OSFDC was established in the year 1979 – 80, with an objective to implement various economic development programmes for the benefit of the poor ST & SC (DTDP) and Scavenger Communities of the State under various Income Generating Schemes.

PRADHAN MANTRI ANUSUCHIT JAATI ABHYUDAY YOJNA (PM-AJAY)

 

Govt. of Odisha is implementing various welfare schemes for the development of Schedule caste under the Ministry of Social Justice & Empowerment. From the year 2022-23 Govt. of India has launched a new scheme i.e. PM- AJAY merging the following three centrally sponsored schemes  which is being implemented by OSFDC and the details given below:-

 

    1. Pradhan Mantri Adarsh Gram Yojana (PMAGY)
    2. Special Central Assistance to Schedule Caste Subplan (SCA to SCSP) renamed as Grants – in – Aid for District/ State level Projects for Socio-economic betterment of Schedule Caste.
    3. Babu Jagjivan Ram Chhatrawas Yojana (BJRCY)

IMPLEMENTATION OF HIGH COST LOAN PROGRAMME BY OSFDC WITH TERM LOAN ASSISTANCE FROM NATIONAL CORPORATIONS SUCH AS NSF DC, NSTFDC & NSKFDC.
(I)  NSFDC (National Sch. Caste Finance & Development Corporation)
(II) NSTFDC (National Sch. Tribe Finance & Development Corporation)
(III) NSKFDC (National Safai Karmchari Finance & Development Corporation)
(IV) Rehabilitation of manual scavengers & their department.

Chairman

As the Head of the Corporation he has general control over all the affairs of the Corporation.

Managing Director

As the Chief Executive of the Corporation, all the officers and employees of the organization are under his administrative control. Exercises powers provided to him under the Bye Law No.23 of the Corporation and powers delegated from time to time. Is the appointing & disciplinary authority for all employees? All the matters relating to establishment, office organization are decided by him.

General Manager

Assists the M.D in all matters of the organization. Does financial expenditure up to Rs.10, 000/-. Supervises the works entrusted to A.G.M's and all branches. Is the first Appellate Authority under RTI ACT?

Asst. General Manager (Admn) (Project) (Finance) (Dev.)

Supervise the work of his branch, controls his subordinates for smooth functioning. He is the first officer of the organization to whom all matters relating to his branch / scheme assigned are put up for decision. He examines the issue and brings out Full facts in the file for orders of appointee authority. He keeps direct contact with the Section, Section Officer and Assistants for smooth functioning of the organization. He Is virtually the key officer in the organization. One of the AGM is the PIO and one is APIO.

Section Officer

He is in charge of Section, directly responsible to AGM or such other officer immediately above him. He marks the letters received, take the initiative for quick and efficient disposal of the letter, supervises the works of Assts., and enlightens the assistants in the matter of Rules & instructions in vogue, in absence of an assistant he gets the urgent nature of work done by the help of other assistant.

Assistants

Receives the letters marked in his name, enters the same in his Log Book, examine the receipts cases intelligently in the light Act I Rule / instruction and put up the file to the Section Officer for orders, maintain the Log Book, File Register, Guard files etc. properly. He is the custodian of the files, records and receipts.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

      Letters / proposals are received by the diarist and sent to officers for their perusal and signature. Then the letters are sent to Section Officer for classification and are marked in the names of assistants who deal in the matter. After diarized the Assistants receive the letter, enter the same in their Log Book and put up the same in the concerned file. He examines the matter with reference to the acts /rules in vogue and submits the file to Section Officer. Then the Section Officer examines the file and put up to higher authorities for orders. The orders of the authority are communicated to the Office / Officer / Person concerned by post / by Fax / E-mail from whom letters / proposals received.

     Apart from the general procedure followed in decision making process the following types of cases are disposed of by the Chairman, Managing Director of OSFDC.

Norms for Discharge of Functions

[Section-4 (1) (b) (vi)]

    OSFDC is functioning as per the norms set by Govt. of Odisha from time to time relating to the discharge of its functions.

    For various schemes the norms prescribed by the financing agency i.e. NSTFDC, NSFDC and NSKFDC are followed. The norm varies from scheme to scheme.

