Particulars of Organization, Functions & Duties

1. Brief history of the office:
The Khordha has been declared as District Head quarter of Khordha District and the office of the Chief District Medical Officer, Khordha, has been functioning since 01.04.1993. at old Hospital building presently called as office of the CDM & PHO,Khordha(Chief District Medical & Public Health Officer,Khordha). The total rural areas of health activities are covering by this office excluding Director, Capital Hospital Bhubaneswar of State Govt.There are 10 nos of Block level CHC,s ,one area Hospital at Bolaharh and District Head Quarter Hospital are functioning under the administrative conrol of CDM & PHO,Khordha. Mostly the following wings are functioning such as Family Welfare, Public Health, Medical, National Health Mission, Tuberculosis, AIDS, District Blindness Control Society,NVBDCP,NLEP, etc. under the establishment of the C.D.M & P.H.O. Khordha. Blood Storage Unit and Central Store for Drugs & Consumable also functioning. The following wing officers also working under different wings named as -

The FW section has been functioning in the Office of the Chief District Medical & Public Health Officer, Khordha. Dr Raghunath Nayak (Asst. District Public Health Officer, FW/ Imm.), Khordha is the Head of the FW Section and Nodal Officer of NHM section.

Function Duties of District Family welfare Bureau:
Consequent upon implementation of community needs assessment approach (CNAA) under RCH programme, lunching of NRHM scheme & different schemes/projects, the work activities under FW programme of the District has been increased. It needs to promote the quality of the programme implementation, timely monitoring and evaluting IJjeprogramme, submission of qualitative report, so a comprehensive integrated HMIS spanning up all levels of FW statistics has to be developed.
In order to make success of the programme implementation, the job responsibilities of the staff working under the FW section of the District Level needs to be improved.

(i) Settlement of Pending Utilization certificate:
Rs. 26.20 lakhs was provided under District Mental Health Programme to Khurda district during the year 2005-06, but the scheme could not be started due to non- Availability of Psychiatrist, clinical Psychologist in that year. However, after engagement of Dr.B.C.Das, having Diploma in Psychological Medicine, in other Scheme in DHH Khurda, the District Mental Health Programme has been in force since July 2007, after which other staffs such as Clinical Psychologist, Psycho Social Worker, Record Keeper and Nursing orderly were also engaged under the Scheme and DMHP started fund Dr. B.C. Dash with three year diploma may be declared as psychiatrist specialist under District Mental Health Programme and treated as psychiatrist and permission may be given for his remuneration Rs.15000/-p.m as per guide line and also enable for utilization of fund under D.M.H.P under salary component .It was decided in the meeting convened by ex -Secretary of H&F. W.Dept.

A regular Psychiatric OPD is functioning in DHH Khurda. The daily OPD attendance is gradually increasing day by day up to 10-12 at present which will increase further. Psychological testing tools have been purchased and required testing is being done regularly. Steps have been taken to aware the public through the BDOs and Medical Officer In charges regarding availability of District Mental Health Programme facilities in DHH Khurda. Step has also been taken to intimate the CDMO, Nayagarh (neighboring district) to avail the mental health care facility from DHH Khurda
