject matter of the Section.

7. Social Welfare Section:

    This Section deals with the Sanction of OAP, ODP, and national family benefit scheme Monthly meeting of CDPO's-SEO's and approval of the no. SNP beneficiaries etc.

8. General & Misc Section:

    Programme of inspection of all Tahasils and RI offices, GP office. Police stations. SR office as per the approval calendar of inspection. Release of inspection notes and compliance thereof.

9. Election Section:

    All election matters relating to house of people under LA and correction of electional roll and registration of new voters & preparation of photo identity card in the capacity of electional registration officer & returning officer.

10. Record Room:

This section deals with safe custody of all Hies, records and reference Books, issue of certify copy etc.

11. Supply Section:

Supervision of distribution of all essential commodities as licensing authority, appointment of retailers, bill & budget, Pension cases, report returns of supply section.

12. Judicial Section:

    Deals with the case u/ s 107, 109, 144 & 145 CDPO sections 22 & 23 of OLR Act Permission to use loudspeaker, issue of death and birth certificate etc. Allotment of duties to Executive Magistrates during Law & Order involves and inquest are done in the section, further deals with public petition directly.

13. Grievance Cell:

Deals with the grievance of the public and petitions and received from the higher quarters.

14. Audit:

Compliance of audit report sent by different Govt. institutions.

15. Small Savings:

Issue of License to small savings agents review of target of small savings agents.

16. Emergency Section:

    Preparedness of all natural calamities, suspension of the issue of relief materials functioning of room. Compliance of MIS report submitted by the BDO's.

17. Red-Cross:

Consideration for granting financial assistance to the distressed Pensions from Red Cross fund.

18. Right to Information:

Supply of information to the Public on requisition.
