Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aim & Objectives of the Organization:

    Aim & objective of the organization is to maintain and upkeep the roads and bridges coming under its jurisdiction out of the funds provided by Central & State Government.

2. Mission/ Vision:

   Its mission is to maintain as far as possible for smooth flow of vehicular traffic, in the roads coming under it's jurisdiction basing upon the allotment available. Secondly, to educate the user of the roads regarding road safety measures and traffic rules by providing road sign through out the roads.

3. Brief History and Background for its Establishment:

   This Division came in to existence vide Works Department. Notification No.23514 dt.24.12.1999, renaming Investigation (R&B) Division, Sambalpur as N.H. Division, Kesinga and  started functioning practically from March 2000 at Kesinga in the district of Kalahandi. It has 3 Sub-Divisions namely N.H. Sub-Division Kesinga, N.H.Sub-Division Bhawanipatna & N.H.Sub-Division Bolangir functioning at Kesinga ,  Bhawanipatna and Bolangir respectively.

 

4. Allocation of Business:

    To upkeep and maintain the N.H. of  the streches  59/0 km to 193/0 of NH-201 and 65/416 km to 158/0 km and 213/890 to 280/0 km. of NH-217. (As stipulated in OPWD code, CPWA Code, Treasury rules, OGFR & Service Code.)

5. Duties to be performed to achieve the Mission:

    Tenders at the level of Sub-Division, Division, S.E. & C.E. level are being invited, for maintenance of the existing roads under this Division along with new construction of roads at desired reaches after due approval of higher authorities from time to time. While executants execute the works, site engineers remain vigilant for quality out put and quantitative achievement of the work done against the contract. Other office staff discharge duties in the matter of processing of estimates, tenders, processing the bills to facilitate the payment, maintaining the records and rendering accounts to A.G. Odisha along with establishment in general.

6. Details of Service Rendered:

(a) Maintenance of Roads & Bridges in general.
(b) New construction & improvement nature of works in roads.
(c) Educate user of the roads regarding road safety measures and traffic rules in general by providing road signs on the side of the roads.

9. Map of Office Location:

    Office situated near Kesinga railway Station, about half a kilometer distance from Bolangir Chowk. Map of the office location hardly requires for a person who wishes to come to this office.

10. Working Hours both for Office & Public:

Office: 10.00 A.M. to 1.30 P.M. & 2.00 P.M. to 5 P.M.(Monday to Saturday)
Public: 4.00 P.M. to 5.00 P.M. (Monday to Saturday)

11.  Grievance redresses Mechanism:

Every day from 4.00 PM to 5.00 PM except Sunday.

There is no clear cut norms set in this office and establishment. Staff works in the office till completion of work in hand in a particular day. Hence there is no resentment among staff.
