Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

 Aims and objectives of the organization:

               The Employees State Insurance Scheme (E.S.I.Scheme) is an integrated multi-dimensional Health Insurance and Social Security Scheme. It is the most effective and sustainable social security measure available to the workmen employed in industrial and commercial establishments of varying sizes and nature.

               It provides comprehensive full medical care (Health Care) and reasonable economic assistance (Cash Benefit) to the beneficiaries in contingencies like hazards of sickness, maternity, disablement and death due to employment injury.

Mission / Vision:

    ESI Scheme is to provide better Health Care to the Industrial Population and their family members through a net work of 4 nos. of ESI Hospitals and 41 nos. of ESI Dispensaries of the State.

    For providing Secondary Medical Care, Tie-up arrangements with advance medical institutions in the Country both in the public and private sector have been set up.

    The Central Government or the State Government is empowered to extend the provisions of ESI Act 1948 to various classes of establishments, industrial, commercial agricultural or otherwise in nature employing 10 or more persons both in organized and unorganized sector.

    Where the no. of coverable employees is less, panel clinics (I.M.P. System of Medical Treatment) will be implemented phase wise as per approval of ESI Corporation.

    Better maintenance and upkeep of Hospitals and Dispensaries, computerization of Hospitals and office management, up gradation of diagnostic services and simplification of procedure for smooth flow of benefits is also one of our primary objectives.

Brief History and background for its establishment:

The ESI Scheme was implemented in Odisha on 30.01.1960. At present the whole state is covered under ESI Scheme under programme ESI Corporation-2.0 providing social security coverage to 6,81,981 IPs. The ESI Scheme covers employees of any establishments employing 10 or more persons. The wage ceiling for coverage of employees under the ESI Act. Is Rs.21,000/- per month.

 Allocation of Business:

    The ESI Scheme provides full medical care to 7,41,390 (as on 31.3.2020) nos. of Insured Persons and their dependant family members through 4 ESI Hospitals, 41 ESI Dispensaries and 1 Model ESIC Hospital located in 23 Districts of the State. 

Duties to be Performed to Achieve the Mission:

    At present 106 nos. of Doctors, 199 nos. of Para-medicals and 227 nos. of other staff are employed in the Scheme to provide full medical care to the ESI beneficiaries of the State. The other benefits (Cash Benefits) are provided by the ESI Corporation.

 

Details of Services Rendered:

          The following kinds of services are rendered to the Insured Persons and their family members.

2.       Enhanced Sickness Benefit.

3.       Dependent’s Benefit

4.       Funeral Expenses

5.       Vocational (Occupational) Rehabilitation Scheme.

6.       Reimbursement Claims of Medicines

7.       Extended Sickness Benefit.

8.       Disablement Benefit

          (i)      Temporary Disablement Benefit.

          (ii)      Permanent Disablement Benefit.

9.       Maternity Benefit.

10.     Physical Rehabilitation Allowances.

          While the State Government provides full medical care, other benefits are provided by the ESI Corporation.

 Citizen's Interaction:

 

          The family members of an Insured Person who reside at the place of work or at a place other than the place of work of the I.P. or who move along with I.P. on leave or temporary transfer are also provided medical care in another State where the medical benefit provisions of ESI Scheme are in force.

Working Hours both for Office & Public:

 

     The   working   hours   of   the   Directorate   of   ESI   Scheme, Bhubaneswar is from 10.00 A.M. to 5.30 P.M. The working hour of the ESI Dispensaries is as follows:

         The ESI Hospitals function round the clock. The working hours are meant for the ESI beneficiaries. Even then, we attend to emergency cases of the general public as and when required.

    We normally interact with the Insured Persons and their family members as well as the general public.

Grievances Redress Mechanism:

The following grievance redress mechanism exists under the ESI Scheme.

  1. Local Committee.
  2. Shikayat Adalat.
  3. Grievance Cell set up in the Headquarters organization (Directorate of ESI  Scheme,   Odisha,  Bhubaneswar)  and  each ESI Hospital  and Dispensary. Complaint boxes are kept for receiving complaints from I.Ps and others.
  4. Regional Board.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)] 

           The Junior Assistant / Assistant Section Officer initiates the files/cases on any particular problem and submits the same to the Section Officers concerned with his own suggestion if any keeping in view as per the codified provision/rules. Then the file is to be routed to the next higher authorities viz. Establishment Officer/ Assistant Director/ Accounts Officer/ Joint Director /Director. Considering the gravity of the case and keeping in view the provision contained in the Government Rules, certain cases may be referred to the Government in L & ESI Department.
