Introduction

     The Legal Metrology wing of the state of Odisha is functioning as the Directorate of Legal Metrology under the Food Supplies & Consumer Welfare Department of the State Government headed by the Controller of Legal Metrology, Odisha. Consumers generally purchase goods by weight, volume, length, or count. This organization is responsible for ensuring that consumers receive the exact quantity they pay for, regardless of the measurement unit. The Legal Metrology department regulates the use of accurate weighing and measuring instruments across various trades and business establishments to ensure consumers receive the exact quantity they pay for. It also safeguards consumer interests by enforcing mandatory declarations on packaged commodities.

9. Mechanism available for monitoring the service delivery and public grievance resolution:

The grievance handling is undertaken on every Saturday at the Directorate of Legal Metrology at Khandagiri, Bhubaneswar. Besides there are arrangements for grievance redressal at Dist head quarters and Sub-Divisional level.

Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aim & Objectives of the Organization:

a) To eradicate non standard weights & measures etc.
b) To ensure use of Standards of Weights & Measures in the State.
c) To verify and stamp the Weights & Measures.
d) To enforce the provisions of the Legal Metrology Act, 2009 and Rules made thereunder.

e) To issue the License of Manufacturer, Dealer and Repairer of Weights & Measures.

"This is a welfare organization to protect the interest of the consumers by way of standardizing the weighing and measuring instruments used in the trade practices and to penalize the unscrupulous traders who cheats the consumers in weighment and measurement. Although this is not a revenue generating organization, it enriches the Govt. exchequer by way of verification fees, compounding fees and licence fees etc."

b) To ensure protection of Consumer rights.

3. History & Background of Establishment:

The Directorate of Weights & Measures was functioned under Food & Civil Supplies Department. Later this Directorate renamed as Directorate of Legal Metrology under Food Supplies and Consumer Welfare Department, Govt. of Odisha.

a)  Execution of provision of laws relating to Weights & Measures
b) To verify the Weights & Measures
c) To attend the public complaints relating to Weights & Measures
d) To verify the working standards
e) To issue license to Manufacturer/ Repairer/ Dealer
