ABOUT IPICOL : THE PARTICULARS OF ITS ORGANIZATION, FUNCTIONS AND DUTIES

Industrial Promotion & Investment Corporation of Odisha Limited (IPICOL) was incorporated on April 12, 1973 by Government of Odisha to promote Medium and Large Scale Industries in the State by providing necessary support services including Equity participation and Term loans.

During its existence, it has financed more than 285 units in the State in different sectors generating and investment of over Rs. 3700 Crore and creating employment opportunities for about 40,000 people.

During 2004-05, IPICOL was declared as State Level Nodal Agency (SLNA) for implementation of Single Window System (SWS) to promote and facilitate industrialization in the State. The Corporation being the State Level Nodal Agency for extending Single Window Services to the industries, it is stepping up its activities for industrial promotion by indentifying new sectors that can be promoted among investors. As part of its plan, it aims at procuring services of an experienced professional agency to act as the investment promotion agency in order to attracting investment into the state and increase employment opportunities.

MANDATE

IPICOL, has presently transformed itself to nodal Investment Promotion Agency of Government of ODISHA. The promotional role has been mandated in Odisha Industries (Facilitation) Act (OIFA) 2004, after IPICOL was designated as the State Level Nodal Agency (SLNA). The renewed mandate given to IPICOL under the OIFA is as under- 

  1. To Provide Single Window clearance mechanism and Industrial Facilitation
  2. To Undertake Investment promotional activities at the State, National & International arena;
  3. To Facilitate Investment climate improvement exercises;
  4. Rendering necessary assistance and feedback in policy formulation for industrial progress;
  5. Design Growth Strategies for Industrial Sectors that are key drivers of the State Economy
  6. Guiding and assisting entrepreneurs to set-up industries in the state;

BUSINESS:

Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) have been entrusted with multi-faceted roles to provide investor support. Based on the Government policy and directives from time to time and as per provisions under the Odisha Industrial Facilitation Act, 2004, the main business objectives are: 

  1. To promote and assist in rapid and orderly establishment, growth and development of industries, trade and commerce in the State.
  2. To take up investment promotional activities at the State, National & International level in a manner to create awareness in order to generate interest for investment opportunities for the State.
  3. To support and facilitate exercises aimed at improving the investment climate.
  4. To assess and suggest the infrastructural requirements like land, water for the industries.
  5. To maintain long-term relationship with potential as well as existing investors.

Functions and Duties

Single Window Clearance System 

The State of Odisha is committed to simplify the processes and expedite project approvals. Odisha has embarked on a mission to leverage technology to complement the governance framework. The approvals and clearances for the establishment and operations of the industries shall be through an on-line portal with minimum human interface. The State is a pioneer in implementing the “Ease of Doing Business” framework through a robust single window clearance mechanism. In fact, Odisha was one of the first States in India to constitute a Single Window Clearance System (SWCS) through legislation. This system enables the investor to approach a single designated authority and seek all clearances and approvals to setup and operationalize an industry.

Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) functions as the State Level Nodal Agency (SLNA) and Technical Secretariat for SLSWCA.

The State established Single Window Clearance mechanism in pursuance of the Odisha Industries (Facilitation) Act 2004 for providing time bound clearances and approvals. An online Combined Application Form (CAF) has been created which all departments/authorities are mandated to accept for various clearances and approvals. 

The State has put in place an effective institutional mechanism for industrial promotion and investment facilitation at various levels. A three-tier single window clearance mechanism to facilitate speedy implementation of industrial projects is in place. At the helm, the High Level Clearance Authority (HLCA) chaired by the Chief Minister and State Level Single Window Clearance Authority (SLSWCA) chaired by the Chief Secretary provides the overall direction and guidance.

The Single Window Clearance System is responsible for the following actions:

  1. Review, process and facilitate project clearances including modernization, upgradation, and expansion of existing industrial units
  2. Mandatory monthly meetings for analysis and approval of applications
  3. Regular monitoring of projects, phase-wise during implementation until production commences
  4. Monitor sanction and facilitate disbursement of incentives applicable under the various policies of the government
  5. Co-opt experts on a need basis for specific sectors or projects
  6. Provide deemed approvals for projects awaiting approvals from departments

Procedure Followed in Decision Making Process

Single Window Clearance System 

Odisha government is dedicated to encourage Ease of Doing Business by enabling entrepreneurs to set up and operate their business in the State. The Government of Odisha has introduced the Single Window Portal (GO SWIFT i.e. Government of Odisha – Single Window for Investor Facilitation & Tracking) which acts as is a single window facilitation mechanism for investors concerning various services required throughout the lifecycle of projects.

The portal provides a single point interface for investors to know about various State government Acts & Rules for applicable approvals/clearances, application submission, payment and tracking. Once approved, the user can obtain the approval or registration certificate online through the portal. Further, any other third party has an option to verify online about the authenticity of the approval or registration granted by each agency.

With the GO SWIFT, the approval process for 34 services from 15 State government departments has been made online, including online application submission, payment, tracking and processing of applications. The Portal provides updated information relating to latest rules, policy initiatives and reforms undertaken by the Govt. of Odisha to facilitate and handhold the investors.

All existing technological applications of the Industries Department including GO PLUS, GO SMILE, GO CARE,  Automated Post Allotment Application, and State Project Monitoring Group portal have also been integrated with GO SWIFT. Access to all these services is now available through a single sign-on user credentials.  To facilitate tracking and monitoring of applications, GO SWIFT sends out SMS and e-mail notifications to the investors at critical stages of processing of applications.

Establishment

An online platform GOSWIFT has been established through which the industries are submitting their respective applications to set up industries in the state and accordingly, the applications have been processed for obtaining required approvals from the SLSWCA/HLCA.

Functions

The Single Window Clearance System is responsible for the following actions:

 Process of Approval

The Single Window Clearance System in the State categorizes the proposed projects into three groups based on the total investment proposed. An investor with a proposed investment of less than Rs. 50 crore (US$ 8 million) approaches the respective DIC, which acts as the nodal agency for all further approval and clearance process. The project is considered for clearances by the District Level Single Window Clearance Authority (DLSWA).

For projects with investment greater than Rs. 50 Crore, the nodal agency for single window clearance process is IPICOL. All the proposals with proposed investment amount of greater than Rs. 50 Crore are evaluated and assessed by the State Level Single Window Clearance Agency (SLSWCA). However, for projects with proposed investment of greater than Rs. 1,000 crore, a special High Level Clearance Agency (HLCA), headed by the Chief Minister, has been constituted for the clearances.