     The OSFDC is functioning as a catalyst and promoter to implement its programme through the tie-up Banks, various Departments of Government and different public sector undertakings, NSFDC, NSTFDC, and NSKFDC etc.

      Besides the bye-Law of its own, OCS Act 1962 and rules, Govt. guidelines and instructions are followed by this Corporation in relation to the Establishment matter. For different schemes, the guidelines prescribed by the Financing agencies are followed.

Manner of Execution of Subsidy Programmes

A ) ADARSH GRAM COMPONENT (PMAGY)

Pradhan MantriAdarsh Gram Yojana (PMAGY) is an area based development programme aimed at integrated development of Scheduled Castes majority villages having total population ≥500 and with more than 40% population belonging to the Scheduled Castes.

The objective of the scheme is to ensure creation of all requisite infrastructures for socio economic development needs and improvement of 50 identified Socio economic indicators to eliminate the disparity between SC and non-SC population through 

(a) Primarily through Convergence of the relevant Central and State/UT Government Schemes; and

(b) By taking up identified activities, which do not get covered under the existing Central and State Government Schemes, through ‘Gap-filling’ funds provided as Central Assistance.

B) Grant in Aid Component (SCA to SCSP)

The following schemes are implemented by OSFDC under Grant in Aid.

 

BANKABLE INCOME GENERATING SCHEMES

Income Generating Scheme of OSFDC is meant to generate sustainable income for SC Women Self Help Groups for their sustainable livelihood through Bank Finance. With effect from 05.11.2021 this scheme is being implemented in collaboration with Mission Shakti Department. Subsidy is being provided under Agriculture, Animal Husbandry, Fishery, Industries service and business sector, Vocational Trade and Small Business Sectors where as Banks finance the loans for different income generating activities.

Under the programme OSFDC pays backend subsidy 50 % of the unit cost subject to ceiling of Rs.10000/- per beneficiary. For Self Help Group, the subsidy would be 50% of the cost of scheme or per capita subsidy of Rs.10000/- or Rs.1.25 Lakh for the whole group, whichever is less. Recently Govt. of India, Ministry of Social Justice and Empowerment has issued new guideline for PM-AJAY in which the subsidy component has been increased up to Rs.50,000/- or 50% of the Asset cost, whichever is less can be provided to the beneficiary/ household towards the loan taken by the beneficiary for such acquisition / creation of Assets.

Target has been distributed for financing 1221 SC Women Self Help Group with Subsidy component of Rs.1229.80 Lakh. So far 1126 applications have been sponsored to banks and banks have disbursed loan to 681 SC women Self Help Groups with Subsidy component of Rs. 586.75 Lakh.

During 2022-23 target has been issued for financing 648 SC Women Self Help Group under Income Generating Scheme against funds received during 2021-22.

SKILL DEVELOPMENT TRAINING

OSFDC providesSkill Development Training to Schedule Caste youths through different Govt. and Proficient private training institutions for providing Self employment and wage employment as per the mandate given in SCA to SCSP guidelines.The Skill Development Training named“PRAYAS”, which mandates to impart skill development training to the ST, SC, OBC and Minority youth across the State of Odisha for Quality Training and Organized Employment Programme with leads to Livelihood Security.

INFRASTRUCTURE DEVELOPMENT PROGRAMME.

As per SCA guidelines there is provision for utilization upto 30% of grants under SCA to SCSP for different Infrastructural Development work in the villages having 50% or more of SC population where infrastructural facilities for overall development of SCs are delayed due to lack of other schemes. Infrastructural facilities for providing drinking water facilities, link roads, electricity etc. under this programme infrastructure of PMAGY villages are given priority.

C)BABU JAGJIVAN RAM CHHATRAWAS YOJANA (BJRCY)

The Scheme BJRCY is meant for construction of Hostels to enable and encourage students belonging to Schedule caste category hailing from remote and rural area to attain quality education. The priority is given to areas having a major population of SC people of 15% and more where adequate hostel facilities for SC students are not available.  The objective of this component is containment and reduction of drop out rate of SC students especially for girls. The scheme for construction of hostels for SC girls is in operation since 1961 and for boys has been started w.e.f 1989-90.
