Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims & Objectives of the Organization:

  The First aim and object of the District Fisheries Office is to produce and provide disease free, pure quality fish and fresh water prawn seed to the fish farmers for their pisciculture tanks.

  Secondly, to develop the unutilized water logging, derelict water bodies or low productive, low lying land (Govt. and private owned tanks) in to a culturable status by excavation or renovation providing financial assistance through bankable schemes with subsidy of FFDA for promoting the production of pisciculture in the district.

  Thirdly the fishermen community residing on the river bank or reservoir / M.I.P. periphery, who are completely depend to maintain their livelihood, on capture fisheries, the Dept. of Fisheries through its district networks have been providing technical schemes for their fishing equipments with bank finance on Govt. Subsidy (SGSY, SCST FDC) etc.

  Fourthly, The District fishery office through its sister organization / Agency, i.e. F.F.D.A. has been providing technical training to the fish farmers and fishermen for implementing intensive pisciculture scheme, i.e. polyculture, fish seed production, Hatchery management, fishing in M.I.P. & Reservoirs etc. and also holding the fishermen awareness camp from time to time in all Block areas in regular intervals.

  Fifthly, this office monitors the insurance coverage among the fisherman community by implementing Janashree Bima Yojana for their future social security.

2. Mission/ Vision:

i) To cover more unproductive water boding in to productive pisciculture resources.
ii) To install new fish seed rearing projects in order to meet the fish seed demand of the district (Kantamal & Harabhanga Block HQR)
iii) To tag more G.P. tank & in the S.H.G. on L.T.L. basis with renovation under N.R.E.G.P. programme in order to boost the fish production and to meet the per capital fish consumption of the district.
iv) To create a better scope for the rural unemployed youth by integrated fish farming through F.F.D.A. Bank Finance or SGSY Scheme.
v) To strength the economic standard of the rural women/men SHGs through pisciculture by educating them on scientific line of pisciculture method.

3. History & Background of Its Establishment:

i) The Boudh district came into existence after the district reorganization notification published during 1994-95. It has three blocks namely Boudh Sadar, Harabhanga & Kantamal. There are four main rivers passing/ flowing in the district i.e. Mahanadi, Telnadi & Bagh Nadi and Salunki. The following are the brief information about the district and its pisciculture resources.

b) Total population of the District-373088 sqkm.

E) Fish Seed Requirement:

The District establishment of fisheries is situated in the Boudh Govt. fish seed farm campus at Murusundhi which is four K.M. away from the Boudh Town area. It is running in the laboratory cum farm building. The district establishment of fisheries has been running with 20 staff comprising to its head quarter as well as field functionaries at Block level. All the staff received their salary in one establishment is o/o the A.D.F.-cum-C.E.O., F.F.D.A., Boudh. No junior fishery officer is posted here.

4. Allocation of Business:

A) A.D.F. - Cum - C.E.O., F.F.D.A:

The Asst. Director of Fisheries is working as the Ex-Officio Secretary of the Fish Farmer's Dev. Agency. He is the district Head so far as the fisheries administration is concerned. He is discharging his duties as the D.D.O. of the District Office as well as the Chief Executive of all the Fisheries Schemes being implemented at District & Block level. He is the Member Secretary of the F.F.D.A. Managing Committee as well as is solely responsible for monitoring and achieving the target given by the Govt. to fisheries sector for the district.

B) D.S.F. (Hqr.):

The D.S.F. (Hqr.) is the in-charge of General Section of the Office. He is responsible for Collection and compilation of monthly as well as time to time progress reports furnished by the Block FEOs in connection to the general section and all necessary correspondences thereof. As the post of Co-op. Inspector I.C.S. (FY) is lying vacant since long, the Hqr.D.S.F is also the in-charge of Co-operative Section of the District.

C) D.S.F (Hqr.):

The D.S.F., FFDA is responsible for preparing & monitoring the FFDA schemes. He is also monitoring Fish Farmers training, SEP training, awareness camps, being conducted at Block as well as district level from time to time every year. He is in-charge of all correspondence, collection & compilation of all monthly progress reports & prepares the same for submission to the proper quarters as & when required.

D) F.E.Os. of Blocks:

Fishery Extension officer are the base level field functionaries at grass root level. They implement all fishery schemes at Block level. They are responsible for supplying/ providing the quality fish & prawn seeds to the fish farmers for their pisciculture tanks/ MIPs etc. They are responsible for giving the feasibility report of the land for any new pisciculture projects to be taken up under bank finance and without bank finance Schemes. They are empowered to issue utilization certificate up to Rs.50,000/- Besides the above, they also perform the non fishery work as and when required by the Block Development Officer.

E) I.F. of Fish Farm:

The Inspector of Fisheries is discharging his duties as the Center-in-Charge Govt. Fish Farm. He is responsible for producing & distributing the targeted spawn/ Fry/ Fingerling given by the D.F. (O) including the financial target of receipt & remittance. The Inspector of Fisheries submits the progress report of Fish farm to ADF along with the absentee statement of staff working under his jurisdiction every month for necessary drawal of Salaries

F) Clerk of the Office:

The Senior Clerk is discharging his duties as Head Clerk,. He is in charge of cash and Accountants of the office. He is in charge of contingency and other bill preparation, drawal and disbursement. He is also in charge of confidential section as well as financial correspondence of budget & expenditure etc.
  The junior clerk is in charge of staff salary, TE. R.C.M. bill and budget of the establishment of A.D.F.-Cum- CEO, FFDA, Boudh.

G) F.S. (Fish farm)/ F.S. (Store & Stock):

One fishery supervisor is posted at fish farm, who is managing the breeding as well as the nursery tanks for successful production of spawn and fish fries & another F.S. is working under the district establishment who is in charge of district store & stock including office stationeries etc. He is the additional charge of Treasury Sarkar.

H) F.Ds:

The Fishery Demonstrators are posted in the fish farms who are executing the breeding, netting, feeding & farm maintenance works including net weaving & repairing during off season.

I) Lunch & Pump Driver:

He performs his duty as pouring the water to over head tank during breeding season and maintains the adequate level of water in all stocking, rearing &nursing tanks & dewaters the nursery tanks during summer season for exposure the tank button to sunlight.

J) Khalasi:

He helps in breeding as well as pouring the water during rainy season assists the center in charge in farm work.

K) Peon & Watchman:

Peon helps in communicating the official correspondence work addressed to local office & watchman helps in giving security to office as well as fish farm after the office hour.

4. Duties to be formed to achieve the Mission:

All the staff members posted in the district establishment as well as at, field level, are conscious enough in executing their individual duties assigned as per their job chart. They are always ready to discharge their duties promptly in order to help the public as well as to communicate the higher quarters for avoiding red tappism and in necessary correspondence.

6. Details of Services Rendered:

The service rendered by the District Fishery Office is as follows:
a) Prepares the plan estimate for development of pisciculture tank. Educates technically the fish farmers imparting training on intensive way on stipend basis.
b) Releases subsidy to completed pisciculture projects as per F.F.D.A. norms to fish farmers.
c) Provides fishing equipments i.e. Net & Boat. To fishermen through bankable schemes.
d) Promoting employment generation by integrated fish farming in G.P. as well as private Tanks.

7. Citizen Interaction:

The District office authority in ADF-cum-C.E.O., F.F.D.A. invites the leading fish farmers, fish Entrepreneurs, G.P. representatives, Sarapanch, Bankers, G.P. tanks lessee, SHG (men & women) members twice in a year for STAKE HOLDERS TRAINING & SEMINAR to district office during pre-monsoon & post monsoon periods, for refreshing their memories in imparting the technical know how on pisciculture its hazard & eradication & successful implementation at field level. The efforts taken have been louded by the participants in each congregation.

9. Map of the Office Location:

The office and Boudh Fish Seed Farm is situated at a distance of 3.5 Kms from Boudh Bus stand on the left side of the Boudh to Balagir NH Road, just after the petrol pump near Kiakata Bridge over River Mahanandi.

10. Working Hour both for Office & Public:

Working hour of the office start at 10 A.M. to 5 P.M. with a lunch break from 1.30 P.M. to 2.00 P.M. every day excluding second Saturday & Sunday & all Govt. holidays. But during summer due to excess heat waves the office starts from 7 A.M. to 1 P.M. continuously which is declared by the Govt. in every year.

11. Public Interaction of Any:

The interaction with the public held during field tour of the FEO, DSF & ADF. The ADF participates in all the focus village programme of the Collector/ ADM of the District where interaction with the public took place to short out the problems.

12. Grievances redress Mechanism:

Any grievance from the public, they apply directly to the A.D.F. or through the concerned B.D.Os. during office hour. Grievance cell of Collector, A.D.M. also refers grievances for redressal, if it relates to this office.
If the petitioner grievances are under the jurisdiction of the A.D.F. then it is sorted out / solved immediately, if it seems beyond his limit then with proper recommendation / guidance are given to higher quarter to set right the problems immediately.
